Blizzard added support for a Level 70 boost in the latest Wrath Classic Beta build.
The feature is called "Wrath Pass" and can be found under the Character Service Info database table.
It comes with the following Frozen Throne icon.
Blizzard introduced the Dark Portal Pass with Burning Crusade Classic. The service boosts 1 character to Level 58 and costs 40 EUR. Each WoW account is limited to one Dark Portal Pass purchase, according to the official website, so we think it will be the same in Wrath Classic -- a purchasable boost to Level 70 that lets you skip Burning Crusade content.

Blizzard have clarified that they will in fact be implementing quest tracking features into WoTLK Classic, despite developer comments in an interview with Game Rant. They did not mention when the features would arrive, but they are in active development.

Hi Everyone,
Just wanted to pop in and say that we do in fact intend to implement the quest tracking features that were added in patch 3.3 of original Wrath of the Lich King into the Quest Log and Map UI at some point. The interviews linked by the OP were a few months old and our thinking has changed quite a bit on this since then.
This feature isn’t present on the Wrath of the Lich King beta at this time, but this along with several other UI features such as the Calendar and Equipment Manager are still in active development.

Check out our preview of the Group Finder feature coming in Wrath of the Lich King Classic!
You can bring up the Group Finder by pressing "I". The Group Finder has two tabs. The first tab's called "My Interests". It allows you to select from various types of content and list yourself with a role.
The second tab is the "Group Browser", which lets you browse and apply for groups based on various criteria. These include Dungeons, Heroic Dungeons, Raids, Quests & Zones, PvP, and Custom.
