Patch 8.2 Hotfixes: August 13th

Restoration Shamans, Arms Warriors, Destruction Warlocks, Frost and Unholy Death Knights received buffs in the latest round of hotfixes, because they were all underperforming.

The hotfixes include the previously-announced Class tuning. Additionally, Blizzard increased the cooldown of Notorious Gladiator's Safeguard Notorious Gladiator's Safeguard’s to 3 minutes and Ulmath's Void Dance Void Dance  is now easier to spot.

Classes

Death Knight

  • Frost
    • Damage of all abilities increased by 5%.
  • Unholy
    • Damage of all abilities increased by 5%.

Warlock

  • Destruction
    • Damage of all abilities increased by 5%.

Warrior

  • Arms
    • Damage of all abilities increased by 5%.

Developers’ notes: Arms Warrior, Destruction Warlock, Frost Death Knight and Unholy Death Knight are generally underperforming and could use a damage increase.

Rogue

Developers’ notes: While multi-target cleave is an iconic strength for Outlaw Rogue, we feel that Blade Flurry Blade Flurry is currently too strong, particularly in Mythic Keystone dungeons. Likewise, the Azerite Trait Keep Your Wits About You Keep Your Wits About You provides too much added value to their AOE rotation at only a single instance of the trait. These changes should keep Outlaw Rogues very strong at multi-target cleave, but no longer significantly ahead of other specs.

Shaman

Developers’ notes: In general, Restoration Shamans are struggling with single target healing environments like Mythic Keystone Dungeons and Arenas, so we’re buffing some spells from their single target kit. At the same time, we also feel like they aren’t doing as well in a particular area where they should excel: healing a large number of targets in a small area, so we’re increasing the strength of Healing Rain Healing Rain. Finally, Wellspring Wellspring is an underperforming talent we feel could benefit from an increase to be competitive.

Items

  • Conflict and Strife's Rank 4 visual should now properly display when PvP events are triggered such as capturing a flag or interrupting a target.

NPCs

  • Added additional visual clarity to Ulmath's Void Dance.

Player versus Player

Items

  • Heart of Azeroth Heart of Azeroth
    • All Tier 3 Azerite Traits (such as Resounding Protection and Impassive Visage) are now reduced to 20% effectiveness in PvP (was 50%).

Developers’ notes: We’d like to see sustained damage become a greater source of pressure in Arena and Battlegrounds, but the passive healing providing by these Azerite Traits offsets much of that damage. We think that by decreasing their impact, we’ll see greater pressure on health and mana pools going forward.

Death Knight

  • Necrotic Strike Necrotic Strike’s Necrotic Wound now absorbs 5% of the target’s maximum health in healing received (was 7%).
  • The melee attack damage and attack speed of the Raise Abomination Raise Abomination guardian has been decreased by 30%.

Developers’ notes: While Death Knight damage is underperforming in raid environments, they are very strong in PvP. To offset the increases to their base damage, we’re reducing the effectiveness of two very strong Honor Talents.

Mage

Developers’ notes: While we like the predictive gameplay of Temporal Shield Temporal Shield in response to offensive pressure, we think the duration provides too much protection for a class that should be focused on control and mobility for defense.

I don't think Hunters (Beast Mastery) need any specific buff increments at this time.  They are relatively great for single and multitarget encounters.  Unless you are referring to Marksmanship or Survival.

      A smaller batch of 8.3 hotfixes today, but still pretty big, especially on the quests side of things. We get an Il'gynoth phase 2 transition raid fix, some class tweaks, and many quest changes, especially to Horrific Vision dailies, increasing their rewards significantly, as we mentioned already, the display bug for War Mode rewards has been fixed and a whole lot more.

