Simming with the 4 set (frost)

I heard that with the new 4 set Shattering Strikes would be better than Runic Attunement but after simming my self its around 15-20K lower. I was wondering does simming take into account that the 4 set applies Razorice? If not then that'll make sense as to why SS is doing worse than RA. I dont have the 4 set yet I was just simming myself with it to see if SS was actually better with the 4 set.

This is just kind of a "thing" atm - SS sims higher for some, RA for others. It's dependent on gear, basically. Frost is just a complete mess this expansion :(

Right now my vers is really high like 11% but I reduced that to around 4% and put the rest into mastery to where its over 40%(my crit and haste are already around 30%) on the stat weights and yet SS still sims lower. I wonder if it's just a sim thing. I would love to test it out but my luck with getting the 4 set hasn't been the best.

Are you using the belt/bracers combo when you sim?

yes. The only thing I change about my gear is I replace my shoulders and gloves so I can have the 4 set, thats it. I do thin its what Blainie said though, it just sims differently for different ppl. Also it could just be that simming doesn't know that the 4set applies razerice which would make sense as to why it sims lower.

I even lowered my vers to 4% and raised up my mastery up to 50% and SS still sims lower just to make sure its not a stat problem

ive simd the t21 4 set with belt bracers and 2p from tos with ss,my sims always come out 40k+ higher with bracers and cold heart and RA

See I sim lower with cold heart, about 10-15K lower, using RA with both set ups. Plus with the 4 set belt and bracers are known to be BiS,  Like I said simming just seems off with frost.

It's really a nightmare dealing with Frost this expansion. As far as I know, if you sim yourself and do it correctly, the result is correct for your character. Beyond that, the information is useless. 

That's my understanding of the situation with Frost, at least.
