This Lightcone provides a huge amount of SPD % which makes it significantly easier to reach 170 SPD for her A2 Trace, Empyrean Strides. This Lightcone also applies debuffs on hit that decrease DEF which is a huge team DPS increase as well as synergising amazingly with Acheron.

This 4★ Lightcone provides a massive amount of DMG % for Cipher per debuff on the enemy. Cipher herself naturally applies two debuffs so a third is needed from another unit to maximise the effects of this Lightcone. This cone is weaker than other build options as it does not provide any benefits to her team and Ciphers personal damage is relatively low in comparison, with most of the damage she provides coming from the True Damage from her ultimate Yours Truly, Kitty Phantom Thief!.

4-Piece Set: When the wearer and their memosprite provide healing to ally targets aside from themselves, the wearer gains "Gentle Rain," which can be triggered up to 1 time per turn, lasting for 2 turn(s). While the wearer has "Gentle Rain," increases their SPD by 6.0% and all allies' CRIT DMG by 15.0%. This effect cannot be stacked.
Running 2pc-2pc SPD % Relics ends up being the best way to build Cipher as it makes it significantly easier to reach the minimum 170 SPD for her A2 Trace Empyrean Strides. This is also an excellent way to scale her beyond 170 SPD as her personal damage is relatively low and continuing to stack SPD means she can generate more Skill Points for your team or trigger secondary effects of other characters more often.

This relic set provides CRIT Rate and CRIT DMG for Cipher which ends up being the best for Ciphers personal damage if you can get to at least 170 SPD from sub stats. This is quite challenging if you do not have her Signature Lightcone Lies Dance on the Breeze.

Best Planar Ornaments

2-Piece Set: Increases wearer's Energy Regeneration Rate by 5.0%. Increases DMG by 10.0% for all other allies that are of the same Type as the wearer.
This is Cipher's best-in-slot Planar Ornament when supporting Quantum DPS units. This set sacrifices a small amount of personal stats for 10% DMG for your main DPS. We only recommend using this set with Castorice as Lushaka, the Sunken Seas would not boost Castorice's DMG.

This is Cipher's 2nd best Planar Ornament that sacrifices a small amount of personal stats for 12 ATK% for your Main DPS. This is only useful with ATK based Main DPS units like Feixiao or Acheron. We suggest building this as her default Planar Ornament as its the most versatile.

2-Piece Set: Increases the wearer's ATK by 12.0%. When the wearer's SPD is equal to or higher than 135/160, the wearer deals 12.0%/18.0% more DMG.
This is Cipher's third best Planar Ornament as she can easily reach the 160 SPD threshold for Glamoths full 18% DMG increase. This set is the best for boosting Cipher's personal damage but without exceptional gear Cipher's personal damage is relatively low.

These Planar Ornaments are competitive build options despite only wearing them for the 6% SPD they provide. The SPD ends up being strong due to allowing you to push to higher SPD brackets more easily, such as getting to 200 SPD with her Signature Lightcone to get an extra turn per 100 AV.

Cipher Build Comments

Cipher's build revolves around getting to at least 170 SPD for her A2 Trace Empyrean Strides. This trace doubles the recording value of The Hospitable Dolosian making her store 24% of damage done to her Patron target or 16% from non-Patron targets thanks to her A4 trace 300 Rogues.

Cipher provides almost all of her effects passively and can be played completely Skill Point positive without much loss since her Skill does not deal significant damage. The 30% ATK buff from her skill can be maintained SP neutrally if you have spare skill points for a little more DPS.

Despite being a Nihility character that applies debuffs Cipher does not need to invest in EHR. While a small amount of EHR on gear can be nice to make applying Lightcone or Skill debuffs more consistent it is not required outside of Acheron teams.

Non-Signature Cone Signature Cone 200 SPD Energy Regen Rope Acheron Teams

Non-Signature Cone

Without Cipher's Signature Cone she struggles to reach 170 SPD without building 6% SPD Relic Sets. We strongly suggest building 6% SPD Relic Sets if you do not have her Signature Cone to make gearing easier as it will result in more overall damage. With good gear and 6% SPD relics Cipher can still get over 180 SPD but that is realistically the limit.