      Mage Fixed an issue causing Mage's Invisibility and Greater Invisibility spells to not display the intended screen effects. Warlock Demonology Casting Hand of Gul'dan with a wand equipped and no Soul Shards no longer causes players to start autoattacking the target. Creatures and NPCs Reduced the unavoidable damage from Tashara's Ground Shatter. Players now have more time to move out of her secondary effect. Dungeons and Raids
      Ny'alotha, the Waking City Il’gynoth, Corruption Reborn Fixed a bug where Il'gynoth could get to 0% health but not transition to Stage 2 of the encounter. Horrific Visions
      Fixed an issue that prevented Gift of the Titans from triggering in certain situations. Items and Rewards
      Fixed a bug that allowed the Slurrrp a small chance at rolling a socket in addition to its baseline socket. Heart of Azeroth Corrected an issue that sometimes caused Unwavering Ward (Essence) to lose its Corruption Resistance. Breath of the Dying (Essence) Rank 2 Minor Power’s self-healing no longer heals for an excessive amount when dealing damage to lower-level targets. Quests
      Visions of N’Zoth Threat Daily Quests Reputation gain increased from 75 to 125. Coalescing Visions increased from 50 to 250. Lesser Vision Daily Quests Coalescing Visions rewards increased from 1000 to 1500. Corrupted Mementos rewards increased from 8 to 30. War Mode reward bonuses for completing Visions of N’Zoth daily quests are now correctly displayed in the UI. Creatures and objects needed to complete Visions of N’Zoth daily quests should now spawn more quickly. The quest item required to complete “Stepping Through the Darkness ” can now be found in Lost Area chests in addition to the Corrupted area chests. The quest objectives for the legendary cloak storyline are now easier to track. Players returning to Silithus after completing the Blackwing Descent scenario now arrive in the appropriate phase and location. Time travel is quite difficult! Quest credit for “Alpaca It Up ” and “Alpaca It In ” can now be earned while in raid groups.       This is a classic in the making. Aside from just going over all the major events/expansions, the video delves deep into the nuances of Horde-Allaince relations throughout the years, portraying the ups and downs of the faction conflict almost perfectly. I can't say enough good things about the in-depth and thoughtful portrayal of WoW's history and Blizzard's thoroughly consistent writing throughout. Enjoy:

      Despite being mid-attack for Horde, the Heroic Darkshore Warfront opened on European realms with the start of Season 4 which was not intended, but Blizzard decided to carry on with it in the region instead of disabling it.

      The Heroic Darkshore Warfront opened on European realms with the start of Season 4, despite it being mid-attack for Horde. This was not intended, but we think it's best to carry on with it in that region, since it has now been underway for several hours. Initially, the plan was to enable Heroic Darkshore the next time a certain faction would attack the zone in a given region in Season 4.

      The option to queue for Heroic Battle of Darkshore will become available when the next time a certain faction commences an assault on Darkshore in a given region. Regions that are already partway through a Battle of Darkshore attack cycle will be able to access Heroic difficulty the next time Darkshore comes under attack in Season 4. Heroic Darkshore Warfront offers item level 460 loot and you will be able to buy the Sandy Nightsaber with Service Medals once you complete it.

      Since the introduction of the new Auction House in Patch 8.3, we've seen bugs pertaining to delayed Auction House mail. Blizzard posted an update on the matter and it turns out the issue is fixed on Americas realms with the same fix coming to European realms in approximately three hours.

      We’ve received confirmation that all of the AH mail that was delayed is now delivered and available on Americas realms.
      The same fix for European realms will take place in about 3 hours.

      Rajani Warserpent is a new mount sold by the Rajani Quartermaster for 1 Pristine Cloud Serpent Scale. Up until now, we didn't know where the scale drops from, but it turns out it's from a Rare Elite called Rei Lun that spawns during Warring Clans Assault on the Vale of Eternal Blossoms.
      The Warring Clans will be assaulting the Vale for the next 2 days and 13 hours on US realms, so make sure to follow these steps to get your Rajani Warserpent:
      1. First, go to Vale of Eternal Blossoms and find the entrance to Guo-Lai Halls (22, 24).

      2. Go straight down the hallway until you come across Mogu traps, pass them, go down the stairs and you will find Rei Lun, the Chalcedony Construct who has a chance to drop Pristine Cloud Serpent Scale. The Rare Elite is located at 22, 12.

      3. You don't need to wait for the mob to spawn on your server. Simply, use the Premade Group Finder to search for "Rei Lun" groups, join them, kill the Rare Elite and leave the group.

      As with most Rare Elites, you get one attempt per day on a single character to get Pristine Cloud Serpent Scale that can be exchanged for Rajani Warserpent in Mistfall Village. We tried server hopping and killed Rei Lun for two hours straight, but didn't see the scale drop.
