Best Talents in Patch 9.1 for Holy Priest
The changes in 9.1 do not have any impact on talent balance.
Rotation in Patch 9.1 for Holy Priest
The changes in 9.1 to Symbol of Hope grant it raid-wide cooldown reduction on the personal cooldown for each player. This means that for optimal usage you will want to try and use Symbol of Hope after the majority of players have used their personals to get the maximum value out of this effect. Symbol retains the Mana return component granting a percentage of missing Mana, so you will continue to cast this as late into the fight as practical if you want to optimise this part of the spell.
In an organised raid you will likely end up using it primarily for the cooldown reduction portion, typically after a period of raid-wide damage that most of the raid will be using their personal cooldowns to mitigate.
Best Legendary in Patch 9.1 for Holy Priest
None of the newly-added Legendaries currently appear to be better than Flash Concentration or Harmonious Apparatus, and these two will most likely remain the best options in 9.1.
Best Covenant in Patch 9.1 for Holy Priest
Since none of the new Legendaries appear better than our current best-in-slot, there is nothing leaning us towards a specific covenant in 9.1.
