1. Gems for Vengeance Demon Hunters

You should use Saber's Eye of Agility Icon Saber's Eye of Agility in one socket, and Masterful Argulite Icon Masterful Argulite (or the cheaper Masterful Shadowruby Icon Masterful Shadowruby) in all other sockets. If you prefer to gem for Versatility, you can use Versatile Labradorite Icon Versatile Labradorite (or the cheaper Versatile Maelstrom Sapphire Icon Versatile Maelstrom Sapphire) in all other sockets.

3. Consumables for Vengeance Demon Hunters

Flask of Ten Thousand Scars Icon Flask of Ten Thousand Scars (survivability) or Flask of the Seventh Demon Icon Flask of the Seventh Demon (DPS) should be used for raids along with Potion of Prolonged Power Icon Potion of Prolonged Power as your potion of choice. You should eat Lavish Suramar Feast Icon Lavish Suramar Feast for the buff to your Agility (or the cheaper Hearty Feast Icon Hearty Feast if you cannot afford the +500 food). Note that you must change spec to Havoc at the moment when you eat the food in order to avoid getting a Stamina buff. That said, the Stamina buff is also viable. Astral Healing Potion Icon Astral Healing Potion can be used in place of Healthstones.

If you can afford it, you should also use augment runes (which work in both raids and Mythic+ dungeons). Defiled Augment Rune Icon Defiled Augment Rune is the cheap rune with a one-time use. Lightforged Augment Rune Icon Lightforged Augment Rune costs 40,000 Gold and requires exalted reputation with the Army of the Light faction.
