1. Gems

You should use Masterful Argulite Icon Masterful Argulite (or the cheaper alternative Masterful Shadowruby Icon Masterful Shadowruby) in all sockets.

2. Enchants

Slot Enchantment
Neck
Back
Rings

3. Consumables

Flask of the Countless Armies Icon Flask of the Countless Armies should be used for raids along with Potion of the Old War Icon Potion of the Old War as your potion of choice.

Whilst Potion of Prolonged Power Icon Potion of Prolonged Power is a cheaper alternative, given how frontloaded Arms damage is into windows, using Old War is a significant increase so is still the potion of choice in 7.1.

You can eat Lavish Suramar Feast Icon Lavish Suramar Feast for the +500 Strength buff (or the cheaper Hearty Feast Icon Hearty Feast if you cannot afford the +500 food). Alternatively, you can use Nightborne Delicacy Platter Icon Nightborne Delicacy Platter for the Mastery buff which can perform as well, or sometimes better (or Barracuda Mrglgagh Icon Barracuda Mrglgagh, if you cannot afford the +375 food) if you do not want to use a feast. Ancient Healing Potion Icon Ancient Healing Potion can be used in place of Healthstones.

If you can afford it, you should also use augment runes (which work in both raids and Mythic+ dungeons). Defiled Augment Rune Icon Defiled Augment Rune is the cheap rune with a one-time use. Lightforged Augment Rune Icon Lightforged Augment Rune costs 50,000 Gold and requires exalted reputation with the Army of the Light faction.
