Hunters in Patch 9.2: A Tier Set and Legendary Evaluation

The 9.2 PTR is most likely coming this week, but we already know all the tier set bonuses and the fact that all classes will be able to equip two legendary powers come the new patch, so we poked our class writers to give us some insight into what things will look like! We're starting off with Hunters, as Azortharion takes us through all the relevant changes we know so far and what the mean for all three specs!

These are only my semi-educated thoughts and musings for Patch 9.2. You can find Patch 9.2 sims on my patreon when those become doable (not for a while).

Double Legendaries

We can use double legendaries exclusively when combining a Covenant Legendary with a regular one. So Fragments of the Elder Antlers Fragments of the Elder Antlers + Serpentstalker's Trickery Serpentstalker's Trickery becomes possible, but SST + Surging Shots Surging Shots will not be possible. This looks better for Night Fae because it has the strongest raid Covenant Legendary, while Kyrian's is very weak. It is also likely good for Venthyr, but it's hard to see Venthyr being super desirable because its damage profile is so poor (bursty profiles > flat profiles nearly all of the time). It is hard to imagine Necrolord being relevant even with its super-strong AoE Covenant Legendary.

From a spec balance PoV, this looks good for BM where Antlers is super-powered and Rylakstalker's Piercing Fangs Rylakstalker's Piercing Fangs is a strong all-rounder Legendary.

Tier Sets

Beast Mastery

2 - piece – Your Kill Command Kill Command critical strike chance is increased for each stack of Frenzy Frenzy your pet has.
4 - pieceKill Command Kill Command critical hits increase the damage and cooldown reduction of your next Cobra Shot Cobra Shot.

The big downside of the Beast Mastery tier set is that both of the bonuses are basically completely single-target oriented. This does not bode well for a spec that lacks in the AoE (and especially burst AoE) department. It synergizes well with the Flamewaker's Cobra Sting Flamewaker's Cobra Sting Legendary and it is not inconceivable to imagine something like Flamewaker's + Tier Set Bonus + Killer Cobra Killer Cobra (Level 60 Talent) which would enable many supercharged and free Kill Commands. But again this only benefits single-target which is disappointing.

Marskamsnship

2 - piece - Trick Shots Trick Shots now also increases the damage of the affected shot by 30%.
4 - piece - Spending 80 Focus grants you 2 charges of Trick Shots Trick Shots.

This is a very strong and exciting tier set. If you read the 2pc+4pc combination closely, you will quickly notice that this affects single-target and introduces relevant 2-target cleave to the spec and is a massive boost to AoE damage. Not only that, but it will make the rotation a lot more technical and will cause your GCD decisions to matter much more, as you will want to maximize the mileage you get out of the Trick Shots charges generated from the 4pc. This bonus HUGELY favors Kyrian MM, which is why it is a shame that Kyrian's Covenant Legendary is so mediocre. I hope the community will let their grievances about Pact of the Soulstalkers Pact of the Soulstalkers (the Kyrian Legendary) known to the designers, because Kyrian is likely going to be the meta regardless, and it would suck to be stuck playing an exceptionally boring but also bad Legendary.

Survival

2 - piece - When Kill Command Kill Command resets, it has a 40% chance to make your next Wildfire Bomb Wildfire Bomb incur no cooldown.
4 - piece - Your Wildfire Bomb Wildfire Bombs deal 30% additional damage. This bonus is increased to 80% for bombs empowered by Mad Bombardier Mad Bombardier

The 2pc is an absolutely massive AoE and burst AoE boost to Survival. Mythic+ will be particularly fun with this set bonus combination, as you will be able to have your strong uncapped button deal extra damage and not trigger its cooldown. You'll basically become a Bombslinger. I expect this to push Wildfire Infusion Wildfire Infusion to the top for single-target, effectively doing away with Birds of Prey Birds of Prey-based builds, which is a massive quality of life boon to a spec that has long been hampered by the inflexibility of its best ST build, and its inability to do good AoE + single target simultaneously. It does mean that the net single target dps increase is a little weak, but that was never Survival's big weakness.

