Gems are essential for fine-tuning a Frost Mage's attributes. Generally you want to reach the Hit cap of 15% (5,100 Hit rating for non-Draenei, for Draenei 4,760) and then gem for haste until you reach 50% haste raid buffed (14,242 Haste Rating for non-Goblin). After that cap, go for mastery gems. It is important to note that, unlike in previous expansions, some BIS gems use mixed stats, e.g. Reckless Vermilion Onyx with Intellect and Haste.
