Best Enchants, Gems, and Consumables for Restoration Shaman
This guide covers the best enchants, gems, and consumables you can currently use.

Recommended Gems
Gems are crafted by Jewelcrafting, and you can use as many as you have
sockets in your gear. While guaranteed sockets on every ring and amulet are a thing
of the past, some items do come with sockets, such as
Amulet of the Abyssal Hymn,
and all Jewelcrafted gear comes with one guaranteed socket.
You can also randomly get sockets on head, wrist, and waist gear, or socket them yourself with an item acquired from the turning in 6x Great Vault non-gear tokens.
You will always want to have one Diamond gem, ideally a maximum Quality
Indecipherable Eversong Diamond if it is your only gem socket, or a
Telluric Eversong Diamond once you have multiple. Afterwards, make sure to
have at least one gem of each type in the other sockets to max out the Movement
Speed effect, ideally one
Flawless Versatile Garnet,
Flawless Deadly Lapis,
Flawless Deadly Peridot, and
Flawless Deadly Amethyst.
Fill in any remaining sockets with
Flawless Versatile Garnet.
Enchants for Restoration Shaman
Most enchants are produced by the Enchanting profession, and all gear enchants are affected by Quality, with the best version of each enchant being stronger than lower quality versions.
We will be listing only the best versions of each enchant, but lower versions can be used to save gold.

Consumables Recommendations
You will usually want to be using a Flask and Food when doing group PvE content.
Weapon oils are not useful for Restoration for the most part due to
Earthliving Weapon,
and
Void-Touched Augment Rune give a small benefit but are very expensive,
making them mostly worthwhile in PvE progression scenarios.
Flask
You will generally want to be using
Flask of the Shattered Sun in raids,
as Critical Strike is a favored stat for all talent builds, while swapping to
Flask of Thalassian Resistance in Mythic+ for its defensive benefits.
Foodbuff
You should be eating from the
Silvermoon Parade or
Harandar Celebration
feasts whenever possible, but can also use
Royal Roast in solo and small
group scenarios.
Hearty versions of all foods can be created by the Cooking profession by combining 5 to 10 (feast) regular foods and, once eaten, provide their benefit for a full hour, even if you die midway through.
In addition to stat food, you can also consume some crafting-profession teas which slightly increase your movement speed. This effect stacks with regular buff food, and while Shaman has good mobility, these teas are cheap to acquire and provide ~4% movement speed. You can buy the cheapest on the auction house or craft them yourself:

Augment Rune
Void-Touched Augment Rune grant a decent amount of Intellect and come
from many sources, including NPC crafting orders for the various professions.
As they tend to be very expensive for the stats granted, use only in high-stakes situations!
Weapon Oil
Thalassian Phoenix Oil is the best temporary oil, but you will usually
be using the
Earthliving Weapon talent instead.