Signature Cone

With Cipher's Signature cone it is much easier to reach 170 SPD which allows you to opt into using more CRIT DMG substats on gear or using a DPS-oriented relic set like Pioneer Diver of Dead Waters. While this is not our default recommendation for gearing as we would suggest pursuing more SPD to reach more action breakpoints   it is a viable and still effective way to build Cipher. Additionally, the massive SPD of the Lightcone opens up the possibilities of reaching 200 SPD.

200 SPD

This is only reasonably achievable with Cipher's Signature Lightcone. Without her signature Lightcone you would need to run 2 6% SPD Relic Sets, a 6% SPD Planar set and then 16 SPD substats on gear which we feel is unreasonable since this would be 3 rolls per item.

The 200 SPD breakpoint allows Cipher to act twice per 100 AV or three times per 150 AV which lets you generate a massive amount of Skill Points with Cipher and get many Follow-up ATKs from her.

With Cipher's Signature Lightcone this would require approximately 16 sub stats without any SPD % Relic Sets or Planars. Each SPD relic set would save you approximately 2.8 SPD Substats on average. This means if you ran a 2pc-2pc 6% SPD pairing you would only need 10-11 SPD Substats to get over 200 SPD which is reasonable to achieve.

Energy Regen Rope

Energy Regen ropes can be an upgrade for your Cipher build depending on the fight or if you are using her to primarily build Skill Points. Fairly often an ERR rope will allow you to use Ciphers ultimate once on the first side and then build it back in time to use it on the second time with fast clears even with purely Basic ATKs.

On longer encounters an ERR rope still can be an upgrade if it lets you use more Ultimates overall as they still deal decent damage. This is especially noticeable if you infrequently use her Skill since that means your energy generation was already lower.

Acheron Teams

For Acheron teams you will need to invest in Effect Hit Rate in order to cap your debuff application chance to consistently generate stacks for Acheron. To cap 120% chance effects like her Signature Lightcone you need 38.8% Effect Hit Rate which means an extra 28.8% from gear. We suggest obtaining this from substats as it will only be 7-8 rolls.
However to cap 100% chance effects you would need 66.7% Effect Hit Rate. In order to acquire this Effect Hit Rate we recommend replacing her body with an Effect Hit Rate Body.

Best Synergies for Cipher

Robin
Robin

Robin is a very powerful versatile Harmony Support that is incredibly synergistic unit with Cipher. Robin gives Cipher a considerable boost to DMG % and ATK which are stats she ends up lacking after investing massively into SPD. Additionally, Robin adds a large additional damage proc to every single hit from Cipher which is great since she hits twice per turn. Cipher's hit frequency also helps build Robin's Ultimate faster to increase the uptime overall and boost the teams DPS.

Acheron
Acheron

Acheron is a unique unit that scales with the how frequently a unit can apply debuffs. Cipher can apply two debuffs every turn if she has either her Signature Lightcone Lies Dance on the Breeze or the Battlepass Lightcone Holiday Thermae Escapade which is incredible compared to other units.

Feixiao
Feixiao

Feixiao is the premier Follow-up ATK carry and works amazingly with Cipher. Cipher launches incredibly frequent Attacks and Follow-up ATKs that build Feixiao's ultimate extremely quickly as well as getting nearly nearly unparalleled damage boosts from Cipher's increased damage taken aura and damage replication mechanic from Cipher's Ultimate.

Aventurine
Aventurine

Aventurine is a Follow-up ATK launching shield unit that synergises with other Follow-up ATK launching units which means Cipher helps Aventurine maintain his shield keeping the rest of your team safe.

Cipher's Best Teams

Cipher is an incredibly versatile, yet powerful support and can be played with nearly every DPS in the game due to how strong her increased damage taken aura and damage replication is. When combined these are often a 60% to 70% DPS increase for everyone else on the team.

This is not a comprehensive list of teams. The inclusion or exclusion of any given team does not necessarily reflect its power level. We have included several example teams that are more F2P friendly using 4★ characters that are lower power than the 5★ teams as examples. The sustain unit in each team can be swapped out.
