The Stranglethorn Fishing Extravaganza occurs every Sunday.

In modern World of Warcraft, the event is a World Quest and the realm's time doesn't matter. Starting times are as follows, and are subject to Day Light Savings Time:

NA realms: Sunday at 2PM PT (Monday at 7AM AEST for Oceanic realms)
EU realms: Sunday at 2PM CET

In WoW Classic and Wrath Classic you don't have to accept a quest to participate. Tastyfish pools will spawn in Stranglethorn Vale every Sunday at 2PM realm time, which you can fish and then turn in at Booty Bay.
