Reckless Rocketeer is a neutral minion. 2 copies of this card are given to you with the Basic set of the game. You receive a golden version of this card for reaching Level 59 and 60 with Shaman. Reckless Rocketeer can serve as a finisher as an instant 5 damage for 6 Mana. While there are better options available, for a player building an aggressive deck on a budget, it can be a reasonable option.

Reckless Rocketeer can be used in aggressive basic decks as a finisher. Once you move past the basic level, you will gain access to much better alternatives.

Reckless Rocketeer is a poor choice in Arena. Generally you will not have an aggressive enough deck in order to hold this card as a finisher, meaning you will generally use it to make a very inefficient trade with an opposing minion.
