Welcome to our Velina build guide for Zenless Zone Zero. Velina is a powerful S-Rank Wind Anomaly Support Agent. Velina is the first Wind Agent and introduces some new Attribute Anomaly effects. In our guide, we'll cover everything you need to know to get the most out of your Velina, from building the best Drive Discs and W-Engines to important stat priorities and combos.
Velina's Best W-Engines
Listed below are Velina's best W-Engines. While W-Engines are listed in a priority order, what's best to build on your Velina can vary based on your exact team composition and playstyle.
Joyau Dore (P1)

The equipper's Anomaly Proficiency increases by 70/80/90/100/110. When the equipper's EX Special Attack deals Wind DMG, the DMG dealt by their Vortex and Windswept increases by 7/8/9/10/11% for 40s, stacking up to 2 times. Repeated triggers reset the duration. This effect can trigger once per skill use. At 2 stacks, all squad members gain 60/69/78/87/96 Anomaly Proficiency. Only one instance of this effect can exist in the same squad.
Energy-Regen W-Engines (P1)

While not the active character, the equipper's Energy Regen increases by 0.6/0.69/0.78/0.87/0.96/s. When the equipper uses an EX Special Attack and deals Physical DMG, all squad members gain a buff that increases DMG dealt by 12.5/14.3/16.1/17.9/20% for 40s, stacking up to 2 times. Repeated triggers reset the duration. At 2 stacks, characters gain an additional 10/11.5/13/14.5/16% ATK. Only one instance of this effect can exist in the same squad.
Flamemaker Shaker (P1)

While off-field, the equipper's Energy Regen increases by 0.6/0.75/0.9/1.05/1.2/s. When hitting an enemy with an EX Special Attack or Assist Attack, the equipper's DMG increases by 3.5/4.4/5.2/6.1/7%, stacking up to 10 times and lasting for 6s. This effect can trigger once every 0.3s. While off-field, the stack effect is doubled. Repeated triggers reset the duration. Upon obtaining the DMG increase effect, if the number of current stacks is greater than or equal to 5, then the equipper's Anomaly Proficiency increases by 50/62/75/87/100. This Anomaly Proficiency increase does not stack and lasts for 6s.
Boisterous Echoes (P5)

When the equipper triggers the Vortex effect, they gain 2/2.3/2.6/2.9/3.2 Energy. This effect can trigger once every 10s. When attacking enemies afflicted with an Attribute Anomaly, the equipper deals 11.5/13.2/15/16.7/18.4% increased DMG.
Rainforest Gourmet (P5)

For every 10 Energy consumed, the equipper gains a buff that increases ATK by 2.5/2.8/3.2/3.6/4% for 10s, stacking up to 10 times. The duration of each stack is calculated separately.

