Dahlia is best built as a support unit, providing shielding to the party using his Elemental Burst. Dahlia also provides an ATK SPD buff to the party.

Dahlia's best weapon is Favonius Sword which helps alleviate his Energy Related issues as well as providing energy for the team. Another energy-based sword is Sacrificial Sword can be useful or even HP-based Swords such as Key of Khaj-Nisut.
Build Dahlia with Noblesse Oblige or 2-Piece HP if you need further HP buffs. Otherwise build Dahlia with Scroll but be mindful of the fact that they need to trigger the correct reactions to provide the right buffs.
Dahlia's Elemental Burst is by far the most important talent to level as this is what generates shields. Dahlia's Elemental Skill can also be leveled to increase their personal damage but is not required at all.
Recommended Endgame Stats for Dahlia
Recommendations assume a "decently built" level of artifact rolls alongside Dahlia's best weapon. Using other weapons may increase or decrease certain stats relative to these recommendations.

Dahlia should primarily be built with HP % aiming for at least 40,000 to cap out their passive Prayer of Well-Wrought Joy however further HP will continue to increase Dahlia's shield strength.
Dahlias Best Team Compositions
Dahlia is best used with Hydro and Cryo characters due to The Wind's Gentle Grace needing frozen to occur to grant additional Benison stacks. Aside from that, the best DPS that Dahlia can support are Normal Attack spammers who can benefit from the ATK SPD buff.

Dahlia's best team comps will generally focus on freeze teams, especially Skirk who has Hydro/Cryo team restrictions albeit much stricter than Dahlia.

The best Normal Attack spammers are those without any hitlag on their attacks such as Wanderer however this is not a hard requirement. Other good DPS options include Yoimiya and Kamisato Ayato.
