Empowered Divine Storm below HP cap

Hey! So the guide says that the #1 priority for a ret paladin is "cast divine storm if you have empowered DS and the FV buff".

 

Does this imply you're already at 5 Holy Power, and if you're at 2 holy power, you should at least cast your HP builders and then DS once you're at 5 [or before the buff runs out]?

 

I feel weird casting my FV+empowered divine storm when I'm only at 2 holy power, because it feels like I could easily get a few HP builders on cooldown before I do so.

 

 

Am I missing a specific reason to cast DS immediately, or is the guide implying you're already at 5 HP?

It's more or less a matter of how many adds are up and what's the timer left on EmpDS. If there's only one target, you'll want to wait until the buff is nearly expired, then use it (with FV buff). Whereas if you get a proc when multiple adds are up you'll want to use it basically immediately when you have FV buff. Also during burst phases you'll only want to burn DS after you've put HoW on CD.

      I dont know what im doing wrong, ive have the right talents, and doing my rotation in order, and yet i am doing horrible dps. 
      I am currently using the rotation stated on icy-veins.
      ive been out dpssed by other paladins pugs and in lfr (i know, but still) and i dont know what i am doing wrong. 
      If someone has some advice, it's greatly appreciated.. 
       
      I hope i have provided the details required, otherwise please inform me what i need to add.

      As the topic says, I need some help with my paladin. I feel that I'm underperforming extremely during single target fights, such as Goroth. I feel sort of comfortable with my AoE encounters, but open to suggestion and advice there as well. 
      I feel that I've focused on the wrong stats as well, because I've read somewhere that if you have the cloak, you should have around 28-30% haste.

      I'm pretty sure I'm using the right and best rotation, my opening may differ tho. Open to input and advice, and of course criticism about my rotation.

      Hello there!
      Recently i've been thinking about playing wow again. But I dont know what to do and maybe you guys can help me.
      The thing is that my main was a Fire mage which sucks now and I dont wanna rerroll because legends, and a ret pally, both ally.
      Im thinking in make a new character in the horde. My choices are frost mage, ret pally, destro warlock, unholy dk.
      My main objective now is just to have fun again with WoW and not to be a hardcore player trying to get MM.
      What do you guys think?