Best Drive Discs for Velina
Velina's best Drive Disc option is usually going to be Wuthering Salon and by a decent margin. The Drive Disc stage is also paired with the The Sky Ablaze set which is Pyrois's best in slot option, making farming Drive Discs more efficient.
Wuthering Salon
4-Piece Set: When the equipper uses an EX Special Attack, their Anomaly Proficiency increases by 25, stacking up to 2 times, and lasting 40s; repeated triggers reset the duration. When the equipper triggers Windswept, their DMG increases by 18% for 40s. Repeated triggers reset the duration.
Wuthering Salon is designed for Wind Anomaly Agents, increasing Wind DMG, Anomaly Proficiency and DMG dealt after triggering the Windswept Anomaly effect. This is Velina's best in slot option.
It is recommended to use a 2-Piece Energy Regen Disc such as Moonlight Lullaby or Swing Jazz to maximize Velina's Core Skill Energy Regen conversion bonus, and help apply as much Daze as possible.
Velina's Stat Priority
As an Anomaly Agent, Velina focuses on building Anomaly Proficiency and Attack to maximize her Vortex and Attribute Anomaly DMG. Anomaly Proficiency and ATK % are her two most important stats.
An Energy Regen 6th Partition should be used over what would typically be an Anomaly Mastery Disc, as Velina's Core Skill converts Energy Regen into DMG and Anomaly Mastery. More Energy also allows Velina to use more EX Specials which also allow her to deal more Daze to enemies. An Energy Regen 6th Partition is almost a requirement even with an Energy Regen W-Engine.
Wind DMG is marginally the better option for the 5th Partition, although an ATK % or Pen Ratio Drive Disc can be used with better sub-stats.
Velina's Skill Priority
Velina's Core Skill is her most important skill to level, as it increases her Vortex and Abloom DMG which contribute to the majority of her DMG. Velina contributes greatly to total Daze dealt, and leveling up her EX Special and frequently used skills such as Assists and even Ultimate can be beneficial to increase her Daze dealt and therefore allow for faster and more consistent stuns. Other skills are not necessary to level as they do not increase Anomaly Build-up or her personal DMG.
How to Play Velina
Breakdown of Velina's Kit
Velina is a Wind Anomaly who takes a role of a second supporting Anomaly Agent and a Pseudo-Stunner. Velina deals a large amount of DMG through the Wind Attribute Anomaly, reduces Attribute Anomaly Build-Up RES, and deals large amounts of Daze.
The Wind Attribute plays a major role in Velina's kit. To understand her kit, we will first have to know what the Wind Attribute Anomaly does, and to sum it up:
- When a Wind Agent triggers the Wind Anomaly, the Windswept effect is triggered and Attribute Anomaly DMG is dealt.
- Windswept lasts for 20 seconds, during which it can be Contaminated by another Attribute.
- When an on-field Agent deals Attribute damage against an enemy affected by Windswept, the enemy will be contaminated by the attacking Agent's Attribute.
- Wind DMG and Attribute DMG corresponding to the contamination effect will both be increased during Contamination.
- Instead of triggering a Disorder, Vortex will be triggered when a second Attribute Anomaly is applied. Unlike Disorders, Vortex scales solely on the stats of the Wind Agent who triggered the Windswept effect.
- Triggering Vortex will summon a Condensed Cyclone that deals either Wind DMG or DMG of the contaminated Attribute. At the end of the Cyclone, Velina triggers an Abloom through her Core Skill. The Cyclone also has Crowd Control effects and can pull enemies in.
Velina's Core Skill & Resources
The Wind Attribute Anomaly effects effectively summarize Velina's kit. Although there are some additional effects and things to keep in mind, such as Velina's resources and how she acts as a Pseudo-Stunner.
Velina's Core Skill Core Passive: Breeze in Bloom will convert each 0.01 point of Energy Regen over 1.20 points into 0.21 DMG Bonus and 0.5 Anomaly Mastery. Up to 35% DMG and 84 Anomaly Mastery. Reaching the maximum effect requires a W-Engine with an Energy Regen sub-stat.
Velina's main resources are her Windbloom and Windbite points. 1 Windbite point is granted each time a Condensed Cyclone is summoned. When 2 points are available, the next time Vortex is triggered, a larger Sweeping Cyclone is summoned (which does not grant Windbite points).
The Sweeping Cyclone deals increased DMG, Daze, and Abloom DMG once it ends. There are also additional effects such as reduced Wind Attribute Anomaly and contaminated Attribute Anomaly build-Up RES.
Velina's Faction Bonus (which requires an Anomaly Agent in your squad) also enhances the Attribute Anomaly Build-Up RES effect and Daze from the Sweeping Cyclone. Velina's Faction bonus also enables her Ultimate to trigger an Abloom after dealing DMG to an enemy affected by the Wind Attribute Anomaly.
The Windbloom resource allows Velina to summon a Sweeping Cyclone regardless of the amount of Windbite points currently available. Velina initially starts with 45 points and gains another 45 points whenever she uses either one of her 2 EX Specials EX Special Attack: Wind Shear - Purifying Rise or EX Special Attack: Wind Shear - Triple Deathblow.
With 90 Windbloom points, you can use Velina's 3rd EX Special EX Special Attack: Wind Shear - Eye of the Storm by holding down Basic or Special, not requiring Energy. EX Special Attack: Wind Shear - Eye of the Storm will trigger a Sweeping Cyclone while also dealing a decent amount of Daze.
Velina's Daze
Velina's EX Specials and her Cyclones can be thought of as the main way of dealing Daze. This is why having Energy Regen assists in applying more Daze. Velina's ability as a Pseudo-Stunner is powerful, as she can apply enough Daze to consistently trigger 3 Stun Windows during game modes such as Deadly Assault, assuming Velina is equipping an Energy Regen W-Engine.
It does not make a large difference as to whether one of Velina's 2 EX Specials are used. The first one EX Special Attack: Wind Shear - Purifying Rise requires only 45 Energy, while the second EX Special EX Special Attack: Wind Shear - Triple Deathblow requires 90 Energy to use, although it only consumes 45 Energy, meaning you can keep holding down EX Special to use both EX Specials.
After using either EX Special, if you keep holding down the Special button, EX Special Attack: Wind Shear - Eye of the Storm can be triggered if enough Windbloom points are available to trigger a Sweeping Cyclone. This process can deal large amounts of Daze, and you would generally go through this cycle alongside using Velina's Assist Follow-Ups and Ultimate to stun the enemy.
Combo and Rotations
As Velina provides a supporting role in most squads, the rotation often depends on your specific Main DPS. Velina's role would be to buff your damage and stun the enemy through the use of her skills such as her EX Specials, and triggering Cyclones through Wind Attribute Anomaly.
Although one thing to keep into consideration, right before entering the enemy's Stun Window, where your Anomaly Agent such as Aria or Promeia deals the majority of their damage, you might want to have either enough Windbloom points to use EX Special Attack: Wind Shear - Eye of the Storm EX Special or have enough Windbite points to summon a Sweeping Cyclone during the Stun Window, to apply some of the additional buffs such as the reduced Attribute Anomaly Build-Up RES. However, during gameplay this can usually be done easily without having to plan.
Another point of attention would be to use Velina's EX Special and keep holding the Special button to summon a Sweeping Cyclone at the early stages of combat to get the Anomalies going.
Velina's Best Mindscapes
This Mindscape ranking is calculated in a team including Promeia, Velina, and Ukinami Yuzuha. Both Velina's M1 and M2 can increase her DMG and Daze; however, it might often be the case that investing into her W-Engine Joyau Dore is a better option.

Velina's M1 Orderly Elegance increases Daze dealt by her Cyclones, which can potentially allow for a 4th Stun Window. It also increases her DMG by allowing Windswept to ignore enemy Wind RES and Vortex to ignore all enemy Attribute RES. M1 provides a decent increase to her DMG, and the additional Daze dealt can increase DMG even further if it allows for a 4th Stun Window.
Mindscape 2 Saturation Project is potentially Velina's largest DMG gain, as it doubles the amount of Windbite points gained, making it much easier to trigger the Sweeping Cyclone while also enhancing Windswept and Vortex DMG. M2 is a great stopping point.
M3 and M5 are both skill level increases; however, there can be some gain to be had through the additional Daze dealt.
Mindscape 4 Tea Party Tribunal increases Velina's ATK by 15% for 40s after using an EX Special. M4 is a rather small but persistent increase to Velina's DMG.
Mindscape 6 Chief Angel is another large DMG gain for Velina, as it grants additional Windbite points, thereby summoning Sweeping Cyclones more often. It also increases the DMG dealt by Windswept and Velina's Wind Anomaly Buildup.
