Two new videos have been released, briefly introducing Artifacts and how they work. Meanwhile, Ion "Watcher" Hazzikostas clarified that Artifact Power from quests and treasures will scale with Artifact Knowledge.

The Artifact Forge

On the topic of Artifacts, Ion "Watcher" Hazzikostas explained that it is intended that Artifact Power from quests and treasures to scale with Artifact Knowledge. Think of Artifact Power as a raw currency that you will use to unlock the traits on your weapon, whereas Artifact Knowledge is just a raw increase of the rate you gain Artifact Power from all sources.

A lot of people felt that with AP scaling with AK, it would be better to intentionally leave quests and treasures and grab them at a higher (or max) level, so they could get more AP. In a lengthy post, Watcher explained why it is better to just grab anything that yields Artifact Power immediately and not save it for a later time.

The fact that Artifact Power rewards from quests and treasures now scale with Knowledge is not a bug.

We started off the design of the system thinking along the exact same lines as many of the posters in this thread: We figured that we should make sure that one-time AP rewards did not scale, or else the "right" answer might be to delay completing key quests or collecting any treasures until you had higher Knowledge. And that didn't sound like much fun.

So we spent the first half of beta with all repeatable AP sources (world quests, item drops, missions, etc.) scaling, and all story quests and treasures flat. We added multipliers to things like Suramar or Order Campaign quests that tried to incorporate a likely expected Knowledge level at the point where players would get to that content. So, for example, finishing the third chapter of the Suramar campaign awarded a flat 10k Artifact Power, since by that point we expected players to likely have a ~14x multiplier from being around Knowledge Level 12, and we wanted to make sure that the reward still felt meaningful to that player.

But as we were actually playtesting extensively and getting into endgame ourselves and going through the Artifact Power and Knowledge progressions, we realized two things:
  • Artifact Power isn't a limited resource. There's always more available. There are world quests popping up every few hours, dungeons that can be repeatedly run, and so forth. And regardless of what we did with one-time sources, the vast majority of a player's AP over the course of the expansion would come from repeatable sources.
  • Even trying to account for an expected "par" Knowledge level, any time you came across a non-scaling reward that was aimed at someone with a lower Knowledge level, it felt pretty bad. Stumbling across a zone side-quest you'd missed and getting 100 AP from it when you needed 70k for your next trait felt like a waste of time. Opening a treasure to get 25 AP when you needed 300k for your next trait felt insulting. The system we'd set up actually encouraged trying to front-load all your AP while it still mattered (e.g. doing a full world tour to collect every treasure possible while still at Knowledge Level 1, since if you waited they'd no longer be worth the time relative to other activities).
So we started changing it. The first step was making treasures and level-up quests scale. That helped, but we still found that someone who delayed doing much in Suramar beyond the initial Friendly unlock, and instead focused on other content (dungeons, world quests, etc.), found all the rewards in the zone incredibly underwhelming once they got around to doing those quests. So just over a month ago, we also converted those rewards to be scaling sources.

Now, we haven't had a new client build since then, so community sites and datamining likely still show the values of the old items. That Suramar Chapter 3 capstone reward mentioned above is not a 10k AP item that gets multiplied by Artifact Power - that'd be pretty crazy. It's now just a 750 AP base item, which will give around 10k AP when you get there if you've been keeping up with your Knowledge.

It's not necessarily intuitive, since at first glance it seems like an obvious flaw in our system that if you wait until Knowledge Level 20 (a month and a half longer) to complete that quest, it'd give over 70k AP instead of 10k. Aren't you "wasting" 60k AP if you don't do that? The key here is that everything is relative. That Suramar quest capstone reward is equal to ~5 world quests. It'll be equal to 5 world quests if you do it ASAP; it'll be equal to 5 world quests if you do it two months later. And it'll contribute roughly the same amount towards whatever trait you're working on at the time.

