In general, you should be using gems and enchants according to the stat weights shown to you by https://wowanalyzer.com, especially now that diminishing returns exist.

However, to simplify things, Critical Strike enchants and gems will, in a vacuum always be a good option for maximizing throughput as a Restoration Shaman. If you PvP or care about your survivability too (say, in Mythic Raiding), go with Versatility, instead!

Best Gems and Enchants for Restoration Shamans

Use Deadly Jewel Cluster Icon Deadly Jewel Cluster (raw throughput) or Versatile Jewel Cluster Icon Versatile Jewel Cluster (throughput + survivability) on the rest of your sockets. Cheaper options are Versatile Jewel Doublet Icon Versatile Jewel Doublet and Deadly Jewel Doublet Icon Deadly Jewel Doublet.

Best Flasks and Potions for Restoration

Spectral Flask of Power Icon Spectral Flask of Power is the flask of choice in Shadowlands. Use Potion of Spiritual Clarity Icon Potion of Spiritual Clarity to regenerate Mana if you can afford the downtime. Potion of Spectral Intellect Icon Potion of Spectral Intellect or Potion of Divine Awakening Icon Potion of Divine Awakening are strong throughput options if you do not need the Mana, and Spiritual Mana Potion Icon Spiritual Mana Potion is the emergency / budget Mana recovery option.

Potion of Sacrificial Anima Icon Potion of Sacrificial Anima is worth it if you can afford the health loss and use it to cast expensive spells, namely Chain Heal Icon Chain Heal, but in most situations the other potions will do better.

Spiritual Healing Potion Icon Spiritual Healing Potion does not share the same cooldown as Healthstone Icon Healthstones or Phial of Serenity Icon Phial of Serenity, and should be used for extra emergency healing.

Best Food for Restoration

If possible, use the large feast (Feast of Gluttonous Hedonism Icon Feast of Gluttonous Hedonism), otherwise, use Critical Strike or Versatility food (Spinefin Souffle and Fries Icon Spinefin Souffle and Fries or Steak a la Mode Icon Steak a la Mode). Butterscotch Marinated Ribs Icon Butterscotch Marinated Ribs and Sweet Silvergill Sausages Icon Sweet Silvergill Sausages are the cheap options.

Other Consumables for Restoration

You can also use Shadowcore Oil Icon Shadowcore Oil for extra DPS or Embalmer's Oil Icon Embalmer's Oil for extra healing, as well as Heavy Desolate Armor Kit Icon Heavy Desolate Armor Kit for extra survivability.

Tome of the Still Mind Icon Tome of the Still Mind are also useful to carry around in order to swap talents on the fly.

Augment Runes for Restoration

If you can afford it, you should use Veiled Augment Rune Icon Veiled Augment Runes to increase your primary stat. Since there is a finite amount of these runes available, you should make sure to use them wisely and to stock up on them for when you need them.
