1. Gems for Frost Death Knights

You should use Masterful Tidal Amethyst Icon Masterful Tidal Amethyst (or the cheaper Masterful Kubiline Icon Masterful Kubiline) in all sockets.

2. Enchants for Frost Death Knights

Rings
Main-hand Weapon Rune of Razorice Icon Rune of Razorice
Off-hand Weapon Rune of the Fallen Crusader Icon Rune of the Fallen Crusader

3. Consumables for Frost Death Knights

Flask of the Undertow Icon Flask of the Undertow should be used for raids along with Potion of Bursting Blood Icon Potion of Bursting Blood for single target encounters and Battle Potion of Strength Icon Battle Potion of Strength for 2+ target encounters.

You should eat from the Bountiful Captain's Feast Icon Bountiful Captain's Feast (or the cheaper Galley Banquet Icon Galley Banquet) when possible, and otherwise Mastery food (Sailor's Pie Icon Sailor's Pie or the cheaper Loa Loaf Icon Loa Loaf).

Warlock Healthstones and Coastal Healing Potion Icon Coastal Healing Potion should be used when at low health.

If you can afford it, you should use Battle-Scarred Augment Rune Icon Battle-Scarred Augment Runes to increase your primary stat. Since there is a finite amount of these runes available, you should make sure to use them wisely and to stock up on them for when you need them.
