Flins best weapon is as expected their signature Bloodsoaked Ruins, with there being a great range of build options such as the listed however other good 5-Star options include Fractured Halo, Lumidouce Elegy and Primordial Jade Winged-Spear to name a few. Prospector's Shovel is Flin's best F2P weapon and a good baseline for Flins.
Flins best artifact set is Night of the Sky's Unveiling which is further enhanced by having multiple Nod-Krai character as well as increasing Lunar Reaction DMG by 10% if a support is using another Nod-Krai artifact set.
Recommended Endgame Build Stats for Flins
Build recommendations assume a "decently built" level of artifact rolls alongside Flins's best weapon. Using other weapons may increase or decrease certain stats relative to these recommendations.

- Energy Recharge: 110 - 150%
- CRIT Rate: ~65-70%
- +15/30% with Night of the Sky's Unveiling
- CRIT DMG: 175 - 200%
With Flins, it is incredibly important to consider the Crit Rate buffs granted with Night of the Sky's Unveiling so that you do not overcap on crit while building.
Flins generally has low Energy Recharge requirements as you generally do not use his full burst. Additionally, if you have C1 Part the Veil of Snow, Flins will actually want more energy recharge because he will be able to burst more in each rotation.
Flins's Best Team Comps
The best teams for Flins require at least 1 more Nod-Krai character to activate Ascendant Gleam. Flins also has 2 very important requirements while team-building:

Flins Teams With Ineffa
Ineffa is often a very important part of any Flins team. While Ineffa isn't required, they have a lot of synergy and teams without Ineffa generally see a 20-30% decrease in DPS.

At the moment, Aino is the recommended Hydro option in Flins teams, providing short rotations, EM Buffs and Lunar-Charged buffs however Yelan and Furina are both competitive. For support options, Sucrose is generally your best option because being a catalyst means they can bring weapons such as Thrilling Tales of Dragon Slayers as well as RES Shred from VV and EM buffs. Other non-sucrose options include Kaedehara Kazuha/ Xilonen for the RES Shred but even Venti/ Lynette are valid options.

Without Ineffa in your party, your best Flins teams will almost certainly involve Aino as the only other Nod-Krai support currently available at the time of writing. While Fischl is generally the best Electro option, Iansan and Ororon are other good options.

Flins's Constellations
Flins has some very powerful early constellations for players that want to invest into him. Part the Veil of Snow (C1) allows a third burst per rotation instead of the usual 2 assuming you build additional ER to account for this while The Devil's Wall (C2) is simply a powerful DMG increase.
