What is Howl's Newsstand in ZZZ?
Howl's Newsstand is a small newspaper kiosk run by a dog named Howl. Every day you can visit Howl to get a scratch card and a chance to win various rewards such as Dennies and Polychromes.
Where Can You Find Howl?
Howl is located on Sixth Street, right in front of the Video Store:

If you happen to be in Lumina Square, there is another similar Newsstand kiosk there. However, it is not ran by Howl, but by an NPC called Eve. There is not difference between the two kiosks, it is really up to your own preference whether you want to go see Howl or Eve.
As mentioned before, Eve's Newsstand is located on Lumina Square:

How to Unlock Howl's Newsstand?
In order to get access to Howl, you first have either started or completed the quest called Interlude Main Commission.
The Newsstand is basically your New Eridu kiosk. If you interact with Howl, you can do two different things: Read the daily Newsspaper, or get your daily scratch card.
If you are currently at night time, Howl will be sleeping. Do not wake the poor dog up! Simply change your in-game time to a day time (both mornings and afternoons are fine), and visit Howl when he has had a good night of sleep!

The newspaper will always display the latest information on Sixth Street. For example, if you are in the middle of a main scenario quest, it will most likely display information related to your current quest. Down left however if the most important thing: the Scratch Card!

When you open the scratch card you will have to move your mouse or joystick around in order to scratch the lottery ticket and reveal the results:

Each card has three symbols. Depending on the ones you get, you will obtain different rewards.
Howl is similar to the Suibian Temple Daily with A-Shuo. You can not do both Howl and Ashuo's fortune dailies on the same day. You can only complete one of those dailies each day, so it will be up to you if you make the trip back to Sixth Street each day for Howl, or if you visit A-Shuo instead!

What are the Newsstand Scratch Card Rewards?
Each Scratch Card will of course reward you with a small daily reward that can go from 60 Polychromes to just a few Denny. It will depend on your luck... And the in-game pity system on the Scratch Card.
On days 3, 5, 15, 20 and 27 of each cycle you are guaranteed to obtain Polychromes! That being said, the exact amount can vary and has different odds.

So while you will regularly see 20 or 40 Polychromes, you can on occasion see 60 or even 100!
There is a total of 5 different comminations possible on the Scratch Card. Each rewards something specific:
