Best in Slot for Frost Mage
It is challenging to define a best-in-slot list for Frost, as it heavily depends on your progression level and gear. You cannot simply use the lower-tier equipment of any given best-in slot list, as stat weights will then shift, and you will likely be missing certain breakpoints.
Feel free to check below for a maxed-out Mythic best in-slot list, but be warned that unless you have access to all of those pieces, this is not the best you can get for your character right now. Simulation is always needed to be sure what is actually good for you at your current gear level. The below charts are simply for those who wish for a checklist to go for, like someone who is finishing the tier on farm or someone gearing up a new alt quickly using dungeon spam.

This list contains the highest DPS setup from most sources for Frost Mage. This is simply the T31 gear profile used on the SimulationCraft website. This is the end goal for Mythic raiders, as a great deal of the list comes from the last two bosses on Mythic.
Your own personal goal for gear will be slightly different depending on your progression level, as this assumes access to absolutely everything.

Mythic+ Gear BiS List for Frost Mage
This list contains the highest DPS setup, with farmable gear from Mythic+ Dungeons. This is a great place to start on a relatively new character, as you can infinitely grind out these items from Mythic+.
Please note that this list is only technically valid for 483 item level. It should be close enough for lower item levels to be irrelevant, however. Additionally, there are many many sidegrade options that work out to be functionally identical. Please sim your character to be sure, but this is posted as a sort of checklist for people farming out a new character quickly.
Also note that this does not include crafted gear and is intended as a sort of "this is the best that I can get from a pure drop standpoint" rather than any actual end-game profile to aim at.

This list is mostly useful for informing your organized guild of what loot is optimal for you, for loot distribution purposes, or if you just really hate Mythic+. Note that this does not include crafted gear and is intended as a sort of "this is the best that I can get from a pure drop standpoint" rather than any actual end-game profile to aim at.

Upgrading Gear in Dragonflight Season 3
Dragonflight Season 3 refines the upgrade system from Season 2, moving Crests to a currency rather than an item in your bag. This system can be used to upgrade gear up to Item Level 489, which is end-Mythic Raid Item Level. They can also upgrade Crafted Gear up to iLvl 486.

Evaluating Upgrades
The easiest way, and also the method we suggest, to compare multiple items is to use Raidbots' Top Gear. Here, you can input an export from the Simcraft AddOn, select the items to compare, and it will find out which of the items are best.
Dragonflight Season 3 Gear Considerations
Trinket and Gear Notes for Frost Mage
As per usual, a best-in-slot list is a bit of a meaningless endeavor on Frost, as it changes depending on what gear you have access to. In almost all cases, item level upgrade is worth taking unless you replace a piece of jewelry with a huge amount of Mastery with a piece that does not (and even then, there are exceptions to this). A simulation will be needed to check those. In many cases, it will be worth doing just because the overall total of stats on the higher item level piece makes up the loss in "optimal" stats.
Most raid trinkets are in the same rough ballpark in terms of power.
Belor'relos, the Suncaller is absurdly strong and should be taken
whenever you can get it. The downside to this trinket is that you will have to
play fairly close to your kill targets, as it only does an AoE 12 yards around
you. That said, it is valued about twice as high as the next trinket from the
Raid.
Augury of the Primal Flame is in a bit of a weird spot in that it is a
good trinket, but we just have too much Crit if you are using
Iced Phial of Corrupting Rage. If you are using
Phial of Tepid Versatility or any of the others, this trinket will
generally perform fairly well. Remember to override Raidbots' default phial
usage if you wish to sim this trinket.
Ashes of the Embersoul is valued about half of the other raid
trinkets and should be avoided.
Initial simulation is showing that Dreambinder, Loom of the Great Cycle's
on use is worth 2 or so upgrade levels. This makes the Heroic version worth
taking over a crafted staff at max rank, and the Mythic version hard-best-in-slot.
Dungeon trinkets are pretty good this season. Balefire Branch is
about on par with
Belor'relos, the Suncaller in terms of relative
power.
Mirror of Fractured Tomorrows
is great if you can find it, although slightly weaker than
Balefire Branch and
Belor'relos, the Suncaller.
Tier Pieces
Ideally, you skip the legs piece and pick up the other four slots.
As noted on the Rotation page, the 2-piece set bonus does change our
rotation ever so slightly on 2 targets, and heavily incentivizes freezing
anything you can hit with a Glacial Spike.
Profession Gear
While you can craft gear for any slot up to item level 486, there are
certain pieces with extra powers or the ability to add powers via extra items
during the crafting process. You may have two of these "Embellished" pieces
equipped at once. The idea is to craft two
items with Shadowflame-Tempered Armor Patch, usually on the wrists and
cloak (or belt/boots if you are intending to use the Engineering wrists).
In addition, it is an
extremely good idea to have one more crafted piece to support taking
Alchemical Flavor Pocket, as that will drastically prolong the life of
your guild's food stocks. This does not count towards your Embellished count.
This can be obtained by either the Iskaaran Community Feast weekly quest, or
bought from the Auction House.
As a bonus, Engineering can craft bracers for everyone that can slot in a tinker
that does not count towards your two Embellished
limit. While most are of questionable value,
Tinker: Arclight Vital Correctors allows you to have a battle resurrection
available as a class that traditionally does not have it. This can be
useful with our
Invisibility, as we can provide wipe
recovery.
