You can find this Anomaly on the 4th floor on the construction site, northeast of Kyllene Promenade in New Herland District. Once you reach the construction site, use the elevator that was provided on the site to reach the 4th floor. At said floor, you will see a huge shelf that can be interacted with. Investigate with the shelf to enter an Anomalous Realm and face the Black Tome.
