Tempest Rush Monk BiS Gear, Gems, and Paragon Points
Below, we detail the items and gems that you should use for your Tempest Rush Monk in Diablo 3 and why. We also list your paragon points and Kanai's Cube items. Updated for patch 2.6.5 and Season 17.
1. Best in Slot Gear and Alternatives
You will be taking all six pieces of the Monkey King's Garb (a.k.a. Sunwuko) set, freeing up jewelry slots for an even split of offense and defense jewelry. Rolls-wise, this is a Tempest Rush-centric build that makes good use of skill damage and Cooldown Reduction bonuses. Tempest Rush bonuses are possible on both Sunwuko's Crown and The Crudest Boots (discussed below), and should be sought alongside the usual crit chance on the helm and toughness stats on the boots. Both Area Damage and Cooldown Reduction are highly desirable on the Sunwuko's Balance and Sunwuko's Paws. Get both stats on the shoulder piece ASAP, and pick either stat for the gloves for the majority of character progression — but try to acquire a quadfecta (Crit Chance, Crit Damage, CDR, and rolling off Dexterity for Area Damage) when you attain high Paragons. Finally, get pure toughness stats on Sunwuko's Soul and Sunwuko's Leggings. Finally, the ideal roll of Sunwuko's Shines includes double Crit stats and Cold elemental damage, alongside the guaranteed socket.
As far as jewelry is concerned, the popular sets — Endless Walk and Bastions of Will — are denied to the build, due to the mandatory Sunwuko's Shines and lack of a generator skill. In their stead, you will be using a trio of legendary rings: Unity (to cut incoming damage in half when paired with another on the follower, plus an immortality relic like Enchanting Favor), Convention of Elements for the tremendous boost to your damage output during its Cold cycle, and Obsidian Ring of the Zodiac for its Cooldown resetting mechanics, which feed into the valuable CDs of the build. You will be wearing your best two of these rings, and cubing the third — ideally wearing the Unity and Convention of Elements, and cubing the Zodiac.
The best-in-slot belt for the build when pushing Greater Rifts is the glass cannon favorite, The Witching Hour. What this belt lacks in unique properties, it makes up in unique rolls: it is the only item in the slot that can roll Attack Speed and Critical Damage. Both stats are immensely beneficial to your damage output, so seek as close to the maximum 7 IAS and 50 Crit Damage as you can. A tankier alternative to this item would be Cord of the Sherma, whose hard CC effect can also serve as a trigger for Cesar's Memento without the need of Blinding Flash; however its unreliability makes it less desirable for the slot.
As previously mentioned in the guide, Cesar's Memento is the dedicated Tempest Rush bracer and a mandatory addition to the build. Note that it requires the application of a hard crowd control effect (Stun, Freeze or Blind), making the inclusion of a low-cooldown CC skill like Blinding Flash necessary.
The Crudest Boots make a natural fit for the resource demands of the build, doubling your Mystic Ally summons and thus increasing the effectiveness of Air Ally to 8 Spirit per Second and 200 Spirit per activation. Notice that Tempest Rush is a possible skill damage roll on the boots, so strive to get it as a fourth primary alongside toughness stats, and shift movement speed bonuses entirely to Paragon points.
Vengeful Wind is a crucial piece of a Sunwuko set-based setup, as it expands the damage potential of your spenders with an extra 7000%. Your other weapon will vary according to content: in Greater Rift progression, you should include a generic damage-enhancing weapon, such as a Sun Keeper (for the elite damage) or Azurewrath (for the Cold damage and Chance to Freeze on Hit).
2. Paragon Points
Bane of the Trapped is a potent source of additional damage, as it is its own multiplier in your total damage calculation. The gem procs itself with its level 25 property when in melee range, where the Tempest Rush Monk naturally fights at.
While Tempest Rush offers some safety via removing enemy collision and allowing great maneuverability, you will often be faced with instantaneous, unavoidable elemental damage affixes. To counter that, add the strongest mitigation gem available, Esoteric Alteration. This gem improves your elemental resistances with every level, and provides you with a last line of defense against one shots through its level 25 property.
Introduced in Season 4, Bane of the Stricken occupies the third and final jewelry socket in GRs. Building up your damage multiplicatively in prolonged fights and with a level 25 bonus specifically targeting Rift Guardians, this gem is designed to assist AoE heavy builds in their struggle against single-target, high-HP enemies. An alternative, but riskier option for the slot is the channeling build staple Taeguk — be prepared to use it in lower GR tiers, or with heavy fishing involved.

4. Kanai's Cube
One of your biggest damage boosters will remain hidden in the Cube's weapon slot. Balance is a daibo that boosts Tempest Rush damage and guarantees its crits against 3 targets or less — an indispensable bonus against Rift Guardians.
Mantle of Channeling is a build subtype staple, offering a substantial 25% damage increase, along with an equal amount of damage reduction while channeling. This is virtually a permanent bonus, as you will be using Tempest Rush throughout the run.
As previously mentioned, the jewelry Cube slot will be taken by your worst rolled item between Unity, Convention of Elements and Obsidian Ring of the Zodiac. Ideally, you will fill the slot with the Zodiac to take advantage of its CDR mechanics, while skipping its lackluster primary rolls.
