The PTR notes have been updated with the following:
Characters level 10–60 that have not been logged into for an extended period of time will now have the option to receive a Welcome Back Gift on the character select screen. The Welcome Back Gift includes: Select a specialization upon log in to become equipped with updated bags and gear that is appropriate to the character’s level and selected specialization. All previously worn items and bags can be collected from the mailbox. Teleport to the character’s home city of Orgrimmar or Stormwind. All quests in the quest log will be cleared to provide a clean slate. To continue your leveling journey, head to Chromie in Orgrimmar Embassy or Stormwind Embassy.

Dungeons and Raids
Aberrus, the Shadowed Crucible Echo of Neltharion Slightly reduced Neltharion’s health for smaller groups. Volcanic Heart’s initial damage reduced on Normal and Heroic difficulty. Echoing Fissures’ damage now scales with group size on LFR, Normal and Heroic difficulty. Slightly reduced the Twisted Aberrations’ health for smaller groups.
Today is certainly a bad day for Mythic+, as first there were no affixes in dungeons, then we got a fix, and now there are extra ones! Players have been noticing a third affix in their sub-14 runs, and while some were able to deal with it without an issue, it's still an extra affix to worry about!
There are many examples in the comments below as well, as Sanguine seems to be very eager and is coming in before the +14 mark as it should.
Hopefully Blizzard can be as fast at removing added difficulty as they were when it was, well, gone!
Blizzard has posted this week's PTR development notes, featuring many changes for Druids (focusing on Feral), Mages, Augmentation Evokers, Holy Paladins and more, as well as profession and PvP improvements.