Finally, it's also worth noting that the biggest one-time sources of AP are the Order Hall campaign, and the Suramar campaign. From a pure min-max perspective (probably the mindset most associated with the competitive raider), you really don't want to delay turning in either of those. The former leads to unlocking your third Artifact relic slot; the latter unlocks additional repeatable sources of AP (new world quests) and eventually access to the two Mythic dungeons, for an extra two Mythic clears each week.

tl;dr: Just get Artifact Power when you find it, as you find it. Enjoy the rewards and the immediate benefit, and you aren't hurting yourself in the long run. (source)

This is a great article.  I love all the behind the scenes looks that Blizzard gives us on the process of development.  It always makes me feel better about games knowing that they have developers hard at work right down to the last second.

      If you boost an Allied Race character to level 110, you won't be able to receive Heritage armor.
      It's very likely that Blizzard removes the gating at some point before Battle for Azeroth launch. It would not make much sense having them gated behind old content.

      Four Allied Races have been confirmed so far. The aforementioned Allied Races will be gated behind Battle for Azeroth content and can't be unlocked before launch.       Heart of Azeroth
      With the removal of Artifact weapons and traits, all players will receive a Legendary neckpiece called Heart of Azeroth. The main goal is to collect Azerite (Artifact power) and empower it in order to unlock Azerite armor traits.

      Personal Loot used in dungeons since Patch 7.3.5 was not well received by transmog collectors. Blizzard is trying to fix it with the introduction of Legacy Loot mode.

      No huge changes are planned for the Mythic Keystone system. It has been received well in Legion.       Set bonuses are gone in Battle for Azeroth and we're going to empower Azerite armor in order to unlock traits. Here's a first look at Azerite traits that are currently available as of Alpha Build 26231.

      All Specializations
      Dark Grudge - Death Strike heals for an additional 0.5 sec of damage taken, and Death Strike deals an additional 231 damage. Frost
      Decimate - Obliterate has an additional 5% chance to trigger Rime, and Obliterate deals an additional 539 damage when it critically strikes. Unholy
      Scourge the Unbeliever - Scourge Strike grants your Ghoul 5 energy, and Scourge Strike deals an additional 231 damage. Demon Hunter
      Seething Chaos - Chaos Strike generates 3 Fury over 3 sec, and increases your Critical Strike by 0 for 9 sec. Vengeance
      Gaping Maw - Lesser Soul Fragments heal for 3% more, and Soul Cleave deals 97 additional damage. Druid

      Long Night - Increases the duration of Moonfire by 1 sec, and Moonfire grants 0 Mastery for 15 sec. Feral

Ride the Lightning - Increases the critical strike chance of Aspect of the Wild by an additional 5% and causes your attacks to deal 77 additional Nature damage, chaining to up to 2 targets. Rotting Jaws - Kill Command has a chance to deal 77 to 385 additional damage and grants you 6 Focus over 3 sec. Marksmanship
      Arrowstorm - Increases the damage of Aimed Shot by 77 and has a 4% chance to reset the cooldown of your Rapid Fire. Piercing Shots - Each arrow fired by Rapid Fire has a 4% chance to hit an additional target. Seize the Initiative - Aimed Shot has an additional 8% critical strike chance against targets that are above 90% health, and Aimed Shot deals an additional 434 damage. Survival
      Raking Talons - Raptor Strike has an additional 6% critical strike chance against targets that are below 50% health, and Raptor Strike deals an additional 83 damage. Vigorous Wings - Increases the duration of Aspect of the Eagle by 8 sec and causes your Mongoose Bites to deal an additional 462 damage when they critically strike. Whirling Rebound - Increases the damage of Hatchet Toss by 77 and causes it to return to you, dealing 539 damage to enemies it strikes. Mage
      Arcane Pummeling - Each wave of Arcane Missiles deals 14 more damage than the previous one. Blast Radius - Arcane Blast deals 5% damage to all enemies within 5 yds of the primary target, and deals an additional 231 damage. Fire
      Ignition Point - Ignite damage from Fireball is increased by 5%, and Fireball deals an additional 69 damage when it critically strikes. Frost
      Packed Ice - Frostbolt has 5% additional critical strike chance, and deals 139 additional damage. Monk
      Fit to Burst - Keg Smash clears 3% of your damage delayed with Stagger, and Keg Smash deals an additional 69 damage. Swift Roundhouse - Blackout Strike has an additional 5% chance to critically strike, and deals an additional 125 damage. Mistweaver
      Invigorating Brew - Vivify does an additional 173 healing when empowered by Thunder Focus Tea. Paladin

      Traits listed here do not have a Class/specialization assigned yet or may be available to more than a single Class. Most of the traits falling under this category could be classified as role traits available to damage dealers, healers and tanks.

