The stat priority for Elemental Shamans in PvP is as follows:
Versatility is the best stat due to the increased survivability and overall damage.
Haste, is important for
Flame Shock damage over time, and
Lava Surge
procs, as well as faster global cooldowns.
Mastery, you want to maximize after reaching a baseline of Haste while in PvP gear in Arena/Battleground. This is important for benefiting from the Elemental Shaman Mastery benefit.
Gear Recommendations
You want to use PvP items specifically since they have increased item level in PvP combat. It is essential to be wearing 2 PvP trinkets. This will give you a Stamina and primary stat boost from Gladiator's Distinction (primary stat +15%, Stamina +5% for damage dealers) that will increase your survivability.
