Norma Guide & Best Builds
Welcome to our Norma build guide for Zenless Zone Zero. Norma is a powerful S-Rank Fire Stun Agent who is designed to support both Rupture and Attack agents, increasing their overall DMG, restoring Decibels, and increasing Stun duration. In our guide, we will cover everything you need to know to get the most out of your Norma, from building the best Drive Discs and W-Engines to important stat priorities and combos.
Keep in mind that Norma is still in beta, and anything can still change until she releases!
Norma's Best W-Engines
Listed below are Norma's best W-Engines. While W-Engines are listed in a priority order, what is best for your Norma can vary slightly depending on your team composition.
Head Lackey
Increases the equipper's Impact by 15/17.25/19.5/21.75/24%. DMG dealt ignores 10/11.5/13/14.5/16% of the target's Fire RES. When the equipper deals DMG with an [EX Special Attack], increases DMG dealt by the whole squad by 8/9.2/10.4/11.6/12.8% for 8s. Max 3 stacks. Repeated triggers reset the duration. Can be triggered once per skill at most. Only one instance of this effect can exist in the same squad.
Roaring Fur-nace
The Daze dealt by the equipper's EX Special Attack, Chain Attack, and Ultimate increases by 28/32.2/36.4/40.6/44.8%.
When using a Chain Attack or Ultimate to deal Fire DMG, the DMG dealt by all squad members increases by 10/11.5/13/14.5/16%, stacking up to 2 times and lasting 30s. The duration of each stack is calculated separately. Triggers once per use of a skill. Only one instance of this effect can exist in the same squad.
Blazing Laurel
Upon launching a Quick Assist or Perfect Assist, the equipper's Impact increases by 25/28.75/32.5/36.25/40% for 8s. When the equipper launches and hits an enemy with a Basic Attack, apply Wilt to the target for 30s, stacking up to 20 times, repeated triggers reset the duration. When any squad member hits an enemy, for every stack of Wilt applied to the target, the CRIT DMG of the Ice DMG and Fire DMG dealt by that attack increases by 1.5/1.72/1.95/2.17/2.4%. Only one instance of this effect can exist in the same squad.
Hellfire Gears
While off-field, the equipper's Energy Regen increases by 0.6/0.75/0.9/1.05/1.2/s.
When using an EX Special Attack, the equipper's Impact is increased by 10/12.5/15/17.5/20% for 10s, stacking up to 2 times. The duration of each stack is calculated separately.
Precious Fossilized Core
When the target's HP is no lower than 50%, the equipper inflicts 10/11.5/13/14.5/16% more Daze to the target. When the target's HP is no lower than 75%, this bonus is further increased by 10/11.5/13/14.5/16%.
Best Drive Discs for Norma
King of the Summit
4-Piece Set: When the equipper is a Stun character and uses an EX Special Attack or Chain Attack, increases CRIT DMG of all squad members by 15%, and when the equipper's CRIT Rate is more than or equal to 50%, further increases CRIT DMG by 15%, lasting 15s. Repeated triggers reset the duration. Passive effects of the same name do not stack.
2-Piece Recommendations include:
- Woodpecker Electro
- Shockstar Disco
These should be the best 2-piece options for Norma's build. Shockstar Disco is a good option if you want more Daze, but if you miss CRIT Rate on Norma (since her CRIT DMG and Daze both scale on CRIT Rate), Woodpecker will be your best 2-Piece option.
Norma's Stat Priority
When building Norma, CRIT Rate is the most important stat to focus on for her, since her CRIT DMG and Daze scale on her CRIT Rate. For each 1% of CRIT Rate you gain, you increase CRIT DMG and Daze. Impact on Disc 6 is also important for Stun agents since it is the stat that will influence the rate at which Daze accumulates on enemies.
Norma's Skill Priority
From what we know so far it seems Norma's Core, Special, and Basic skill will be the most important, however, things can still change since the character is still in beta.
How to Play Norma
Norma is a sort of "hybrid" Stun Agent who revolves around her Personal Resources and Hat/Turret mechanics, allowing her to generate value both on-field and off-field. Her gameplay focuses on building Personal Resources safely, enabling Chain Attacks, and amplifying the team's Stun window before unloading burst damage.
Her Personal Resources passively regenerate while she is off-field, and can also be stored through her Hat Trick mechanic. By holding her Basic Attack while wearing the Hat, Norma throws it onto the field, allowing it to continue generating resources even while she is swapped out. Once retrieved, she gains all stored resources at once, letting her quickly reach the max amount.
At 80% Personal Resources, Norma also gains access to her most important effect: the next Quick Assist is converted into a Chain Attack, consuming resources and generating extra Decibels. This allows her to force Chain Attacks outside of normal Stun timings, accelerating the team's rotation and burst windows.
Her EX Special Attack is also very important since it:
- Deals high Fire damage
- Generates significant Daze when enemies are not Stunned
- Switches to higher damage when they are Stunned
- Activates Firepower Barrage, summoning turrets that continue attacking off-field
During Firepower Barrage, Norma provides:
- Continuous off-field damage
- Faster Daze application
- Up to +40% squad damage
- Increased Stun duration via her passive debuffs
Her Additional Ability further reinforces this by applying Weakened stacks, increasing the damage enemies take during Stun and extending the Stun duration, making her extremely valuable in burst-focused teams.
In practice, Norma's rotation is about:
- Building Personal Resources off-field (Hat + passive regen)
- Using EX Special to deploy turrets and start Firepower Barrage
- Reaching 80% Resources to force a Chain Attack via Quick Assist
- Stacking debuffs and Daze before the enemy is Stunned
- Swapping to your main DPS to maximise on the extended, buffed Stun window
Norma's Best Mindscapes
Norma's best Mindscapes to invest in would be her M1 and M2. Her M1 fixes one of her biggest weaknesses and adds an all-attribute RES Shred for the team. Her M2 increases the Stun DMG multiplier from the Weakened Stacks.