      Mastery: Divine Bulwark - Reduces all damage taken while inside your Consecration by 2.8%. While inside your Consecration, your damage taken is reduced by 2.8% and you have a chance equal to your block chance to reduce your damage taken from harmful periodic effects. Grand Crusader Crusader's Judgment: When you avoid a melee attack or use Crusader Strike, you have a 15% chance to reset the remaining cooldown on Avenger's Shield. Grants a charge of Judgment.       Avenging Crusader - You become the ultimate crusader of light for 20 sec. Crusader Strike and Judgment cool down 30% faster and heal up to 3 injured allies for 250% of the damage they deal. If Avenging Wrath is known, also increases Judgment, Crusader Strike, and auto-attack damage by 30%.  Guardian of Ancient Kings -Empowers you with the spirit of ancient kings, reducing all damage you take by 50% for 4 sec. Improved Ardent Defender - Ardent Defender reduces damage taken by an additional 10%. Moment of Glory - For the next 15 sec, you generate an absorb shield for 20% of all damage you deal, and Avenger's Shield damage is increased by 20% and its cooldown cooldown is reduced by 75%. Gift of the Golden Val'kyr -Each enemy hit by Avenger's Shield reduces the remaining cooldown on Guardian of Ancient Kings by 0.5 sec. When you drop below 30% health, you become infused with Guardian of Ancient Kings for 4 sec. This cannot occur again for 45 sec.

      Finally, we're looking at the Warrior changes that went live in Dragonflight Beta Build 45698.

      Shield Slam - Slams the target with your shield, causing [ 85.1% 80.1% of Attack Power ] Physical damage. Shattering Throw Demolition: Hurl your weapon at the enemy, causing Attack Power Physical damage, ignoring armor, and removing any magical immunities. Deals up to 1,000% 750% increased damage to absorb shields. Arms
      Rend - Wounds the target, causing [ 32.1% 64.2% of Attack Power ] Physical damage instantly and an additional [ 115% of Attack Power ] Bleed damage over 15 sec. Fury
      Rampage - Enrages you and unleashes a series of 4 brutal strikes for a total of [ 248.2% 227.5% of Attack Power ] Physical damage. Protection
      Revenge - Swing in a wide arc, dealing [ 63% 53% of Attack Power ] Physical damage to all enemies in front of you. Deals reduced damage beyond 5 targets. Vanguard - Hardened by battle, all damage taken is reduced by 15%, 5%, your Stamina is increased by 65% 50% and your Armor is increased by 140% 110% of your Strength. Last Stand's cooldown increased to 3 minutes (was 2). Shockwave - Sends a wave of force in a frontal cone, causing [ 20% of Attack Power ] damage and stunning all enemies within 10 yards for 2 sec. Generates 10 Rage. Punish - Shield Slam deals 20% 10% increased damage, and reduces enemies' damage against you by 3% for 9 sec. Multiple punishments may overlap. Best Served Cold - Revenge deals 20% 10% more damage, or 50% 20% more damage when your successful dodges or parries have made it cost no Rage. Unstoppable Force - Avatar increases the damage of Thunder Clap and Shockwave by 50%, and reduces its the cooldown of Thunder Clap by 50%. Bolster - Last Stand's cooldown is reduced by 10 60 sec, and it grants you the Shield Block effect for its duration. New Talents
      Slaughtering Strikes - Raging Blow causes every strike of your next Rampage to deal an additional 10% damage, stacking up to 5 times. Annihilator causes every strike of your next Rampage to deal an additional 2% damage, stacking up to 5 times. Bloodcraze - Bloodthirst increases the critical strike chance of your next Bloodthirst by 10%. Stacking up to 5 times. Dance of Death - If your Ravager helps kill an enemy, your next Ravager lasts 2.0 sec longer and deals 20% increased damage. Dance of Death - If your Bladestorm helps kill an enemy your next Bladestorm lasts 3.0 sec longer. Juggernaut - Execute increases Execute's damage dealt by 3% for 20 sec, stacking up to 10 times. Immovable Object - Activating Avatar or Shield Wall casts the other at reduced effectiveness. Memory of a Tormented Marshal - Activating Avatar or Ravager casts the other at reduced effectiveness. Instigate - Devastate deals 20% increased damage and generates 2 Rage. Devastator deals 10% increased damage and generates 1 Rage. Battering Ram - Shield Charge critical strike chance and critical strike damage increased by 15%, and Shield Charge increases your auto-attack speed by 20% for 20 sec. PvP Talents
      Demolition - Reduces the cooldown of your Shattering Throw or Wrecking Throw by 2 min 50% and increases its damage to absorb shields by an additional 500% 250%.

