Tier 13 sets were introduced with the third tier of Cataclysm raids: Dragon Soul. The sets can be broken down as follows:

• item level 384 pieces drop from the first six bosses in the LFR version of Dragon Soul;
• item level 397 pieces drop from bosses in the Normal version of Dragon Soul (Hands and Legs items also drop from Alizabal in Baradin Hold);
• item level 410 pieces drop from from raid bosses in the Heroic version of Dragon Soul.

Item level 384 Tier 13 set pieces can be bought from Faldren Tillsdale in Stormwind City and Jamus'Vaz in Orgrimmar with tokens that each have a chance to drop from one of the first six bosses in the LFR version of Dragon Soul.
