Feral Instinct is 3% per point while Natural Weapons is at best 2% per point so it gives lower, but the point here is to increase your (significant) tank DPS as threat doesn't seem to be hard to maintain as Druid during BFD, especially if all you need to worry about is single target threat while your co-tank takes care of AoE threat!

It will also make your Cat DPS much higher during the periods you are not actively tanking (for ex Atu'mai tank swaps or any situation where only one tank is needed).
