I wonder why frost has one less than the other specs

Because the Frost power you're referring to does not have a spell associated with it for now. Most classes don't have any Legendary Powers added yet, so it's perfectly normal to have placeholders there for now.

Superstrain,Crimson Rune Weapon ,Koltira's Favor , and Frenzied Monstrosity  will be the ones people go for if they stay as is

Believe it or not the 4 set for blood (crimson runeweapon which should say 3 seconds off not 30) was actually bad for blood as you didn't really need the rune regen usually after a CD nor to spam and essentially force waste resources like that at the time in Legion. It was advised against in so many guides and theorycraftings. The shackles have more of a benefit and were the best in slot single target and default pick (for the passive resource mini null and saving extra resources +  your Deathstrike 99.9% of the time healed you for 10% of your health at least regardless at any point in time) for the entirety of legion hands down. As it has synergy with the ossuary talent as well. I can see, the shackles being a large default choice with also the vamp blood for a mini raid CD from that cata set in dragon soul (depending on how the fights will be and progression to help healers) which was strong as f. I'm stoked for shadowlands so much after the *filtered* show bfa was.

It's been a while since we last heard of Rextroy, and that's because he had to farm 90,000 Echoes of Ny'alotha to obtain enough Infinite Stars to gather 675 Corruption (before Resistance) and one-shot enemies in Arenas.
In the latest video, Rextroy explains how powerful 27 Infinite Stars can be in Arenas and why Protection Paladin is a really good choice for this method since the class has so many immunities, as the 495% damage taken increase makes you extremely squishy.
This Infinite Stars procs may not one-shot players with some sort of defensives up, but it should still deal damage equal to 80-90% of their health. Pets add an additional layer of RNG because Infinite Stars procs at random targets.
A few words from the man himself:
Now, here's Rextroy with 675 Corruption, 495% increased damage taken and 27x Infinite Stars in action!

Following the tragic passing of Reckful, thousands of players paid tribute to the streamer in-game on almost all servers and Redditor Alyvidy shared a video of the Stormwind Cathedral filled with Alliance and Horde players and captured how genuine and caring the WoW community is.

With a few months of BfA still left, we compiled a list of things to do in the game before they get removed or changed when Shadowlands hits. Read on for details.
      1. Ahead of the Curve: N'Zoth the Corruptor
Assemble a group and defeat N'Zoth on Heroic difficulty. Uncorrupted Voidwing will become unobtainable when Shadowlands goes live.
      2. Mythic Season 4 Title & Mount
If you want to get the Awakened Mindborer, you must earn the Battle for Azeroth Keystone Master: Season Four before the release of Shadowlands. To do this, simply, complete all Battle for Azeroth Season 4 dungeons at Mythic Level 15 or higher, within the time limit.
If you can't get the mount, you can at least try getting the Awakened title that is earned by completing all Battle for Azeroth Season 4 dungeons at Mythic Level 10 or higher, within the time limit (Battle for Azeroth Keystone Conqueror: Season Four).
      3. Phenomenal Cosmic Power Achievement
Certain Essences tied to Mythic Season 4 will become unattainable when the Season ends, making it impossible to earn the Phenomenal Cosmic Power and the Azeroth's Champion title.
      4. Save Up 5 Million Gold for the Mighty Caravan Brutosaur
Blizzard will be removing the Mighty Caravan Brutosaur in Shadowlands from the vendor, so now would be the ideal time to start making some serious gold when you want the mount. Chances are you will not be able to get it from the Black Market Auction House when it becomes even rarer to get.
      (Source)
      Hello! Yes. About that …
Like all dinosaurs, the Mighty Caravan Brutosaur's days are numbered. I can confirm that when Shadowlands goes live, the shady vendors Talutu and Tricky Nick will cease selling it. Their other offerings – the Lost Platysaur pet and the Palehide Direhorn mount, will remain available for purchase.
We will make sure that the unforgettable Brutosaur mount is added to the lists of possible items that are sold in the Black Market Auction Houses. And of course, this new Achievement "Conspicuous Consumption" is a Feat of Strength, so as such things go, it's not actually very conspicuous.
The Mighty Caravan Brutosaur comes with an Auctioneer and a premium price tag! Be ready to spend up to 5,000,000 Gold to get it!

