For 3.5s after using an Elemental Burst, the equipping character's Lunar-Charged DMG dealt to opponents is increased by 36% / 48% / 60% / 72% / 84%. Additionally, after triggering a Lunar-Charged reaction, the equipping character will gain Requiem of Ruin: CRIT DMG is increased by 28% / 35% / 42% / 49% / 56% for 6s. Best Artifacts for Flins

Night of the Sky's Unveiling

Night of the Sky's Unveiling

2-Piece Set: Increases Elemental Mastery by 80.

4-Piece Set: When nearby party members trigger Lunar Reactions, if the equipping character is on the field, gain the Gleaming Moon: Intent effect for 4s: Increases CRIT Rate by 15%/30% when the party's Moonsign is Nascent Gleam/Ascendant Gleam. All party members' Lunar Reaction DMG is increased by 10% for each different Gleaming Moon effect that party members have. Effects from Gleaming Moon cannot stack.

Night of the Sky's Unveiling is currently Flins's best artifact set. Flins increases Moonsign level of the party, granting Nascent/Ascendant Gleam and can therefore take advantage of the 30% increased CRIT Rate alongside the Lunar Reaction DMG buffs.
Thundering Fury

Thundering Fury

2-Piece Set: Electro DMG Bonus +15%

4-Piece Set: Increases the DMG caused by Overloaded, Electro-Charged, Superconduct, and Hyperbloom by 40%, the DMG Bonus conferred by Aggravate by 20%, and the DMG caused by Lunar-Charged by 20%. When Quicken or the aforementioned Elemental Reactions are triggered, Elemental Skill CD is decreased by 1s. Can only occur once every 0.8s.

Thundering fury is the 2nd best in slot set as it also provides a 20% Lunar-Charged damage increase making it a viable set for Lunar-Charged characters.

Flins's Stat Priority

Sands of Eon: ATK % / EM
Goblet of Eonothem: ATK % / EM
Circlet of Logos: CRIT Rate / CRIT DMG
Substats: CRIT Rate/DMG > ATK % = Elemental Mastery > Energy Recharge

Flins is a Lunar DPS however Lunar damage does not scales from DMG % bonuses making an Electro DMG goblet a terrible option. Only Lunar damage bonus alongside CRIT, Attack % and EM are viable substats for Flins.

You always want to have around 120-130% Energy Recharge as Flins' entire gameplay revolves around his Elemental Burst and ensuring you have a consistent uptime. This can be further reduced if you have energy recharge weapon.

How to Play Flins

Flins is a Main DPS whose playstyle revolves primarily around his Elemental Burst. He has two different Burst states: a low-cost Mini Burst with a 30 Energy cost, and his standard Burst with an 80 Energy cost.

In most situations, you will want to prioritize using Flins’ Mini Burst. This state is accessed by tapping his Elemental Skill, Ancient Rite: Arcane Light, which temporarily replaces his Skill with the special Elemental Skill Northland Spearstorm. Activating this replaces his standard Burst with the Mini Burst, Thunderous Symphony.

Flins’ basic rotation is very straightforward. Cast his Elemental Skill, then cast it again to enter the Mini Burst state. Use his Burst to activate Thunderous Symphony, then continue dealing damage until the cooldown ends. This cycle has a 6-second cooldown by default, which is further reduced to 4 seconds when Flins has his C1.
