Heaven's Forsaken is an Anomaly resembling carps with various color tones. You can find this Anomaly on the rooftop of the WITOP building right beside the Camelot Avenue in New Herland District. The best method to reach this rooftop, as it is extremely high, is to use the ReroRero Phone Booth on Crystal Mountain Avenue, and glide downwards to the northeast to go to the rooftop. Once you get near the location, you will receive a warning about entering the Wertheimer Index fluctuation zone.

Once you approach the Anomaly, the pole where they were hanging on will disappear while the carps will float down slowly. You can proceed to fight them when their HP bars appear above them. Defeat all three of the Anomaly carps, and you will complete the commission!
