This will depend heavily on the chance of proc. If it's too low, you'll just ignore 4-piece and go for better off-pieces, I assume. As for the stat change, we won't know until we can sim it (we can't atm).

It doesn't really surprise me that much that the stat priorities don't change. 

Even without stacking Crit, I'm pretty comfortable at 37%. Adding 35% to that is 72% chance to Crit, which ends up being a pretty regular thing

Im really not understanding the trinket list. Half the trinkets are lower ilvl than what Tomb of Sargeras drops. Shadow-Singed Fangs has about 50% uptime for both stats and the critical strike is almost double what is given by Eye of Command at ilvl 930. The Arcano Crystal is also listed but that is not even ilvl900. You'd think that Aman thus vision would at least be listed as the best pure stat trinket even if its hard to get. Also is Seeping Scourgewing not better than the Dread Reflection trinket from ToS?

While it does look like some of the info on that page needs to be updated, the trinkets look alright to me for the most part. You should remember that trinkets are listed for Single Target only, and are given assuming equal ilevels. What this means is that if you get a 930 Arcanocrystal, it will be better than a vast majority of the trinkets available to you otherwise.

Fang with 50% uptime on 200% the Crit and Agi means that it averages out to be the same thing as Eye. For single target, the consistency of Eye is very nice, although I would swap it out for a Fang the moment you have to change targets because you'd lose the stacks.

Arcano was addressed above, you'd be very very lucky to Titanforge one to the point where it's competitive with a 945 trinket from the current raid.

Amanthul's isn't great when compared to Golganneth's, and I assume it was left off the list because you can only equip one of them. Given a 1000 ilevel Golganneth and Amanthul, I would use Golg. What you should remember about Amanthul is that it doesn't actually offer any main stat unless it's empowered, which is (especially right now, as people still pick up trinkets) unlikely. Rogues still care more about Agi than secondary stats, and the standard bonus for Amanthuls only offers tertiary stats as its proc. Golganneth's procs all the time, and adds a tremendous amount of damage, particularly when it's empowered (every white hit adding extra damage is incredible on a class with 1.8 speed weapons like Rogues).

Again, Scourgewing by default is almost guaranteed to be better than a regular Specter, but again when you look at equal ilevel, Specter will likely pull far ahead due to the Agi it offers instead of the Vers

Rather than aiming for a static cap, you should look into simming yourself and checking when/if Mastery drops below your first priority.

I don't think it takes that much time to review and correct the guide ! many more experienced players check the logs to find these kinda stuff but it's nice to have them clear and explained for newer rogue players too !

It appears as though there's a new opener for Assassination. I'm not home to confirm it for a bit more than a week, but I figured I'd pop in and let you know @Blainie since it's a pretty well-documented thing already.

Basically if you run Nightstalker and open with Poison Knife (highest success chance is to be inside the boss' hitbox, such as after Shadowstep), your Deadly Poison will have the bonus damage for the entire duration of the fight due to it not actually re-applying a new version of the debuff and simply refreshing the current one.

Pretty sure it's a bug, but it might be worth updating the guide for

Pretty sure they hot-fixed this yesterday - WHILE I was confirming it on my rogue, no less! At first, it was working as you describe. But I kept testing it to make sure that it lasted for a long duration if I kept Deadly Poison refreshed, and suddenly it stopped working altogether.

Now it properly increases the damage of Poison Knife, and Deadly Poison deals normal (non-increased) damage from the moment it is first applied.

The damage you can get with the Mantle legendary is higher due to the 100% crit chance for a truly massive Envenom hit, however without the Shoulders it's still pretty close. I typically stayed with Nightstalker in order to snapshot a fat Rupture on a boss with the bonus damage, but Subterfuge is certainly nicer in multi target situations when you can get more Garrotes out

The BiS relics for Assa are a bit more difficult to deal with due to the Master Assassin Relic. It's either a useless or game-breakingly good relic, depending on fight length.

To follow up on what Blainie said, here's a screencap of my stat weights for my Crucible traits. If you look at them, you'll notice that the completely randomized 2nd tier has a HUGE impact on the strength of a relic, to the point of being stronger than the majority of primary or tertiary traits, meaning that a BiS list of relics for Rogues is effectively 100% useless.

I have a general listing under Artifact and Crucible pages, of course, but as Carrn and Blainie have explained, there can be a high degree of variance. I recommend using the raidbots tool Relic Compare whenever you need to determine whether a new relic is an upgrade. It should take you less than a minute to figure out how to use and is an invaluable tool for raiders.

