Just started my tier 2 research at level 116 with 3 champions.  I did it on the mobile app, not sure if it's a bug but it let me research before lvl 118.

Not a bug - it appears the level restrictions were removed since each level has another type of restriction that you can achieve depending on your leveling path.  I'll be amending the guide - thank you!

The second tier unlocks after acquiring 3 mission table champions which is possible as soon as you complete your three footholds in enemy territory.

Um, you only need to complete two footholds. You have one champion in initially, and get one more for each foothold. I have two footholds, three champions and Tier 2 unlocked.

They had to make the Warfront commander change considering Warfront cycles will be nearly 2-3 weeks.  They couldn't hold that up for too long.  I'll be updating both things very soon.

Warfront Resourcer has now changed to:
Establish access to resources outside of the Warfront, allowing you to enter battle with 80 Iron and 20 Wood.

Might wanna add an note for tier 1 than if you have unlocked flying, you can go ahead and swap to the hearth reduction, since it doesn't apply to flying mounts. Same applies for alts, don't bother researching the swift landing

We've already taken a look at the awesome new Dream-themed translucent mounts coming in 10.2, but now let's see how we'll be getting them!
As MrGM explains, there's 6 different mounts, each related to an existing mount type. At Renown 5 with the new Dream Wardens faction in 10.2 a vendor is unlocked, the Dream Infuser. Based on the name it's pretty clear what she does, as you can purchase these mounts from her if you already own a mount of that type (as she "infuses" them with the Dream to create the new mounts). There's a new "Dream Infusion" currency involved, but we don't know where it's coming from just yet.
And the kicker? There's pets to be had as well!
And here's another look at the mounts themselves, courtesy of keyboardturn.

Blizzard went into upcoming changes to Mistweaver Monks for 10.2, as they address player feedback and present what their plans for the spec are. They dive into the new tier set, Expel Harm specifically, as well as passive defensives foe the spec.

      Hello Mistweavers!
We have a few updates planned for Guardians of the Dream and we’d like to share some of our thoughts here.
      Defensiveness and Healing Elixir Updates
Mistweaver is squishier than we would like, particularly for a primarily melee-based healer, and its defensive toolkit is based mainly around active spell use. We don’t feel it’s appropriate to ask Mistweavers to actively manage nearly every part of their defensive kit to play at the highest level, so we want to explore passivity for Healing Elixir.
We also agree there is room for improvement with the current updated passive design and players can expect updates in upcoming PTR builds that are intended to provide value while the low health effect is not needed.
This passive update also gives us room to make modifications without straining key binding space to a certain personal defensive element of Mistweaver’s toolkit that is currently out of use – namely Expel Harm.
      Expel Harm
Several changes to Expel Harm have been made to increase its viability for Mistweaver and fully integrate it into the kit. This isn’t an off-global option like Healing Elixir was, so it can instead be much more impactful while reducing the total APM required to play Mistweaver optimally in tense moments. This is a bit of a trade off, but we’re hoping the overall feel is like Healing Elixir but punchier. Additionally, the Soothing Mist functionality for Expel Harm will be removed to avoid having to tune around healing allies.
We also think this may help the class talent tree feel more satisfying to path through, as Expel Harm talents will be more of an enticing option. Hopefully these updates in totality will help Mistweaver defensively while making it more satisfying and approachable.
Guardians of the Dream Tier Set
We’re aware of several functionality issues including some healing spells not being counted towards its accumulation. All healing (aside from other accumulators such as Chi Harmony itself and Lesson of Anger) is intended to contribute to the final healing. We’re looking to address this in future PTR builds.
Thank you and we look forward to your continued feedback!