      5. Mythic Jaina Mount
The drop chance of Glacial Tidestorm will drastically decrease and the mount will become rare once Shadowlands is out.

As a result, Blizzard hotfixed Mythic Jaina so that she drops 2 Glacial Tidestorm mounts on live servers on February 14.
      (Source)
      Dungeons and Raids
Battle of Dazar' alor Lady Jaina Proudmoore now drops 2 Glacial Tidestorm mounts (was 1) when defeated on Mythic difficulty. Ny' alotha, the Waking City N'Zoth the Corruptor now drops 2 Ny'alotha Allseer mounts (was 1) when defeated on Mythic difficulty. With these mounts becoming quite rare once Shadowlands comes out, taking 20 weeks or more for a full Mythic raid group to get the mounts felt excessive. 6. Mythic N'Zoth Mount
The same applies to Ny'alotha Allseer that drops from N'Zoth on Mythic difficulty on live servers. You can get two per run, and the drop chance will decrease when the new expansion is live.

      7. Mythic Season 4 Elite PvP Armor Sets
The Elite Notorious Gladiator's Armor appearances are gated behind reaching various ranks in the ongoing PvP Season. They are going away with the end of PvP Season 4. There are four sets in total (Cloth, Leather, Mail, and Plate).

      8. Level Up a Demon Hunter & Death Knight
Both Demon Hunters and Death Knights start at level 10 in Shadowlands, instead of 98 and 55 respectively, so it would be a good idea to level them up right now instead of waiting.
      9. Battle for Azeroth PvP Achievements
The Conqueror of Azeroth and Servant of N'Zoth achievements will also be harder to get when there are fewer players playing BfA content in Shadowlands, as pointed out by Redditor cybishop3.
      10. Mythic+ Mounts
Mounts like Sharkbait's Favorite Crackers from Freehold, Mummified Raptor Skull from King's Rest, and Underrot Crawg Harness from the Underrot will be harder to get, because you won't be able to farm them by doing low keystone runs and your chances will be reduced to one per week. Thanks gnotagnelfbutagnome for adding this.
A list of things to do before the new expansion is out!

Blizzard added a Feat of Strength achievement for the Reins of the Mighty Caravan Brutosaur in this week's Patch 8.3 build and confirmed that the mount will no longer be purchasable from vendors when Shadowlands goes live.
Until then, you will still be able to buy the mount for 5,000,000 Gold from the vendors. Lost Platysaur and Palehide Direhorn will still be available when the new expansion goes live from vendors, but Reins of the Mighty Caravan Brutosaur will be added to the list of possible items sold in the Black Market Auction Houses in Shadowlands.

A new excerpt from the Shadows Rising (Shadowlands Prequel Novel) is now available and talks about the new Forsaken leadership and conflicting ideas between the members of the Horde Council. Spoiler alert.
Redditor nrrp noticed a new excerpt from the upcoming title on Amazon.
      Excerpt Highlights
Lilian Voss is the interim leader of the Forsaken, currently tutoring Calia Menethil, which is in line with what we saw on the Alpha, where Calia Menethil appears among other leaders of the Horde during the Intro Experience. The Horde is now led by a council comprised of people with conflicting ideas, making it extremely difficult to find common ground now that there is no single Warchief. Talanji wants to seek justice for the Siege of Zuldazar, but Voss tells her that Derek Proudmoore is essentially "one of us now," so there's nothing they can do. Thalyssra does not want to endanger the armistice with the Alliance. Lor'themar thinks that a delegation and diplomacy is the answer, but Rokhan interjects and tells him that his ancestors are weepin' to hear such cowardly talk in Grommash Hold. Mag'har Orcs grab their weapons and slam the pommels on the ground in agreement. Excerpt
The whole excerpt is available below.
An additional page was shared by someone from MMO-Champion, as pointed out by nrrp on Reddit.

Shadows Rising will be out on July 14, and you can pre-order it here.