      Azerite Empowered - Increases the item level this item by 5. DPS Traits
      Embrace of the Sands - Critical strikes by your abilities have a chance to create a localized Sandstorm, damaging enemies and healing allies within 10 yards for 308 every 2 sec for 6 sec. Fury of the Sands - Attacks have a chance to deal 77 additional Physical damage. Critical strikes by this damage are multiplied by 300%. Gutripper - Your damaging abilities have a chance to deal 347 Physical damage to the target. Gutripper occurs much more often against targets below 30% health. (Approximately 5 procs per minute). Heed My Call - Your damaging abilities have a chance to deal 154 to your target, and 15 to enemies within 3 yards of that target. Traits that increase primary / secondary stats by a flat amount
      Increase Versatility 15 - Increases your Versatility by 15. Haste - Increases your Haste by 19. Strength - Increases your Strength by 20. Agility 20 - Increase your Agility by 20. Item - Proc Mastery - Your harmful spells have a chance to grant 229 mastery for 20 sec. Traits that increase secondary stats
      Blood Siphon - Increases your Mastery by 28 and your Leech by 14. Elemental Whirl - Your damaging abilities have a chance to grant you Elemental Whirl, increasing your Critical Strike, Haste, Mastery, or Versatility by 77 for 10 sec. (Approximately 2 procs per minute) Lifespeed - Increases your Haste by 28 and your Avoidance by 14. Longstrider - Increases your movement speed by 10% of your highest secondary rating, up to 3%. Mote in the Eye - Your abilities have a chance to grant you 462 critical strike rating, decreasing by 77 every 2 sec. On My Way - Increases your Versatility by 28 and your Speed by 14. Overwhelming Power - Your damaging abilities have a chance to grant you 25 applications of Overwhelming Power. Each stack of Overwhelming Power grants 38 Haste. An application of Overwhelming Power is removed every 3 sec or whenever you take damage. Traits with absorbtion effects
      Bulwark of the Masses - When you are surrounded by 4 or more enemies, gain a shield that absorbs 832 damage. Cannot occur more than once every 15 sec. Resounding Protection - Every 30 sec, gain an absorb shield for 208 for 30 sec. Traits with healing effects
      Azerite Fortification - When stunned, immobilized, or knocked back, you heal for 347. Azerite Veins - Taking damage has a chance to grant you Azerite Veins, healing you for 34 every 3 sec. Lasts 18 sec or until you are fully healed. Champion of Azeroth - Contributing to the death of an enemy of Azeroth heals you for 624 and grants you 22 Versatility for until cancelled, stacking up to 2 times. Impassive Visage - When you take damage, heal for 139. Cannot occur more than once every 6 sec sec. Vampiric Speed - When an enemy you damaged dies, you heal for 624 and gain 49 Speed for 6 sec Savior - Your heals on targets below 35% health have a chance to heal for an additional 208. (Approximately 5 procs per minute). Self Reliance - While no enemies are within 20 yds, you heal for 70 every 3 sec. Woundbinder - Your healing effects have a chance to increase your Haste by up to 62 for 6 sec. Healing lower health targets will grant you more Haste. (Approximately 2 procs per minute). Tank traits
      Gemhide - When dealt damage greater than 10% of your maximum health, gain 31 Avoidance and 138 Dodge for 10 sec. Winds of War - Taking damage grants you 14 Dodge for 3 sec, stacking up to 10 times. Placeholder traits

      New events for the week of March 20 include the Arena Skirmishes Bonus Event and the PvP Deep Six PvP Brawl. PvP Season 6 is ending and we also got a round of hotfixes earlier today.

      A new round of hotfixes opened up Mythic Antorus to cross-realm groups and brought changes to tank specializations in PvP.

