The Panda Island Soul is tied to the Rapport rewards with Puppa, the big panda that resides in the northern portion of the island. To be able to befriend this adorable bear, you must have first completed the quest chain on the island (Frangrance and Fish and Panda's Delight, as well as satisfy the Virtue requirement of 10 Charisma and 10 Kindness, both of which you should already have just from progressing through the story.