      Fixed a bug with damage dealt by Rip and Tear, Internal Combustion, and Tear Open Wounds in Awakened raids. Dungeons and Raids
      Raid Finder now required item level 463 if the raid is Awakened. Brackenhide Hollow Addressed an issue where Stinkbreath can turn while casting Stinkbreath. Addressed an issue where Wilted Oak’s Necrotic Breath visual can be out of sync with the creature’s facing. Items
      Veteran track items or items obtained from Awakened Outdoor Activities should now properly be able to be converted into Class Set items at the Revival Catalyst. Resolved multiple issues with Dragonflight Season 4 tier set items not functioning after equipping certain Season 3 set items. Dreambound gear caches from the Dreamsurge Coalesence vendor will now correctly award Season 4 Explorer 1/8 (item level 454 gear) and tokens will properly display the correct item level of its contents. Fixed an issue that prevented Tiered Medallion Setting from functioning on Season 4 necklaces. Fixed an issue preventing Season 4 crests from properly converting to their lower-tier currency.       Using an Unconscious Dig Rat no longer dismisses pets. Mage Displacement no longer functions if the most recent use of Blink was on a different continent or in a different instance. Players who have completed the quest “Warranty Claim” but have misplaced their Pristine G-7 C.O.R.E. Processor before handing in the quest “Salvaging the Salvagematic” may now speak with the Lost and Found vendor Rix Xizzix in Booty Bay to recover the misplaced quest item. Fixed a Sunken Temple issue where the Atal’ai Defenders encounter would not reset properly. Druid The Natural Weapons talents now increases all damage done by druids in Season of Discovery, instead of just physical damage. The Gale Winds rune now reduces the mana cost of Hurricane by 60%. Swiftmend no longer consumes a Rejuvenation or Regrowth effect on the target when used. Developers’ notes: Please note that it does still require Rejuvenation or Regrowth to be on the target to be used. Hunter Rapid Killing now reduces the cooldown of Rapid Fire by 80% (was a reduction of 2 minutes). Chimera Shot weapon damage percent increased to 135% (was 120%). Explosive Shot base damage before attack power increased by 50%. Sniper Training has an additional new effect: while Sniper Training is at 5 stacks, Aimed Shot is instant. Serpent Spread now causes Multi-shot to apply Serpent Sting to its targets for 12 seconds (was 6 seconds). Steady Shot now deals 100% weapon damage (was 75%). Developers’ notes: There are more adjustments coming for Hunters. In general, we intend to improve the ranged playstyle and diminish the melee playstyle so that the two become more equivalent. Paladin Seal of Righteousness damage can now be critical hits. Sacred Shield’s duration is extended to 60 seconds (was 30 seconds). Crusader Strike has now gained an additional effect: Crusader strike now refreshes all judgement effects active on the target to a 30 second remaining duration. Seal of Martyrdom can now “twist” with other seals, including Seal of Command. Developers’ notes: Seal twisting was an interesting emergent effect that became popular during the original Burning Crusade, that utilized the slower server messaging system used in early versions of WoW to slightly extend the duration of the paladin’s active seal for a short time whenever a second seal was cast. This effectively allowed paladins to momentarily gain the benefit of two seals at once if they timed the application of a new seal to line up perfectly just before their weapon swing. We recreated this playstyle in Burning Crusade Classic and since then it’s been a popular request in other versions of original WoW, including Season of Discovery. As the game matures and we continue to listen to player feedback however, we recognize that for some, this is part of the charm and uniqueness of playing a paladin during those early eras of WoW’s history. We consider this change to be experimental and we will watch the performance and behavior of Retribution closely after this change. Priest Shadowform now increases all shadow damage done by 25% (was 15%). Rogue Saber Slash bleed now stacks up to 5 times. Saber Slash bleed now also increases the impact damage done by Sinister Strike and Saber Slash by 15% per stack for the rogue who applied the bleed. Saber Slash bleed now deals 3% of the rogue’s Attack Power in damage per tick (was 5%). Shaman Mental Dexterity now only triggers from dealing damage with Stormstrike and Lava Lash, and it now lasts 30 seconds (was 10 seconds). Burn now increases Flame Shock Damage by 100% and flame shock DoT duration by 6 seconds, and causes Flame Shock to strike up to 5 targets (was 3 targets). Developers’ notes: We’ve received a lot of feedback about the overall usability of mental dexterity, particularly for Elemental Shamans. This ability was not intended to be used by elemental, so the adjustments we’ve made are to help ensure its usage is a bit more enhancement-centric. To compensate, we’ve increased the output and usability of the Burn rune, with a slight quality-of-life improvement in the form of a Flame Shock duration increase which allows two Lava Burst casts to be used within a single Flame Shock duration.

      Next, we're looking at the Priest changes that went live in the second Alpha build. We've got some updates to Discipline's Atonement, and some tweaks to Shadow Priest's Collapsing Void.
      Priest
      Atonement - Power Word: Shield, Flash Heal, Renew, Power Word: Radiance, and Power Word: Life apply Atonement to your target for 15 sec. Your spell damage heals all targets affected by Atonement for 40% 35% of the damage done. Healing increased by 50% 70% when not in a raid. Collapsing Void - Each time Penance damages or heals, Entropic Rift is expanded by 1 yd. After Entropic Rift ends, it collapses, rapidly dealing [ 120% of Spell Power ] Shadow damage up to 8 times to a random enemy, based on how many times it expanded. Each time Penance damages or heals, Entropic Rift is empowered, increasing its damage and size by 20%. After Entropic Rift ends, it collapses, dealing [ 500% of Spell Power ] Shadow damage split between all nearby enemies.

      We'd like to introduce you to a game-changing nameplate addon for Season 4 that's essential for excelling in Mythic+ dungeons. Here's Quazii Plater!
      Tracking every mob and their abilities in Mythic+ can be overwhelming, but this addon excels by replacing standard mob nameplates and cast bars to enhance your gameplay.
      Once installed, mobs with critical interrupts will display a thick orange cast bar, while less crucial ones will show a thinner yellow bar.

      Mobs with less crucial interrupts will have a thinner yellow cast bar.

      Additionally, any mobs that inflict heavy frontal cone damage are marked with an arrow and feature orange cast bars. A voice alert will also prompt you to move by announcing "front."

      The addon further assists by indicating non-interruptible spells that require crowd control with a purple cast bar and a vocal "cc" alert.

      For tanks, if you're not holding aggro, the nameplates of the mobs will turn red, quickly showing you which ones to target.

      There's also a handy visual cue on the cast bar, surrounded by a green border, signaling when you can interrupt an ability and your interrupt skill is off cooldown.