      New Warlock Talents
      Curses of Enfeeblement - Grants access to the following abilities: Curse of Tongues: Forces an enemy to speak in Demonic, reducing its casting speed by 50% for 15 sec. Curse of Exhaustion: Reduces the target's movement speed by 50% for 12 sec. Curses: A warlock can only have one Curse active per target. Mayhem - Your single target spells have a 25% chance to apply Havoc to a nearby enemy for 5.0 sec. Havoc - Marks a target with Havoc for 5.0 sec, causing your single target spells to also strike the Havoc victim for 60% of normal initial damage. Shadowy Tear - Deals [ 436.8% of Spell Power ] Shadow damage over 14 sec. Shadow Bolt - Sends a shadowy bolt at the enemy, causing [ 62.4% of Spell Power ] Shadow damage.  Chaos Tear - Fires a Chaos Bolt, dealing [ 156% of Spell Power ] Chaos damage. This Chaos Bolt always critically strikes and your critical strike chance increases its damage. Shadow Barrage - Rips a hole in time and space, opening a random portal that damages your target: Shadowy Tear - Deals [ 436.8% of Spell Power ] Shadow damage over 14 sec. Unstable Tear - Deals [ 374.4% of Spell Power ] Chaos damage over 6 sec. Chaos Tear - Fires a Chaos Bolt, dealing [ 156% of Spell Power ] Chaos damage. This Chaos Bolt always critically strikes and your critical strike chance increases its damage. Generates 3 Soul Shard Fragments.

