Patch 7.3: Upcoming Tier 21 Set Bonus Changes

Tier 21 set bonus tuning continues for Restoration Druids, Mistweaver Monks and other classes as we approach Antorus testing on PTR.

This week's 7.3 PTR build is now live and Blizzard has started the usual communication revolving around Tier 21 set bonuses. To check out the most recent changes, visit our Patch 7.3 Build 24651 Overview.

Restoration Druid

The most recent T21 4P bonus will be changed in a future patch to a 100% chance to grant the AwakenedAwakened buff for 10 seconds.

I'm unsure if the build that went up today has this change or not, but I recently changed the 4-piece bonus to be a 100% chance on Wild Growth to grant 5 seconds of the Awakened buff (instead of 50% chance for 10 seconds).

If that is not in the build that went up today, it should be in the next build.

Mistweaver Monk

I just fixed the 2 piece HoT to correctly be able to critical strike.

The 4-piece bonus does not use a deck of cards, it is just a flat percentage proc rate.

Holy Paladin

In a future build, there will be an entirely new T21 4P for Holy Paladins. The most recent one is

In a future build you will have a different 4-piece set bonus.

Discipline Priest

For the sake of simplicity, SmiteSmite will be removed from the T21 4P bonus (Item - Priest T21 Discipline 4P Bonus - Power Word: Radiance Buffs Smite/PenanceItem - Priest T21 Discipline 4P Bonus - Power Word: Radiance Buffs Smite/Penance).

I will remove Smite from the set bonus for simplicity sake. The next PTR build should have that change.

Arms/Fury Warrior

Item - Warrior T21 Arms 4P Bonus - Mortal Strike Buffs WW/SlamItem - Warrior T21 Arms 4P Bonus - Mortal Strike Buffs WW/Slam & Item - Warrior T21 Fury 2P Bonus - Rampage Damage Over TimeItem - Warrior T21 Fury 2P Bonus - Rampage Damage Over Time are currently bugged and will be fixed soon.

Arms: 

2 Piece: Quite smooth from a playstyle perspective.It's quite similar to IFTK in providing an 8 second buff. Can be maintained regularly, but I'd suggest that it be triggered by Warbreaker as well, just as IFTK does.

4 Piece: Broken on PTR as of July 26, 2AM PST. Might change in the future.

The 4P makes me think of a reverse Focused Rage where MS is the one buffing the filler. My only concern is that a single stack of the buff from MS is enough of a damage increase to Slam/WW, which is mostly a tuning issue. The 4P fits seamlessly into the the Arms rotation without making me go out of my way to cast anything extra. 

Fury: 

2 Piece: The tooltip seems wrong, it's currently doing 10% of Rampage's dmg in bleed form instead of 30%. 

It's effect screams the Valarjar Berserker and Soul of the Battlelord. A simple passive that could be quite powerful. 

4 Piece: The damage multiplier is broken right now. Though the tooltip says 0% buff to next Rampage after casting BC, it's several hundred percent. With that being said, the damage from Rampage would need to be enough for us to recover from the loss of CoF, which means less overall casts of BC.

I am investigating the issues with the Arms 4p and Fury 2p. I corrected the tooltip for the Fury 4p bonus. Thanks for the reports.

I believe all of the problems listed in this thread will be fixed in the next PTR build. Thanks again for reporting the problems.

Well, is this really heading in the right direction? Burst-dmg during BC is getting buffed even more. And why will this lead to not use a CoF? Will CoF be nerved or removed? Don't exactly understand that statement yet.

The wording is murky, I don't think they would hard remove a trinket. I think the mindset is they are trying to make it so powerful when you use it that you wouldn't use CoF at all. Now, that's not necessarily sound reasoning as I believe that would increase the value of CoF but I imagine the goal is to try to ween people off of CoF. It's rather funny that they made the same mistake twice, with Vial in WoD being crazy powerful forever, and now CoF being crazy powerful as well XD

Thats exactly what i mean. If they not remove or nerv the trinket, it will get even more powerfull with these changes. So i still don't understand the purpose xD...i'm curious how they gonna make CoF less powerfull while not touching the current fury dps.

They might just flat nerf it for certain specs. They've shown that they are happy to change things according to spec previously, so this could be similar.

      Today we have some nerdscreams and the raid setup from Method's Argus kill, stealth hotfixes for the encounter, overall endboss stats for all of Legion as well as the Exorsus World 2nd Aggramar kill video.
      The race to World First ended today as Method continued their recent dominance of Legion's raids and took down the probably final boss of the expansion, a mere 8 days after it was released (or 7 days after they started progress). We've already covered the WF itself, but there have been plenty of new stats coming after the kill, including the wipe count and raid setup. But first let's take a look/listen to the nerdscreams as the boss went down, somewhat less enthusiastic than usual I'd have to say:

      Method also shared what stealth hotfixes happened while they were progressing on the final boss, not mentioned in any official notes:
      We then have the raid composition for the kill itself, featuring 12 different classes including 3 rouges, 3 mages and 2 hunters:

      And on to the wipe count, it took 320 failed attempts to get the world soul down as we already mentioned, and here's a comparison table for all the Legion endbosses, including the time they stayed alive for:

      The race itself isn't quite over yet, as only Method have managed to end the Unmaker and finish up Antorus, and so the silver is still up in the air. Will Exorsus secure their expected second place finish or will the Asia guilds climb further up in this tier? Limit has also had the reset for two days now and seeing how crucial the gear from the 2nd clear is they still have quite the head start over Style War and Alpha. And let's not forget current 4th place holders Memento, who also might make it an all EU top 3. There are quite a few combinations that are open, so keep following Method.gg's live coverage to find out how it all shakes out, or check back in here when some more kills happen.

      There's a new PTR build up, bringing with it Ulduar Timewalking and an even larger focus on the new 1-100 level scaling mechanics. Blizzard are asking for help in testing the questlines in some specific zones as well, so get on there and test!

      This week, we’ve implemented a new build that primarily brings bugfixes to the PTR. Our biggest focus for testing remains the new level 1-100 zone and dungeon scaling we’re introducing with 7.3.5. This is an extensive change to how loot, quests, and creatures work in the open world, so we continue to look for as much feedback as we can get about how things are working out.
      Thank you so much for all of the feedback you’ve provided so far on leveling in Azeroth. We hope you keep the feedback coming, and we’d like to ask you to especially focus some of your testing on the questlines in these specific zones:

The Seething Shore is a 10v10 race to gather Azerite on an island near Silithus, and we hope you’ll be able to join us there and test it thoroughly on Tuesday.

      Vicious War Fox is a new PvP mount that was datamined back in Patch 7.3. The mount has been added to PvP vendors in Patch 7.3.5.
      Vicious Saddle is rewarded upon winning 100 Arena (3v3) or 40 Rated Battlegrounds in a PvP Season.
