Simply put, yes.

With TTT, both crit & mastery are better than str, so Windsong will be better as long as it doesn't put you over the BT crit cap.

Sorry if this is completely wrong but.

 

Would it then be a safe rule to say that if you are past 43% crit unbuffed you should not enchant your weapons with windsong?    (assuming your raid has 5% crit buff)

 

 

With a little research I figured out that 2x windsong procs will grant ~5% crit, and that the BT crit cap is 53% (taking into account boss crit suppression).

 

p.s. I realize that windsong is not garunteed to proc 2x crit buff every time.  Nor will both buffs always line up with one another.

 

Can anyone corroborate?

Honestly the best way to know is to Simulate your own gear setup in SimCraft.

 

There might even be some setups (in the case where you'd be close enough to the cap but not right at it yet) where 1 Windsong & 1 Dancing Steel is BiS.

 

I was able, however, to find these "general" rules on warriordpr (A DPS warrior blog):

 

The best advice I can give is if you have all of the following:

 
1: Between 40-46% self-buffed crit.
2: More than 40-45% self-buffed mastery
3: A Thok's Tail Tip of 570~ ilevel or greater

 

Either way, the DPS delta between all weapon enchants configurations is minimal at best (We're not even talking about a 1% increase here), so unless you're really that intent on min-maxing, you can take the easy way out (like I did) and just stick to Dancing Steel for the couple weeks we have left.