      Shaman
      Stormstrike & Stormstrike Off-Hand - Stormstrike has a 0% chance to generate 1 stack of Maelstrom Weapon. Windfury Attack  Forceful Winds: Windfury causes each successive Windfury attack within 15 sec to increase the damage of Windfury by 45%, stacking up to 5 times. Enhancement
      Feral Spirit Elemental Spirits: Summons two Elemental Spirit Wolves that aid you in battle for 15 sec. They are immune to movement-impairing effects, and each Elemental Feral Spirit summoned grants you 15% increased Fire, Frost, or Nature damage dealt by your abilities. Feral Spirit generates one stack of Maelstrom Weapon immediately, and one stack every 3 sec for 15 sec. Stormstrike - Stormstrike has a 0% chance to generate 1 stack of Maelstrom Weapon. Mastery: Enhanced Elements - Increases your chance to trigger Stormbringer and Windfury Weapon by 0.64%, and increases all Fire, Frost, and Nature damage you deal by 16.0%. Stormbringer: Your special attacks have a 5.1% chance to reset the remaining cooldown on Stormstrike and cause your next Stormstrike to deal 25% additional damage as Nature damage. Windfury Weapon   Forceful Winds: Windfury causes each successive Windfury attack within 15 sec to increase the damage of Windfury by 45%, stacking up to 5 times. Lava Lash Lashing Flames: Charges your off-hand weapon with lava and burns your target, dealing [ 75.6% of Attack Power ] Fire damage. Damage is increased by 100% if your offhand weapon is imbued with Flametongue Weapon. Lava Lash increases the damage of Flame Shock on its target by 100% for 20 sec. Ascendance - Transform into an Air Ascendant for 15 sec, immediately dealing [ 250% of Attack Power ] Nature damage to any enemy within 8 yds, reducing the cooldown and cost of Stormstrike by 66%, and transforming your auto attack and Stormstrike into Wind attacks which bypass armor and have a 0 to 30 yd range.       Oath of the Far Seer - Reduces the cooldown of Ascendance by 45 sec, and you gain 8% additional Haste while Ascendance is active. Refreshing Waters - Your Healing Surge is 25% more effective on yourself. Elemental Blast Elemental: Harnesses the raw power of the elements, dealing [ 175% of Spell Power ] Elemental damage and increasing your Critical Strike or Haste by 3% or Mastery by [ 3.000 * $168,534bc1 ]% for 10 sec.       Rogues saw a ton of new talents and tuning in Dragonflight Beta Build 45698.
      Rogue
      Kidney Shot - Finishing move that stuns the target. Lasts longer per combo point, up to 5. Deeper Stratagem - Your finishing moves that consume more than 5 combo points have increased effect, and your finishing moves deal 5% increased damage. Alacrity - Your finishing moves have a 7% 5% chance per combo point to grant 2% Haste for 20 15 sec, stacking up to 5 4 times. Assassination
      Cut to the Chase - Envenom extends the duration of Slice and Dice by up to 1 3 sec per combo point spent. Nightstalker - While Stealth or Shadow Dance is active, your abilities deal 5% 4% more damage. Leeching Poison - Adds a Leeching Poison effect to your Deadly Poison and Wound Poison, Lethal Poisons, granting you 10% Leech. Subtlety
      Shadow Dance Normal: Allows use of all Stealth abilities and grants all the combat benefits of Stealth for 9 sec, and increases damage by 10% 6 sec. Effect not broken from taking damage or attacking. Nightstalker Dark Shadow: Allows use of all Stealth abilities and grants all the combat benefits of Stealth for 9 6 sec, and increases damage by 10%. Effect not broken from taking damage or attacking. Movement speed while active is increased by 0% and damage dealt is increased by 0%. Shadow Focus: Allows use of all Stealth abilities and grants all the combat benefits of Stealth for 9 sec, and increases damage by 10%. Effect not broken from taking damage or attacking. Abilities cost 15% less while active. Shadow Techniques - Your auto attacks have a chance to generate 1 combo point and 8 4 Energy. Black Powder - Finishing move that launches explosive Black Powder at all nearby enemies dealing Physical damage. Deals reduced damage beyond 8 targets.All nearby targets with your Find Weakness suffer an additional 40% damage as Shadow. Find Weakness - Cheap Shot and Shadowstrike reveal a flaw in your target's defenses, causing all of your attacks to bypass 30% 40% of that enemy's armor for 18 10 sec. Nightstalker - While Stealth or Shadow Dance is active, your abilities deal 5% 4% more damage. Dark Shadow - Shadow Dance increases damage by an additional 20% 15%. New Talents
      Improved Shadow Dance - Shadow Dance has 1 sec increased duration. Soothing Darkness - You are healed for 30% of your maximum health over 6 sec after gaining Vanish or Shadow Dance. Danse Macabre - Shadow Dance increases the damage of your attacks that generate or spend combo points by 10%, increased by an additional 10% for each different attack used. Bonus resets when an attack is repeated. Sepsis - Infect the target's blood, dealing [ 162.89% of Attack Power ] Nature damage over 10 sec. If the target survives its full duration, they suffer an additional [ 77.57% of Attack Power ] damage and you gain 1 use of any Stealth ability for 5 sec. Cooldown reduced by 30 sec if Sepsis does not last its full duration. Awards 1 combo points. Improved Shadow Techniques - Shadow Techniques generates 4 additional Energy. Rupture - Rupture deals an additional 30% damage as Shadow and applies to 1 additional enemy within 8 yds. Mutilated Flesh - Mutilate deals an additional 45% Bleed damage over 8 sec. Envenom damage increased by 5% for each Bleed you have on the target. Kingsbane - Release a lethal poison from your weapons and inject it into your target, dealing [ 79.7% of Attack Power ] Nature damage instantly and an additional [ 93.59% of Attack Power ] Nature damage over 14 sec. Each time you apply a Lethal Poison to a target affected by Kingsbane, Kingsbane damage increases by 15%. Awards 1 combo points. Serrated Bone Spike - Embed a bone spike in the target, dealing [ 120% of Attack Power ] Physical damage and [ 10% of Attack Power ] Bleed damage every 3 sec until they die or leave combat. Refunds a charge when target dies. Awards 1 combo point plus 1 additional per active bone spike. Echoing Reprimand - Deal [ 110% of Attack Power ] Arcane damage to an enemy, extracting their anima to Animacharge a combo point for 45 sec. Damaging finishing moves that consume the same number of combo points as your Animacharge function as if they consumed 7 combo points. Awards 2 combo points. Ace Up Your Sleeve - Between the Eyes has a 4% chance per combo point spent to grant 4 combo points. Blackjack - Enemies have 30% reduced damage and healing for 6 sec after Blind or Sap's effect on them ends. Greenskin's Wickers - Between the Eyes has a 20% chance per Combo Point to increase the damage of your next Pistol Shot by 300%. Perforated Veins - Shadowstrike increases the damage of your next Backstab by 20%. Max 5 stacks. Secret Stratagem - Gain 1 additional max combo point. Your finishing moves that consume more than 5 combo points have increased effects, and your finishing moves deal 5% increased damage. Devious Stratagem - Gain 1 additional max combo point. Your finishing moves that consume more than 5 combo points have increased effects, and your finishing moves deal 5% increased damage. Swift Death - Symbols of Death has 5 sec reduced cooldown. Scent of Blood - Each enemy afflicted by your Rupture increases your Agility by 1%, up to a maximum of 15%.
