General Comments
Belligerent Gnome is a cheap Taunt minion that benefits from opponents having minions on board. While a 2 Mana 2/4 can be really strong in the early game, the 2 minion requirement means that it is unlikely the Battlecry condition will be met on turn 2.

Constructed Play
In Constructed, the card is too situational to be used in high-level play.

Arena
In Arena, Belligerent Gnome is a reasonable card. However, due to the requirement of the Battlecry effect, it is unlikely the card will be playable on turn 2.
