The Tier 16 2-set bonus is vastly superior to your Tier 15 4-set bonus; you will want to replace it as soon as you have any 2 pieces of Tier 16 gear to complete the 2-set bonus. The Tier 16 4-set bonus is only needed for single-target encounters and can be replaced with non-set items with better stats for AoE based fights.
