Is this guide somewhat out of date?  It still lists Echo Pedal being a superior choice to Pinball wizard, but they have both undergone a few nerfs and buffs respectively...

 

Pinball Wizard seems to be much better for burst damage and Heroes, although Echo Pedal still probably wins out for wave-clearing.

Yes, the guide is up to date. The latest patch affecting E.T.C.'s talents was on 4/20, and the guide was updated 6 days later.

I would personally prefer guaranteed and rather fast-recharging AoE over uncertain burst damage. Unless you have a powerhouse when it comes to wave-clearing, such as Sylvanas, I would suggest using Echo PedalEcho Pedal. If you are sure that you can land a PowerslidePowerslide + Face MeltFace Melt combo, and you have a strong wave-clearing hero, Pinball WizardPinball Wizard is an alright pick.

For the page on Ability Strategy, please add Lt. Morales's Displacement GrenadeDisplacement Grenade to the list of effects that may interrupt the channeling of Mosh PitMosh Pit. Happened to me in a game just now.

After playing with both Echo Pedal and Pinball Wizard I want to raise some points.

In summary I claim that Pinball deals about 3 times more damage vs single target, and it gives comparable waveclear.
 

Pinball:

Bonus damage 3*68 = 204. The burst damage is significant, especially since the target will often also get separated and focused afterwards. Also stronger for harassing in lane.

It gives good waveclear: Powerslide + Face Melt is almost enough to kill a minion wave. Ranged minions die, melees have about 30% hp left.

It also works against buildings which is occasionally useful (Echo Pedal does too, but Pinball deals much more damage).

The window for the damage bonus is about 1.5 seconds after Powerslide hit so there's enough time to reposition as needed.

 

Echo pedal:

Damage 15 (37.5 vs minion/merc)

Since the pulses are overridden if you don't wait 2 seconds, in PvP you can get 4-5 hits per ability combo = 60-75 damage. The damage is about 3 times lower and spread over a longer time, though it might deal more total damage through AoE over a long fight.

The waveclear is better, but not by a very large margin.

Pinball WizardPinball Wizard offers immediate 204 damage, or 17 DPS. Chaining abilities for Echo PedalEcho Pedal provides 15 immediate damage (or, as you say, 45 immediate with 15 following from basic abilities) and 11.25 DPS (52.5 immediate damage / 39.375 DPS against mercenaries, which is more than double of Pinball WizardPinball Wizard). This means that while Pinball WizardPinball Wizard is better against heroes and for burst damage, Echo PedalEcho Pedal is better for capturing camps and clearing waves. In practice, Echo PedalEcho Pedal is a bit more reliable, which coupled with having more than double the damage against mercs/minions and two thirds of DPS against heroes, makes it recommended over Pinball WizardPinball Wizard.

By the way it's possible that I made a mistake in calculation, so if I did, please let me know.

Oh, it seems that I have misread the Echo Pedal description as 250% damage instead of 250% bonus damage (so 52.5 damage per tick), so it's significantly stronger vs mercs & minions.

I think the dps vs heroes is a bit off though.

 

Vs heroes

The DPS comparison is for a 12 second rotation.

Pinball:

204/12 = 17 dps

Echo Pedal:

11.25 DPS would require a total of 9 hits over 12 seconds, which I think is unrealistic. At best, when using Powerslide + Facemelt for initiation (2+1 hits), Guitar hero at 2 seconds (2 hits), then guitar hero again at 10 seconds would give 7 hits (+1 if using Heroic at initiation). This gives 8.75 dps, about half of Pinball.

For situations shorter than 10 seconds you can get about 5 hits for 75 total, which is about a third of PB.

 

Vs mercs & minions

Damage is equal at 4 hits (4*52.5 = 210), which takes 4 seconds if using one ability per 2 seconds. Over 12 seconds you can get 8-10 hits depending on the rotation, so about twice as strong for sustained DPS. Especially vs mercs it's certainly a lot stronger.

I have a question, what is the window of opportunity for the bonus damage for Pinball WizardPinball Wizard to take effect? I mean, how long can you wait before you use Face MeltFace Melt after using PowerslidePowerslide to get that bonus damage? Because the game doesn't show any tracking of it.

Gamepedia says 2 seconds. But isn't better the 35% aa dmg increase from the third talent on that tier ? It deals more dmg against heroes and if you took the Prog Rock and the cd reduction on basic attack it will proc quite often(prog rock for the extra healing and synergy).

Eh, I don't know. I like the all-purpose area-of-damage utility of Pinball WizardPinball Wizard, as the bonus damage applies to everything: minions, mercenaries, Heroes and even structures.

      Hi everyone!
      Just wanted to pop in and give a proper personal thank you and goodbye to all the lovelies that have kept the community alive and thriving over the years.
      I’m gonna get mushy for a bit, but I feel I can’t even begin to express how much this game and its community means to me. Anyone who has worked on any artistic or creative endeavor knows that some portion of ‘you’ goes into your work and becomes inextricably written into your soul. It's painful to look back and see those freshly separated fragments of 'you' suspended in time, but that's life eh?
      I started on this project some 8 or so years ago as an assistant technical designer, originally tasked with simple data implementations of the first sets of maps and heroes. Since then, I’ve touched probably every map, dozens of reworks, several core hero designs and of course several thousand bugs. This work was not spawned out of some special DWarner pocket dimension though, it occurred here, in the real (digital) world, with my hundreds of (very talented and handsome) coworkers and most importantly, you.
      Despite what community consensus might state, designers are usually present in forum discussions, watching popular streams (special shoutout to FollowGrubby, CCL, and the crew of Into The Nexus) and of course sharing dank memes. All of your participation and energy helped us trudge through our difficult days (it’s still a job after all), guide our decision making, and just generally help us feel like we’re part of something more than just data fields and debug maps. We couldn’t have done it without you, so thanks, really.
      If you made it this far, raise a glass of whatever and say cheers to all! Cheers to the passionate, cheers to the haters, cheers to the memers, cheers to the contrarians!       Blizzard made some changes to the free Hero rotation that resets each Tuesday in the latest patch, changing this week's rotation.
      The free Hero rotation won't reset weekly. Instead, it will reset every 1st, 8th, 15th, and 22nd of every month. As a result, the free Hero rotation posted on June 12 changed with the patch.
      The following Heroes are free to play until July 15, 2022:
