Welcome to our Retribution Paladin Leveling Guide for WoW Forever. This guide covers the basics you'll want to keep in mind while leveling, helping you spend less time figuring things out and more time exploring the world.
Retribution Paladin Leveling Guide
Retribution Paladin is a very solid specialization for leveling in World of Warcraft Forever, with access to great damage, good options for sustaining combat for longer periods of time, as well as great tools to get out of a pinch. This allows Retribution to be a very efficient choice for leveling.
On this page we will offer some suggestions for talents, gear, and other important information to help make your journey easier. Using the Level sliders you can find information relevant for your level range, which will update with fresh information whenever you move up a few levels. While the recommendations on this page are strictly for leveling purposes, we will also help you with your choices at max Level, once WoW Forever fully releases.
It is important to keep in mind that the recommendations on this page are not the end-all-be-all when it comes to leveling. There are many different approaches on how to tackle the journey to Level 60. You might find that you would like to explore zones that are not recommended here, or that you're interested in some talent options might seem more fun to you. In those cases we recommend you do so! Forever is all about the journey, and there are countless ways to get to 60.
Good single-target damage
Sturdy with lots of healing and utility
Very efficient for leveling
Several immunities to get out of trouble
No tools to help against spellcasters
No slows against fleeing enemies
Limited ability to tag enemies at range
Leveling Talent Build
These talents are designed to make your leveling process smoother, and are not all that well-suited
for end-game content at Level 60. The talents focus on picking up skills and passives
that increase your speed, such as
Pursuit of Justice, and talents that improve
your Mana efficiency and damage.
Early on you can choose to go through
Deflection instead of
Benediction to reduce the damage you take
when fighting enemies by yourself. The same goes for spending more points in
Conviction
instead of
Holy Conduit, a talent chosen here at Level 18 and 19, despite both
Exorcism and
Consecration not being learned until Level 20. However,
once you hit Level 20, you want Benediction and Holy Conduit to allow for much more
frequent use of Consecration thank to the cost-reduction.
Starting at Level 20 you can begin the quest to unlock
Verigan's Fist
if you are an
Alliance player, or
Wolfsbane for
Horde
players. These quests will take you across both continents and likely spanning several
levels. During this
Pursuit of Justice will prove an invaluable talent which
will significantly speed up travel times all the way to Level 60.
Seal of Command is taken since it works well with early itemization, especially
when you quite often only replace items every few levels. However, if you either find
a really strong but fast weapon, or manage to get gear with a lot of Spell Power, then
it might be better to use
Seal of Righteousness due to it benefitting more
from Spell Power and frequent auto-attacks. Once you start unlocking points in
Champion of the Light you will want to gear even more towards items with Spell Power
and Intellect, and you could consider moving the talent point from Seal of Command into
something else entirely.
Repentance is a useful crowd-control talent which can help you reduce
damage intake when pulling more than one enemy at a time, or find the time to heal
yourself with
Holy Light. It also increases the damage from
Judgement
if
Seal of Command is active, meaning you want to use it first to break
Repentance on the target. If Judgement is available, there is also
a neat macro that allows you to cast Repentance and Judgement at the same time, granting
the bonus damage without breaking the crowd-control effect.
Repentance and Judgement Macro
This combination works because
Judgement is off the global cooldown, meaning it can be used at the same
time as other abilities, using it immediately with
Repentance seems to not
break the incapacitate effect, meaning you can deal bonus damage to finish off a weakened
enemy, or just to allow Judgement to regain its cooldown while the mob is incapacitated.
Retribution Paladin Leveling Rotation
As a Retribution Paladin, especially early on, there isn't much to keep track of. You do your damage
by maintaining a Seal like
Seal of Righteousness or
Seal of Command, and
using your
Judgement and
Holy Strike on cooldown to deal damage. Once
you reach Level 20 you also gain access to
Consecration for damage against
multiple enemies, as well as
Exorcism, which lets you deal extra damage against
Undead and Demon enemies.
FAQWhich Seal Should I Use?
Your main damage-dealing Seals are
Seal of Righteousness and
Seal of Command.
Seal of the Crusader can also be a very useful Seal for applying a debuff that increases Holy Damage
against the target. The Seal you want to use is dependent on your weapon's swing speed, and how much Spell Power
you have.
The reason Weapon swing speed matters is that Seal of Command is designed to activate roughly 7 times per minute. Effectively this changes the activation chance depending on the swing speed of your weapon. Since you can expect roughly the same amount of activations on average, a slower weapon will have higher base damage, leading to more damage from each Seal of Command, while still getting the same number of casts regardless.
As for Spell Power, Seal of Righteousness has a higher Spell Power coefficient. How well a spell or ability scales with Spell Power depends on this coefficient, and the longer the cast-time of a spell, the higher the coefficient. Seal of Righteousness deals increased damage equal to 22% of your Spell Power, per hit, when using a two-handed weapon, while Seal of Command deals 20.3% increased damage and only on some of your swings. This leads to Seal of Righteousness becoming significantly better if you have a lot Spell Power on your gear, and it also scales better with faster weapons since you gain the full Spell Power value on each auto-attack, instead of a set number of times per minute.
Your main goal, especially during leveling, will be to use your Mana efficiently, as
it is also your main way of healing yourself with
Holy Light. If the enemy
you are fighting dies with a lot of your Mana still left, you can convert the Mana to Health
and keep fighting, instead of spending time eating food and drinking water to regain your
resources. This means that you do not want to replenish your Seal until it is about
to run out, and avoid using Judgement or Holy Strike if you think your next auto attack will
finish the mob off anyway.
Consecration is very potent against multiple enemies, and scales well
with Spell Power on your gear, but the downside is that it takes 8 seconds for the
full damage to be dealt. Because of this you want to avoid using Consecration if targets
are likely to die before the full 8 seconds have passed, or if you will have to move soon
to avoid patrols, which would lead the enemies you are fighting to run outside of the stationary
AoE of your Consecration.
Beyond your active damage rotation you also want to make sure to maintain Aura and
Blessing buffs at all time.
Devotion Aura is a good baseline Aura, reducing
damage taken, while
Retribution Aura can be helpful when actively engaging
several enemies or if you are in a party where it will help your Tank establish Threat
on more enemies. Your best Blessings are
Blessing of Kings since it will offer
both good offensive and defensive value, with
Blessing of Might being your
go-to until Blessing of Kings is unlocked at Level 20.
Outside of your normal abilities you also have access to several incredibly powerful
spells that can save your life in a wide range of tricky situations.
Blessing of Freedom allows you to become immune to roots and slows, which
coupled with
Pursuit of Justice allows you to run away from tricky situations.
Hammer of Justice allows for a long single-target stun to either gain distance,
reduce damage taken, or find room to cast
Holy Light to heal up.
Lay on Hands allows you to instantly heal yourself to full Health at the cost
of all your remaining Mana, with higher ranks restoring some Mana in the process,
which allows you to survive otherwise dire situations. In a similar vein you have
access to two different immunities, with
Blessing of Protection making you
or a target party member immune to all physical damage, and
Divine Protection
giving yourself immunity to all damage. With these you are able to get a breather
to heal up, run away, or if you want to be creative you can use them to make yourself
immune to fall damage if you want to take a shortcut that would otherwise kill you.
Single-Target Rotation
Here you will find your rotational priorities listed, as well some advice to keep in mind about buff uptime. Sometimes you might want to skip certain parts of this priority list to conserve Mana, especially if your target has very low Health already.
- Maintain a Blessing at all times, ideally
Blessing of Kings or
Blessing of Might.
Make sure to recast it after using
Blessing of Freedom or
Blessing of Protection.
- Maintain a Seal at all times. Prioritize applying the
Judgement debuff of
Seal of the Crusader,
and then replace it with either
Seal of Righteousness or
Seal of Command, depending on your weapon
and Spell Power. You can check the FAQ Block in the previous section for more information.
- Use Judgement and
Holy Strike on cooldown to deal extra damage. If you have Seal of Command
active you can use
Hammer of Justice and
Repentance to increase the damage dealt by Judgement.
- When you have a lot of Mana at your disposal you can use
Consecration for extra damage. Note that
even with
Holy Conduit it still costs almost twice as much Mana to use Consecration as Judgement
and Holy Strike cost combined, so if you are trying to conserve Mana you might
want to hold back on Consecration.
- When fighting Demons and Undead you are also able to use
Exorcism for more damage.
It is also a useful tool to tag these types of enemies from 30 yards away, which can
make life a lot easier in heavily contested areas, or to separate enemy packs from afar.
- At Level 44 you unlock Hammer of Wrath, which can be used to execute mobs under 20% Health. It is a very useful ability to finish enemies that flee from you, especially those that may end up running into another mob or pack that would then aggro on you too.
AoE Rotation
Retribution Paladin does not have a significantly altered rotation against multiple
enemies. The only difference is that
Consecration becomes far more efficient,
since it is your only spell that hits multiple enemies outside of
Holy Wrath,
which is limited to Undead and Demons, and not learned until Level 50.
Important Abilities
The list below will summarize all important abilities you want to keep track of.
Seal of Righteousness and
Seal of Command: These are your main maintenance buffs,
amounting for a fair share of your damage by amplifying your damage from hitting enemies with
your auto-attacks.
Seal of the Crusader: This Seal applies a debuff to enemies when you use
Judgement,
increasing their Holy damage taken. This increases the damage of both your damage dealing Seals as well as
all your other damage dealing spells and abilities, so it is quite potent if you can get the full
benefit from it against enemies that live for a longer period of time.
Judgement: Your main cooldown. It is off the global cooldown, meaning it can be used
at the same time as other abilities. Depending on your active Seal, it causes a special
effect that is unique to each Seal.
Holy Strike: An ability that strikes the target for a part of your weapon damage
as well as extra Holy damage. Scales with Attack Power and Spell Power, albeit at a low rate.
Because of its cheap Mana cost it is still a decent tool to deal increased damage.
Consecration: Your main tool to dealing damage against multiple enemies at once.
It is also the spell that scales the best with Spell Power out of all your spells, making it
a potent tool even in single-target, once you start to accumulate Spell Power gear.
Exorcism: An instant cast damage spell that only works against Undead and Demons.
When it is usable it is a very strong damaging spell you want to keep on cooldown, but some
leveling areas may not offer you many enemies to use it on.
Utility and Crowd Control
Now that we have looked at the offensive parts of Retribution Paladin, we want to dedicate a section to discuss the utility and crowd-control available to the spec. Beyond its damage, Retribution has access to a diverse and flexible toolkit that can be incredibly strong, not just for keeping yourself alive by reducing the damage you take or giving you the option to heal yourself, but it can also be really strong when playing in a group setting.
Paladin offers one of the strongest defensive toolkits in the game, but also has access to powerful abilities that can remove slows or dispel certain debuffs. To compensate, it is lacking a bit in crowd-control, with no interrupt for casts, and only a handful of single-target stuns and incapacitate effects.
Click for Utility and Crowd Control Explanation
Hammer of Justice: A single-target stun that stops the enemy from acting for a few seconds.
This period can be used to heal back up with
Holy Light, to simply deal damage
to the enemy without taking damage yourself, or to increase the damage of
Judgement used with
Seal of Command.
Repentance: Will incapacitate a humanoid target for 6 seconds and stop your
weapon swing timer against them. Any damage will break the effect, however it will
also increase the damage of
Judgement used with
Seal of Command.
Use it to get a short break, deal extra damage, or as a tool to get some distance from
an enemy if you need to run away.
Divine Protection: Makes you immune to damage but also stops you from
attacking enemies at the same time. A very useful tool to get a short breather in a
dangerous situation, giving you rom to run away or heal yourself back up. Or, if you
are in a hurry, it will make you immune to fall damage, letting you take some
creative shortcuts as longs as you are heading downwards.
Divine Shield: A stronger version of
Divine Protection that unlocks at Level 34, which allows
you to keep attacking during the effect. It does reduce all damage dealt by 50% as a compromise.
Blessing of Protection: Works similarly to Divine Protection, except it
only stops Physical damage, but can be used on Party or Raid members. If you use it
on someone else, they will also lose aggro on mobs attacking them, so avoid using it on
your Tank unless absolutely necessary. Since fall damage is Physical, you can use this to stop
fall damage the same as with
Divine Protection.
Lay on Hands: An emergency heal that heals your target or yourself for an amount equal to your
full Health. It drains all your Mana and only replenishes a small amount of Mana at higher ranks. Use only
in emergencies when you have nothing else left, as the lost Mana means you are mostly
unable to do anything else for a short while.
Blessing of Freedom: Grants a brief immunity to all slows and roots, removing any
such effects that are currently active. Can be used on Party and Raid members.
Incredibly strong against mechanics that slow you down, or to remove long
debuffs that make you unable to move at full speed.
Purify: A cleanse that removes one Disease and one Poison effect from a friendly target. Very useful
at removing annoying debuffs on Party members and yourself.
Stats
As you level you will come across more and more items with all kinds of different stats on them. Early on you will mainly find basic stats in smaller amount, and many of the stronger stats mentioned below will not be available until later levels - and even then they're usually only available in really small amounts. The list below will explain how the stats function, and what to prioritize.
- Weapon DPS/Damage
- Retribution Paladin cares less about the weapon damage of what we use, and more about weapon DPS,
unlike most other Melee DPS specs. Instead, the swing speed and weapon damage are more relevant to decide
what Seal you want to use when leveling. A faster weapon, or a weapon with an effect that procs on damage
dealt, generally prefers
Seal of Righteousness, while
Seal of Command can be stronger
when using a really slow weapon, especially if you are also somewhat low on Spell Power.

- Hit & Expertise
- A significant amount of our damage is tied to hitting with our auto-attacks and abilities, making both Hit Chance and Expertise very strong damage dealing stats that also makes your damage output more consistent. These stats are fairly rare on gear you earn early in your leveling journey, but when you find equipment with it it will likely stay with you for quite some time
- Spell Power
- Effectively all damage you deal outside of auto-attacks scale with Spell Power in one way or another, making this one of your most effective stats for increasing your damage. It might sometimes lead to you wearing Leather or even Cloth gear, but often the Armor loss will be worth the damage increase.
- Intellect
- Increases your maximum Mana and grants a small increase to your Spell Critical Strike chance.
A good stat that becomes incredibly useful once you unlock
Champion of the Light at later levels.
- Increases your maximum Mana and grants a small increase to your Spell Critical Strike chance.
A good stat that becomes incredibly useful once you unlock
- Critical Strike
- Gives a chance for your attacks and abilities to deal double damage. Quite rare on gear at earlier levels, but incredibly potent.
- Strength & Attack Power (AP)
- Strength and Attack Power increases Physical damage done, specifically your auto-attacks,
Seal of Command, and
Holy Strike. This stat scales a bit slower than Spell Power,
but sometimes, if you are lucky, you will find gear with both types of stats.
- Strength and Attack Power increases Physical damage done, specifically your auto-attacks,
- Agility
- Increases your chance to critically strike with your attacks and most of your abilities. Slightly weaker than other stats, but decent when it comes on an item with other good stats.
Gear and Where to Level
Azeroth is a large world, and through your leveling journey you will find that at most levels there are multiple zones available for you to level in. At early levels you will generally be able to focus on one zone at a time, and as you reach higher levels you might need to alternate between different zones as quests run out or you finish all appropriate level quests.
As you level there will also be several dungeons for you to complete, offering chances for strong item upgrades and dungeon quests that grant significant experience when completed. Many dungeon quests are locked behind quest chains in appropriate zones, you can visit our Dungeon Hub for more information about what quests and dungeon loot is available in each dungeon. Some dungeons will take significant time to reach and might not be worth your time to complete for efficiency, but that does not mean you should not go do them if you want to!

Below you will find items in slots that are rarer to fill at early levels as well as where you can find them. These items will offer significant power-ups at early levels that might stick with you for a significant portion of your journey.
- Strong Weapons
- The first strong weapon available to each faction
is
Ironforge Greathammer from Hall of Thanes for
Alliance players,
and
Axe of Orgrimmar from Ragefire Chasm for
Horde players. These
quests are available as early as Level 9, but might require a slightly higher level group to clear the dungeons.
Alliance players that venture into The Deadmines
can get access to
Rhahk'Zor's Hammer,
Rockslicer, and
Smite's Mighty Hammer.
Horde players on the other hand have relatively easy access to
Hammerbone from completing
Leaders of the Fang in the Wailing Caverns, or
Forsaken Greataxe from the quest
The Wrath of Rath'mael in Ruins of Lordaeron.
- Starting at Level 20 you can start a Paladin questline that takes you across both
continents and into most dungeons in your current level ranges. If you complete the entire chain you will gain
access to the powerful
Verigan's Fist if you are playing as
Alliance, and
Wolfsbane
if you are playing
Horde. These weapons are very powerful and will likely last you until around Level 30.
- The first standout weapon that will outshine your Level 20 Paladin quest weapons is the
Manual Crowd Pummeler, this fast weapon with its on-use effect to attack faster will be incredibly powerful,
especially with high Spell Power paired with
Seal of Righteousness. It is possible you will keep this weapon
and use the Haste effect on Level 60 as well, so making sure to pick one up while you Level might not be the worst idea.
You can refill the on-use charges with
9-60 Battery Packs crafted by players with Engineering.
- The first strong weapon available to each faction
is
- Helmet
- The first notable helmet available to Retribution Paladins is the
Crusader's Silvered Chain Helm
available at Level 20. This helmet is a Bind-on-pickup item crafted by Blacksmithing
which means it requires you to craft it for yourself, which you should try to if you are leveling as a
Blacksmith. This Helmet will last you several levels if you craft it.
- The first notable helmet available to Retribution Paladins is the
- Shoulders
- Early shoulders with good stuff are fairly rare,
with the first good option being
Double-Stitched Woolen Shoulders crafted
by someone with Tailoring.
- While there are small upgrades to the
Double-Stitched Woolen Shoulders
available at earlier levels, the first major upgrade comes with the
Reliquary Mantle
that drops from the Relic Guardian boss in Excavation Site: Wetlands. These shoulders
offer a small amount of Hit Chance, making them decent upgrades over other shoulders at their level.
- Early shoulders with good stuff are fairly rare,
with the first good option being
- Rings
- Rings are rare finds at early levels, and when you can
get a good one early on it will offer a small power increase for your character.
Mr. Smite in The Deadmines drops
First Mate Band which is
a solid upgrade at Level 17.
Alliance players can get access to
Minor Channeling Ring from the Loch Modan quest WANTED: Chok'sul. The quest
is available as early as Level 16 but might take a group closer to Level 20 to complete it.
Alliance players can also get access to
Malignant Root by killing the Nightveil Rotheap in the Wetlands. This requires killing
a Level 31 Elite mob and will require a group to succeed at lower levels.
- Another strong ring available at Level 28 is the
Ring of Power Regulation
that drops from the Relic Guardian boss in Excavation Site: Wetlands.
- Rings are rare finds at early levels, and when you can
get a good one early on it will offer a small power increase for your character.
Mr. Smite in The Deadmines drops
With limited information about content past Level 30 there is a lot still to explore outside of what we learned during the Beta. Check back after launch to find out more information about where to level and key items to look out for.
General Leveling Tips
Bring food, water, and potions. While Paladins have the option to heal themselves,
you will on occasion find yourself low on both Health and Mana, at which point having food
and water available to replenish both at the same time is very efficient. Bringing both
Healing and Mana potions can also prove vital to saving your life in tricky situations.
If you level up First Aid you can also use bandages to restore health,
while naturally regenerating Mana outside of combat, or after using
Blessing of Protection or
Divine Protection.
Take some time to keep your professions relevant. Most professions that require you to gather material might end up becoming hard to keep relevant if you level past the point where the materials you need can be found. If you level with Mining or Herbalism you will probably want to make sure you pick up as many nodes as possible so you keep your skill high enough to pick higher level nodes as they become available.
Make use of bonus experience when possible. Whenever you are planning on logging off for
the day you should try to log out in an Inn to make sure you accumulate bonus experience to speed up
your leveling slightly. Make sure to bring food crafted with Cooking, since Well Fed
buffs from eating it will grant increased experience from killing enemies. You can also spend some time
finishing the Sleeping Bag questline to gain access to the
Cozy Sleeping Bag item, which lets you build up a 3% experience increase buff.
Spend some time making connections. If you do not yet have a guild or friends you are actively playing with it can be a really good idea to find people at a similar level to do content with. This will help a lot since many quests and all dungeons get significantly easier with more players. Often someone you quest with at early levels could also be someone to do dungeons or raid with at Level 60, so don't hesitate to try and make some friends along the way!

Professions
For making gear for yourself the best combination will generally be Mining and Blacksmithing, which lets you create Weapons, Mail armor, and later on Plate armor that you can use. This will require some time going out of your way to gather mining nodes since you need quite a lot of ore to level up Blacksmithing. Another solid option is Herbalism and Alchemy to craft potions and elixirs for yourself to allow for a smoother leveling journey. Alchemy is also generally a pretty good profession for making gold, which can be useful since a lot of things in WoW Forever costs a fair bit of money.
One of Retribution Paladins biggest issues in PvP is a lack of slows and ways to close the gap of enemy players at range. The grenades from Engineering become incredibly potent PvP tools for Paladins and you can either level this up instead of Blacksmithing, or save materials from Mining if you think you will have the money to support both professions without Mining at Level 60.
Picking up Cooking and First Aid can prove to be very useful when leveling since it allows you to make food for the Well Fed buff yourself, as well as getting another healing tool that does not cost Mana from bandages. If you do not have Alchemy you can even use First Aid to craft some Healing potions for yourself with materials from the Auction House!
While less useful for leveling, it can still be worth picking up Fishing which allows you to fish up fish that are used in crafting recipes for Cooking and Alchemy. These can sell for a decent amount of gold on the Auction House.
