The stat priority for Havoc Demon Hunter in PvP is as follows:

Agility is the best stat in all situations. Mastery ( Mastery: Demonic Presence) is the strongest secondary stat for damage and mobility, due to it increasing your Chaos damage and movement speed. You should also try to focus on getting as much Versatility as possible. This will reduce the damage you take while increasing your overall damage (at a lower rate then Mastery).

As noted above, acquiring both your 2-set and 4-set bonus is crucial. It is important to note that ALL tier sets are nerfed to 50% effectiveness in PvP. Although this nerf is significant, tier sets are still important to acquire to maximize your chances to win. For Havoc Demon Hunters, this is your tier set:

• 2-set: Blade Dance, Chaos Strike, and Essence Break have 12% increased damage.
• 4-set: Essence Break now applies and benefits from the effects of Cycle of Hatred, has 35% increased initial strike damage, and has 2.0 sec increased duration.
