Teeming Necrotic Tyrannical
In Patch 7.2.5, players will be able to upgrade their Legendary items to item level 970. The system is exactly the same as it was in 7.1.5. To upgrade existing Legendaries, you'll have to complete a new quest and gather 50 Writhing Essences to get Stabilized Titan Essence. Legendary items that drop after 7.2.5 goes live will have item level 970 by default.
The quest is started by looting Spoiled Sample from the weekly Order Hall Cache. On PTR, you can start the quest directly from within the Suggested Contents tab of Adventurer's Journal.

The release of the energy previously trapped in the Nightwell has... complicated the influence of Aman'Thul scattered about the Broken Isles. Sadly, the results of my previous work have been invalidated, much like the contents of this vial.
I must understand what has caused this change! Please, bring me more samples so that I may continue my work. It goes without saying that you will be the beneficiary of any breakthroughs I may find. In Patch 7.1.5, players had to complete a similar quest, where they had to gather 50 Essences of Aman'Thul to acquire Distilled Titan Essence and upgrade existing Legendary items to item level 940. Essences dropped from emissary caches or Mythic+ chests.
Currently there are no plans to increase the cap of Legendary items you can equip in Patch 7.2.5, but it may be raised in the future (maybe in Patch 7.3).
Yesterday's hotfixes lowered the Artifact Knowledge cap to 40 (down from 50). CM Aerythlea posted some insight on the latest change.
Artifact Knowlege cap was lowered to 40, but overall Artifact Power gains were increased Artifact Research Compendium: Volumes I-VII will now provide AK level 40 (up from 35), which should make the process of getting Concordance of the Legionfall less daunting on alts Blizzard (Source)
Thanks for the discussion so far! I'd like to provide a little more additional insight here on this change as well as a change to highest Artifact Knowledge Compendium.
The Artifact Knowledge cap was raised from 40 to 50 late in Patch 7.2's development as part of a desire to increase overall AP gains. However, after 7.2 launched, we realised it would be better to increase base Artifact Power gains instead of relying on Artifact Knowledge (which takes time for players to research and can make gains earned in the interim not feel as meaningful).
Since 7.2 we have deployed several hotfixes that have increase AP gains in certain areas, one such example is the Elite Strike missions available while the Command Center is active. Now that these changes are live, the acquisition of AP is faster overall, so we felt that 40 is now an appropriate cap for AK and isn't as daunting a prospect to reach.
We also wanted players to have a solid stopping point for AK research, at which point they will have more freedom to focus on their alts.
To that end, the item Artifact Research Compendium: Volumes I-VII is being changed to grant Artifact Knowledge level 40 instead of level 35. As before, it will be purchasable in the Order Hall by characters who have reached AK 40. This means that players will be able to immediately catch-up to the AK cap on alts once they have access to this book, which should make the process of getting to Concordance on alts less daunting too.

The events are 3v3 Arena Tournaments on live realms. There is a double-elimination bracket, so watch out! Team rosters are 4-player, but you can sign-up with 3. All series are best-of-5. Didn’t finish in the top 6 in the first tournament? Not a problem! Teams can change their team members as often as they want, until points are earned. Once you have points on the board, your teams are set in stone. Well, except. . . Teams who earn points are allotted one roster swap without consequences. Signups are live! Signups will be open until 9:00am PDT on Monday, June 5th. Teams will be seeded by the rating they achieve as signups close. Some big news in today's hotfixes as the Artifact Knowledge cap gets reduced by 10 down to 40 and we get some dev insight into why they reduced it. We also see some Monk Stagger fixes and PvP Paladin Judge Unworthy changes, as well as the previously tweeted 15 minute limit to Deepwind Dunk.

Artifact Knowledge can now be researched to a maximum level of 40 (was 50). Developers’ Notes: We raised the Knowledge cap from 40 to 50 very late in the 7.2 PTR cycle, out of an abundance of caution: We wanted to ensure that players of all playstyles, as well as alt characters, would view the Concordance trait as accessible. However, between the additional Artifact Power gains added in 7.2 and others that were hotfixed in after the patch released, we’re now well ahead of that mark. Knowledge 40 now seems more than sufficient for players to reach Concordance, and the prospect of months’ worth of additional Knowledge still left to research makes some players feel like their efforts in the interim aren’t meaningful. Therefore, we’re rolling the cap back to 40. Player versus Player
Deepwind Dunk is now 15 minutes long, and each player killed during Deepwind Dunk awards 5 points. Paladin Attacking a Judged target will now cause Judge Unworthy to only spread that target's Judgment, instead of all your nearby Judgments. Judge Unworthycan now spread Judgment to targets that are under the effects of crowd-control abilities. Damage from Lawbringer can no longer cause Judge Unworthy to spread Judgment. UI
Players using Korean and Chinese clients can now chat in public chat channels on the Broken Shore. Previous hotfixes (May 15th).
