Will of the Emperor Encounter Guide: Strategy, Abilities, Loot
Will of the Emperor is the sixth and final battle in Mogu'Shan Vaults, where players will face 2 of the emperors Lieutenants, Qin-xi and Jan-xi. These two "Hands of the Emperor" will yield no quarter as they unleash the entire Mogu army against players in a final stand to protect the ancient Vaults of the Mogu empire.
Role-Specific Tips for Will of the Emperor
DPS Tips
- Ranged DPS should focus on the Emperor's Strength adds, as they
will frequently stun melee with
Energizing Smash.
- Melee DPS should focus on the Emperor's Courage adds, allowing the Ranged DPS to plant their feet and manage the other adds.
- Follow priority calls when dealing with the Emperor's Rage adds, whether it is to crowd control them or to AoE them, these are the biggest threat here.
- Avoiding all 10 attacks in the Devastating Combo will grant you the
Opportunistic Strike ability, dealing 1,000,000 damage to the boss; do the mechanics to gain free DPS!
Healer Tips
- Tanks will need a constant rotation of defensive cooldowns here, be sure to always have a cooldown ready when needed.
- Healers can stay in the middle of the room for the entire fight and should not need to move at all.
- Be mindful of your DPS players that are tanking Emperor's Strength adds, as they will take a bit of damage. Players responsible for crowd-controlling the Emperor's Rage adds should also be minded, as they may take some damage from nearby rooted mobs.
Tank Tips
- Plan out defensive cooldowns between each of the Devastating Combos, as both Qin-xi and Jan-xi hit extremely hard.
- Practice makes perfect; tanks have an extremely high responsibility here to dodge every attack in the Devastating Combo, as the stacking 10% armor reduction will quickly kill you.
- Remember that one of the Emperor's Courage adds will target you and rush towards you; avoid running into it while you are dodging the Devastating Combo spells.
Strategy for Will of the Emperor
The sixth and final encounter in the Mogu'Shan Vaults is the Will of the Emperor
encounter, where players will face off against waves of adds while attempting to
take down the Mogu Emperors left and right hand lieutenants, Jan-xi and
Qin-xi, who are accompanied by an army of their own personal bodyguards.
This encounter is heavily based on dealing with waves of constantly spawning
adds, both Jan-xi and Qin-xi at the same time, and even the
dangerous environment as many of the Emperors traps will be set off throughout
the encounter. This fight technically is 2 Phases, although both phases play out
exactly the same, with the exception that Jan-xi and Qin-xi spawn
at the start of Phase 2.
The main difficulty of the encounter is how the raid will handle the 3 types of adds that spawn constantly throughout the encounter. Each add has a unique function, and spawn intervals, which we will list below:
- Emperor's Rage – Fixates on a random non-tank player and slowly moves towards them, killing the targeted player if they reach them. 4 spawn at a time on 25-man, and 2 at a time on 10-man every 30 seconds.
- Emperor's Strength – 2 will spawn on either side of the
room and can be tanked by Plate wearing DPS players as they deal very little
damage. Their main threat is
Energizing Smash, an avoidable AoE attack that deals moderate damage and stuns players hit. The radius of
Energizing Smash increases every time it is used, requiring the Emperor's Strengths to die quickly before the AoE can no longer be avoided. These will spawn every 50 seconds, with 1 spawning on 10-man and 2 spawning on 25-man.
- Emperor's Courage – Will focus on the tank that is farthest
away from them, quickly moving towards them. The Emperor's Courage have
the buff
Half Plate, blocking all attacks made against them from the front, but also making them susceptible to slows. If these are allowed to reach their targeted tanks, they will use
Impeding Thrust, dealing high damage and slowing the targets movement speed down until they become rooted in place. These will spawn every 100 seconds, with 1 spawning on 10-man and 2 spawning on 25-man.
These adds will continuously spawn throughout the entire fight, requiring the raid to deal with them for the rest of the encounter. After 90 seconds in combat both Jan-xi and Qin-xi will enter the fight, requiring them to be dealt with at the same time as the adds. While we will refer to this as "Phase 2", the only difference between these 2 Phases are the 2 bosses spawning; the adds will be handled in the same manner for the entirely of the fight.
This picture shows the exact area that all 3 adds will spawn in. The top priority
add to kill are the Emperor's Courage, which will spawn roughly every
100 seconds on both sides of the room. Melee DPS should prioritize these, with
assigned slows on both sides of the raid; remember that they will have
Half Plate,
blocking all attacks made from the front. These must die before they reach their
targeted tanks or the slow from
Impeding Thrust will surely cause your
tanks death.
The next add priority are the Emperor's Strengths, which spawn every
50 seconds. These should be off-tanked by plate wearing melee DPS as they deal
very little melee damage and mostly just use Energizing Smash,
targeting a visible area with an AoE stun. Ranged DPS should focus on killing
the Emperor's Strength adds as the
Energizing Smash
increases in radius each time it is used, making it difficult for Melee DPS to
avoid over time.
The final add, and lowest kill priority, are the Emperor's Rages, which spawn every 30 seconds in the back of the room. These will fixate on a random player and try to kill them, but are susceptible to crowd control. While these adds are the lowest kill priority, they will quickly prove themselves to be the largest challenge of the fight, as you will want to handle them in a unique manner, depending on your raid composition. As 4 Emperor's Rages spawn every 30-seconds, it is ideal to use crowd control on these adds as they spawn, ignoring them for as long as possible until you need to AoE them down.