      Sharpen your swords and reinforce your boards, because you’re called to the PvP Arena for the hectic mayhem of Skirmishes.
      All week, from anywhere in Azeroth, open the Group Finder (default hotkey: i), select the Player vs. Player tab on the bottom of the window, and then under Casual, choose Arena Skirmish and JOIN BATTLE. You’ll be matched up with teammates and provided with opponents to kill in the Arena. You can also queue for a Premade group or create your own group within the Premade tab. 
      Look for the following all week long:
      Archmage Lan’dalock near Violet Hold in Dalaran has a quest for you. Or, if you forget to pick it up there, you can start it from within the Adventure Journal.       The Bonus Events system consists of a rotating schedule of different activities, currently scheduled to run each week beginning on Tuesdays. Each Bonus Event grants a passive bonus to a particular game activity and offers a once-per-event quest with a noteworthy reward for accomplishing a related goal. The in-game calendar can serve as your one-stop reference for the event schedule. The Adventure Guide also offers a direct link to active Bonus Events, allowing you to easily accept any associated quests.

      A new PvP Brawl is available this week. Don't forget to complete the weekly quest. You can look at the recently published PvP Brawls Schedule to see when your favorite brawl is up.

      It seems we don't hear quite as much from big-time WoW machinimas lately, so it's great to see something this well produced arrive. Demon Hunters is a very impressive piece featuring some great animations and effects, especially the first-person shots, the big melees and a particularly memorable Krosus kill!
        Ivan Kuzkin has done a great job of translating the feel of playing a Demon Hunter into the video, as the scenes flow together very well, adding a sense of mobility that is the trademark of the class. Thankfully he didn't make it TOO much like the class plays, or the video would be just an infinite string of Chaos Strikes.   You should definitely check out some of his other work as well, including this great WoW/CS:GO crossover:

      It's a big batch this time around, with the big news arriving with this week's reset, Mythic Antorus opening up to cross realm groups, and the hotfixes also see all tank specs getting adjustments in PvP. We also get a fix for Australian realms holiday timings, another bunch of quest fixes as well as a Hounds of Sargeras bug being addressed.

      Dungeons and Raids
      With maintenance in each region, Mythic difficulty Antorus, the Burning Throne is now available for cross realm groups. Hounds of Sargeras Resolved an issue which could sometimes cause Shadowscar to move a player out of the bounds of the playspace. Events
      Fixed an issue that could cause in-game holidays to start or finish up to an hour early or late on the Australian realms. This also resolves an issue where the Stranglethorn Vale fishing tournament was inaccessible in Australia.       Ivory Feather can now be used in Seething Shore. Demon Hunter Vengeance Tormentor increases damage taken by 3% per stack (was 5%). Demonic Trample's cooldown is now 45 seconds (was 30 seconds). Demonic Trample's duration is now 5 seconds (was 8 seconds). Death Knight Blood Murderous Intent increases damage taken by 3% per stack (was 5%). Druid Guardian Alpha Challenge increases damage taken by 3% per stack (was 5%). Monk Brewmaster Admonishment increases damage to the target by 3% per stack (was 5%). Guard now staggers 20% of damage taken by allies (was 30%). Hot Trub deals 30% of your purified staggered damage (was 50%). Paladin Protection Inquisition increases damage taken by 3% per stack (was 5%). Forbearant Faithful increases cooldown recovery rate by 20% in PvP situations (was 50%). Shield of Virtue now has a 45 second cooldown (was 25 seconds). Warrior Protection Oppressor increases damage taken by 3% per stack (was 5%). Morale Killer reduces the cooldown of Demoralizing Shout by 10 seconds (was 30 seconds). Booming Voice now grants 30 Rage in PvP situations (was 60 Rage).       Sapper Specialists should now drop the Keg of Blast-O Powder for the Alliance quest "Powder Play". Lord Godfrey should no longer disappear at the beginning of "The Great Escape". Scenarios to unlock later portions of the Isle of Thunder can now be started at level 85 (was 90). "Rocket Rescue" should now have a marker for the location of the Steamwheedle Balloon.
