The WoW subreddit talked to Game Director Ion Hazzikostas at BlizzCon and here's a recap of their interview.

Interview Highlights

  • The story arc is laid out well in advance (months, even years).
  • In Tides of Vengeance, Horde players will embark on a questline to track down Saurfang and Alliance players will uncover his mysterious escape from the Stockades.
  • Ion agrees that they need to improve communication, especially the Warfront cycle was poorly communicated, leaving players confused.
  • Certain Legion systems (Artifact Power, Artifact Weapons) didn't translate as well as they'd hoped in the Battle for Azeroth iterations.
  • With Azerite Armor, they hoped to give players a system of interesting choices, but there weren't enough meaningful choices up front.
  • In Tides of Vengeance the Azerite system will be improved upon with a fifth outer ring and the Azerite Armor vendor.
  • They consider the current world quests system a big success, but they'd lime to address the repetitiveness of Battle for Azeroth world quests by adding Assaults (Incursions) in Tides of Vengeance.
  • Blizzard agrees that there were too many Profession quests in Legion. They're adding new Tools of Trade quests to the game later in BfA.

  • They will introduce Legendary weapons when it makes sense, but they have to address some issues first. They don't like players with Legendary weapons being more powerful than others, which leads to stacking players with Legendaries and other negative effects.
  • It was proposed for guilds to have a new perk -- a fourth & fifth star for Professions that would reduce material requirements even further and Ion really likes the idea.
  • The Crucible of Storms will not be available immediately in Tides of Vengeance. There will be a short questline to introduce both factions to the raid.
  • Enchanters will have new recipes that will convert Sanguicell Sanguicell into Expulsom Expulsom for personal use. There will also be a universal recipe that makes the best feasts which uses Sanguicell Sanguicells instead of fish.
  • We have no chance to receive Legendaries in Battle for Azeroth from emissaries, so they made them more worthwhile by bumping gold and Artifact Power rewards to make up for it.

does this mean legendaries aren't dropping in Legion anymore? it's a very unclear statement. 'Which' set of emissaries are you referencing? Or, did you mean '...Legendary in BfA.'?

I'm assuming it means Legion had legendaries, BFA has increased gold and AP rewards instead since there are no BFA legendaries to offer.

In Legion, players completed emissaries, because there was always a chance to receive a Legendary item. In BfA, there's no chance to receive such items, so they wanted to incentivize world quests and buffed rewards.

ok, then:

They made BfA emissaries more worthwhile by bumping gold and Artifact Power rewards to make up for the chance to receive a Legendary from Legion emissaries.

      War Within Alpha should be just around the corner! When do we expect the latest expansion testing to start?
      If you've been keeping an eye on the World of Warcraft 2024 roadmap, you're likely excited about what's coming up! According to the roadmap, the War Within Alpha is expected to kick off sometime after Patch 10.2.6, which was released two weeks ago, and before the beginning of Season 4.

      Typically, a season lasts 22 weeks. Right now, we're in the 20th week of Season 3, with just about two weeks left. Let's break down the hypothetical timeline:
      Season 3 Week 20: Week of March 26 Season 3 Week 21: Week of April 2 Season 3 Week 22: Week of April 9 Season 4 Week 1: Week of April 15 This schedule suggests that the War Within Alpha could potentially launch as early as next week or during the week of April 9.
      The most recent news from the War Within camp came on March 27, when Blizzard rolled out a fresh encrypted internal build on the WoW Dev CDN. The internal builds are becoming more and more frequent which indicates Blizzard's ramping up to start testing in the very near future.

      Executive Producer Holly Longdale teased some upcoming experimental PvE-focused content that Blizzard will soon reveal to the community.
      It appears that Plunderstorm isn't the only new mode Blizzard plans to add to WoW this year.
      Holly Longdale today teased an upcoming PvE-oriented event that will soon be revealed to us. Holly might be talking about the "Timerunning Pandamonium," expected in Patch 10.2.7.

      Greetings Citizens of Azeroth,
      It’s been great seeing so many players taking the plunge into Plunderstorm and we’ve loved seeing all of the stories and feedback as this experimental event evolves. It will be exciting to see some of the community content creators going head-to-head as duos during the Plunderstorm Creator Royale on March 30!  This isn’t the end of the things we want to try in World of Warcraft, however, and we have more in store we can’t wait to show you.
      Dragonflight Season 4 is in route as testing begins on the PTR and we’ll have more news to share soon™ on the next experiment we have up our sleeves. We hope those of you who are looking for PvE focused content will enjoy what we’re planning, all while we continue to press forward on development of our next expansion for World of Warcraft— The War Within.

      Blizzard just pushed an encrypted Patch 10.2.7 build to the WoW Dev 3 CDN branch.
      WoW Dev 3 has been updated from 10.2.6.53840 to 10.2.7.53954. The build is encrypted and we can't datamine it.