Practice your raid utilizing several forms of crowd control, such as
Mass Entanglement from
Druids,
Binding Shot and
Entrapment from
Hunters, any any additional forms of stuns or
roots to control the adds.
Death Knights are able to help keep the adds
stacked together by
Death Griping lose adds back into the stack, and

Death Knights should alternate using
Gorefiend's Grasp every
wave of adds, quickly stacking everything together. Depending on your raid composition,
you will want to allow a couple waves of Emperor's Rages to build up
before AoEing them down, or even entirely ignore them if you have enough crowd
control available. With 2-3
Druids rotating
Mass Entanglement,
and
Death Knights keeping the adds stacked with
Gorefiend's Grasp,
coordinated raid groups can entirely ignore all of the Emperor's Rage
adds, never killing a single one. Practice what your raid is capable of achieving,
as delaying how often you need to kill Emperor's Rage spawns will
greatly improve your chance of clearing this boss.
On Heroic difficulty a Titan Spark will spawn whenever any add dies,
including the Emperor's Rage adds that spawn frequently. This is the
main reason we suggest perfecting a crowd-control strategy for the Emperor's Rages,
as this will significantly increase your raids damage up-time on higher priority
targets. These Titan Sparks will fixate on a random player and slowly
move towards them, exploding for fatal damage to all nearby enemies if they
reach them. They will also buff the attack speed of any nearby mobs, including
the bosses, by 50%; if this hits either boss it is an instant wipe. While
the Titan Sparks are killable, this is a large damage loss rather than
having a player "soak" these explosions while using a survival ability such as
Cloak of Shadows,
Deterrence, or
Divine Shield.
With both the Emperor's Courage and Emperor's Strength
adds having somewhat long spawn timers, these can be easily soaked by assigning
a single player to each add on both sides of the room; the largest challenge
will come from dealing with the Titan Spark spawned from each Emperor's Rage
add. With 4 spawning every 30 seconds, this simply requires too much raid DPS to
kill these every single time they spawn, thus you must practice crowd-controlling
the adds as mentioned earlier for as long as possible. Ideally aim to AoE these
every 2-3 waves, then having 1 player use an immunity such as Divine Shield
to detonate all of the Titan Sparks at once, rather than needing an
individual cooldown for each add.
After 90 seconds "Phase 2" will start, which plays out exactly the same as Phase
1 with the exception of the 2 bosses, Qin-xi and Jan-xi spawning
in; all adds will continue to spawn at their regular intervals and must be handled
the same for the rest of the encounter. Qin-xi and Jan-xi both
have the exact same abilities and share a health pool. Once both of the bosses
spawn they should be quickly picked up and dragged to the back of the room, away
from the rest of the raid as they have various AoE abilities.
Both bosses hit extremely hard, and tanks should always have a defensive cooldown activated while the bosses are dealing melee damage. Every 20 seconds, both Qin-xi and Jan-xi will perform a "Devastating Combo", which is a series of 10 attacks in a row (5 on Normal difficulty) around themselves. During this Devastating Combo the bosses will stay in place and no longer melee attack the tanks, allowing some breathing room on defensive cooldowns needed. However, the tanks and all nearby players will need to dodge the 10 AoE attacks performed during the Devastating Combo, which is one of two abilities:
Devastating Arc — Slashs in a random direction, dealing Physical damage to all players hit and reducing their armor by 10% (stacking) for 2-minutes. This will always target one of three areas, indicated by a visual:
- When the boss swings his weapon over his left shoulder, he will strike the area to his right;
- When the boss swings his weapon over his right shoulder, he will strike the area to his left;
- When the boss holds the weapon pointing forward, he will strike the area in front of himself.
Stomp — Deals high Physical damage to players in the area and stuns them for 2 seconds, indicated by a visual:
- He will lift the weapon up above his head, as well as one of his legs,.
These attacks have a visual component with where the bosses weapon is, as
well as indicators around them showing the direction they will attack. Look for
the white slashes in the air, showing the direction that Devastating Arc
will attack in.
Stomp can be visible by the AoE effect on the ground,
as well as when the bosses lift their leg. Below are examples of each abilities
visual indicators:
Both Qin-xi and Jan-xi will perform their own combos, requiring
players to be on their toes and ready to dodge any attacks incoming. Tanks especially
must avoid these, as the stacking 10— armor reduction will quickly lead to
a tank death. If all 10 attacks in the Devastating Combo are avoided, players will be able to
use Opportunistic Strike on their respective boss for a few seconds, dealing 1,000,000
damage. Learning how to properly "dance" to avoid all 10-attacks is crucial for
beating this boss and will be one of the biggest learning factors early on. Tanks
as well as any Melee DPS on the bosses will need to do this dance every 20-seconds
for the rest of the fight, avoiding the debuffs and taking advantage of the free
damage gained via
Opportunistic Strike.
The fight repeats from here on out, with players around the bosses needing to do the dance every 20 seconds, while the adds are continually dealt with as they spawn. After 13-minutes both Qin-xi and Jan-xi will hard-enrage, causing a wipe.
