Welcome to our Starlight Billy build guide for Zenless Zone Zero. Starlight - Billy Kid is a powerful, aggressive S-Rank Physical Rupture DPS Agent who deals massive damage while fighting with his motorcycle, and can pretty much sustain himself. In our guide, we will cover everything you need to know to get the most out of your Starlight Billy, from building the best Drive Discs and W-Engines to important stat priorities and combos.
Keep in mind that Starlight Billy is still in beta, and anything can still change until he releases!
Starlight Billy's Best W-Engines
Listed below are Starlight Billy's best W-Engines. While W-Engines are listed in a priority order, what is best for your Starlight Billy can vary slightly depending on your team composition.
Starlight Rider Faceplate
Increases CRIT Rate by 20/23/26/29/32%. When the equipper launches a Special Attack, their Physical Sheer DMG increases by 10/11.5/13/14.5/16%, stacking up to 2 times and lasting 30s. Repeated triggers reset the duration.
Radiowave Journey
When launching a Chain Attack or Ultimate, the equipper gains 1 stack of a buff effect. Each stack increases the equipper's Sheer Force by 80/92/104/116/128, stacking up to 3 times, and lasting 12s. The duration of each stack is calculated separately.
Cauldron of Clarity
When the equipper activates an EX Special Attack, they gain 1 stack of a buff. Each stack increases the equipper's DMG by 4/4.6/5.2/5.8/6.4%, up to 3 stacks, and lasting 20s. This effect can trigger once every 0.5s, and repeated triggers reset the duration. At 3 stacks, the equipper's CRIT Rate increases by 6.5/7.5/8.5/9.4/10.4%.
Puzzle Sphere
Upon launching an EX Special Attack, the equipper's CRIT DMG increases by 16/18.4/20.8/23.2/25.6% for 12s. Additionally, if the target's current HP is below 50% of their Max HP, EX Special Attack DMG increases by 20/23/26/29/32%.

4-Piece Set: When using EX Special Attack, Chain Attack, or Ultimate, CRIT Rate increases by 4%, stacking up to 3 times and lasting 15s. Repeated triggers reset the duration. When having 3 stacks of this effect, Sheer DMG increases by 10%.

Starlight Billy's Stat Priority
When building Starlight Billy, CRIT Rate, CRIT DMG, and HP are the most important stats to focus on. The more HP you have, the more his Sheer DMG will increase.
Starlight Billy's Skill Priority
Billy's Core skill and Special Attack are the most important since his Core skill will allow him to get extra Sheer Force, and his Special Attack is where most of his damage comes from.
How to Play Starlight Billy
Starlight Billy is an on-field DPS who revolves around HP consumption, Determination generation, and burst windows through his Full-Throttle Starlight. His gameplay focuses on cycling Special Attack to ramp damage, sustaining himself through lifesteal, and unleashing high-damage finishers when fully charged.
His damage is unique due to him being a Rupture Agent, so he works with Sheer Force and converts his Max HP into a separate damage multiplier, and his Physical damage also ignores enemy DEF. This makes him heavily reliant on HP rather than ATK like other DPS. 1 point of Max HP increases Sheer Force by 0.1.
Billy's main gameplay centers around his Special Attack: Drive Suppression, which:
- Consumes HP (only usable above 25% HP)
- Deals continuous damage
- Grants a massive CRIT DMG buff thanks to his Core Skill
- Chains into EX Special Attack: Cool Wheelie, generating Determination
Billy also builds Determination during combat by hitting enemies, dodging, and using EX/Chain skills. Once he reaches 100 Determination, he can consume it to activate his Basic Attack: Full-Throttle Starlight that will deal massive DMG.
One thing that also sets Billy apart is that his kit also provides strong self-sustain:
- Basic attacks and Dodge Counters restore HP
- EX skills heal significant amounts
- At or below 25% HP, he gains 50% damage reduction, making him harder to kill despite his HP-draining playstyle
On top of that, his Additional Ability grants Starlight stacks, increasing the damage of his EX, Chain, Ultimate, and Full-Throttle, making him even stronger.
So basically, his gameplay revolves around:
- Using Special Attack to ramp CRIT DMG and generate resources
- Maintaining HP above 25% to keep his engine running
- Building Determination by always attacking
- Using EX chains and dodges to sustain and optimise uptime
- Spending 100 Determination on Full-Throttle Starlight for burst damage
Because he can sustain himself so well, Starlight Billy is very forgiving and can be played really aggressively. If you like the type of characters where you can just keep on attacking and not pay too much attention, Starlight Billy can probably do the trick!
Starlight Billy's Rotation
Knowing all of the above, the ideal rotation for Starlight Billy is the following:
- Start on-field → immediately use Special Attack (Drive Suppression)
- Chain into EX (Cool Wheelie → follow-ups if available)
- Build Determination through attacks, dodges, and EX usage
- Maintain CRIT DMG buff uptime by reusing Special Attack
- Sustain HP through hits, Dodge Counters, and EX skills
- At 100 Determination → Hold Basic → Full-Throttle Starlight
- Repeat while weaving in Chain Attacks and Ultimate when available
Starlight Billy's Best Mindscapes
Starlight Billy's M1 and M2 are quite good and will really increase the DMG he deals. His M1 allows him to ignore 18% of the enemy's Physical RES and his M2 gives a massive 50% increased DMG for his main damage dealing abilities. If you really want to invest in Starlight Billy, his M6 is worth it as well, but his M4 is more a nice quality of life addition.
If you need to pick between his M1 and his W-Engine, you should definitely take his W-Engine as it will provide a bigger bonus.
