General Comments
Frostwolf Grunt is an extremely poor card. Many Taunt minions in Hearthstone are poor cards, since they sacrifice stat value for the Taunt effect. This leads to them being poor at competing for the board, and therefore they will simply cause you to fall further behind on the board.
Constructed Play
Frostwolf Grunt is an extremely poor card in Constructed and should not be considered for your deck in any circumstances.
Arena
Frostwolf Grunt is a very poor card in Arena. It can be playable, since it still trades evenly with a 3/2, one of the most common forms of 2-drop. However, it will be immediately outclassed by a 2/3 and cause you to fall behind in this scenario.
