Yumemizuki Mizuki's Stat Priority
Yumemizuki Mizuki deals the vast majority of her damage via Stellar-Swirl, scaling off her Elemental Mastery, so she should always use this stat on her Sands and Goblet. Stellar-Swirl does not scale with Elemental DMG %, so an Anemo Goblet should never be used. If you have a good Elemental Mastery Circlet, it can be used temporarily until you get a good CRIT Circlet.
Recommended Stats for Yumemizuki Mizuki

Yumemizuki Mizuki's Talent Priority
Yumemizuki Mizuki's Stellar-Swirl buff scales off her Elemental Skill talent, so it should be leveled first. Her healing scales with her Elemental Burst talent, so it should be leveled next. Her Normal Attack talent is not an important part of her gameplay, and can be ignored entirely.
How to Play Yumemizuki Mizuki
Yumemizuki Mizuki's playstyle centers around her Elemental Skill. Casting it will put her into the Dreamdrifter state, where she can float around applying Anemo to enemies and occasionally dealing high Stellar-Swirl damage. During this time, she will also increase the whole team's damage, with buffs to Stellar-Swirl DMG %, Elemental Mastery, and even RES Shred at Constellation 2.
Mizuki's rotations will involve casting the abilities from the rest of the team, ideally off-field Stellar-Swirl DPS units, then swapping to Yumemizuki Mizuki and floating around in the Dreamdrifter state for about 10 seconds, dealing Stellar-Swirl damage and buffing your off-field DPS during this time.
Yumemizuki Mizuki's Best Constellations
Yumemizuki Mizuki has excellent early Constellations. Mizuki's C1 is a massive increase to her personal damage, giving her a lot more Stellar-Swirl damage. Her C2 is good at increasing the whole team's damage thanks to the RES Shred it provides. C2 should be the stopping point unless you intend to go all the way to C6, which is excellent as it provides Yumemizuki Mizuki with a ton of CRIT, and gives CRIT to the rest of the team's Stellar-Swirl damage as well.
