Enchants, Gems and Consumables for Outlaw Rogue in The War Within

Many consumables, like enchants, gems, or potions, are available at multiple different ranks. If you are unable to afford the highest rank for any of them, you can safely choose a lower rank one instead, at the cost of some DPS.
Best Gems for Outlaw Rogue in The War Within
The choice of gems is highly dependent on your gear. Each of the four secondary stats can easily be your highest simming stat depending on the current gear you are wearing, and as a result, the choice of gems and ring enchants can vary a lot. We highly recommend simming yourself to find out the best set of gems for your character specifically via Raidbots.
You should use
Culminating Blasphemite in one socket for absolute maximum DPS.
Alternatively you can play
Elusive Blasphemite for a very tiny DPS loss (less than 1%), and gain a
sizable amount of movement speed instead. This is recommended.. Then, you
should ensure you have one gem of each type in other sockets to max out the Crit or Movement Speed effect, ideally
Versatile Ruby/
Versatile Onyx/
Deadly Sapphire/
Versatile Emerald. Fill in remaining sockets with
Deadly Sapphire, or whichever other combination of
stats sims highest for you.
Remember that you can use
Magnificent Jeweler's Setting to add up to 2
socket slots to your rings and amulet.

Whether you choose to enchant your gear with Avoidance, Leech, or Speed is
up to you. Leech will allow you to gain some additional passive healing while
you do damage, Avoidance reduces the damage taken by Area-of-Effect spells,
similar to
Feint, and Speed simply increases your movement speed. For
Raid progression, movement speed is often underrated and can be a minor DPS
increase if it allows you to reach your target faster.
It is always recommended to sim yourself to find out what enchants provide the best benefit to you individually.
Useful Leveling Consumables for Midnight
With the full launch of the Midnight expansion coming soon, it will once again be time for players to level up to the new maximum of 90. This means that many will want to get as far along as possible, as fast as possible. To that end, there are a number of optional consumables that can be gathered now to speed things along later. There is no need to go overboard on hoarding too many, as you will only need to level each character once, and many of the items listed here quickly become less enticing once tougher content is once again accessible.
To be as prepared as possible, look to acquire at least some of the following items and enchants:
Charged Phial of Alacrity — This is a tradeable consumable from the Dragonflight
expansion that increases your speed stat for 30 minutes, which will also persist
through death. For players that already have high item level gear at Level 80, leveling is
frequently about traveling quickly rather than defeating enemies any faster than
they already can.
Exquisitely Eviscerated Muscle — A food item from The War Within,
this tradeable dish similarly grants a massive bonus to movement speed for an hour,
but is lost on death.
Elusive Blasphemite — If your gear has plenty of sockets, make
use of this algari diamond and one of each of The War Within's gem colors
for a percentage-based speed increase.
Enchant Boots - Scout's March/
Enchant Chest - Stormrider's Agility/
Enchant Bracer - Chant of Armored Speed/
Enchant Cloak - Chant of Burrowing Rapidity —
These four enchants are a smaller source of movement speed than other consumables, but if
you will be wearing the same pieces of armor throughout leveling their
effects can add up over time.
Gunshoes — One of the more unusual consumables, this tradeable item from
Legion Engineering (thanks to Engineering) allows you to move faster than ground
mount speed for a long duration and even enables movement over water, but breaks upon
taking damage and cannot be activated while in combat. If in an area where you
cannot mount, consider it your fastest movement tool.
Shimmerscale Diving Suit/
Shimmerscale Diving Helmet — Though
it is rare to need them, these two tradeable consumables from Battle for Azeroth can
be paired together to grant you underwater breathing and greatly increased swim
speed that is faster than an aquatic mount.
Goblin Glider Kit — Although you are taking much less fall
damage than most other classes, and can avoid it entirely as long as you have something
to
Shadowstep to before crashing to the ground, this consumable allows you to also
travel through the air from great heights if you are unable to mount, and at great speeds. You
can even consider pairing one with a
Darkmoon Cannon or
Falling Flame!

Best Flask for Outlaw Rogue in The War Within
You should be drinking the
Flask of Alchemical Chaos at all times.
Best Potion for Outlaw Rogue in The War Within
Your stat potion should be
Tempered Potion. Use these when you will
do the most damage with your abilities, likely during your cooldowns and/or
Bloodlust/
Heroism. You can also obtain
Fleeting Tempered Potion from Cauldrons that can be spawned by
Alchemists.
You should keep a stock of
Invigorating Healing Potions to use when at
low health, and if you have a Warlock in the group, grab their
Healthstones and use them as well. Do not macro these together, they
are best used separately! You can also obtain
Fleeting Invigorating Healing Potion from Cauldrons that can be spawned by
Alchemists.
Best Food for Outlaw Rogue in The War Within
Since our secondary stats are stronger per-point than our primary stat, you should be eating secondary stat food at all times, either
Beledar's Bounty,
Outsider's Provisions,
Jester's Board,
Empress' Farewell personal food, or the
The Sushi Special Feast. They are all identical.
In addition, if you can afford it, you should use
Crystallized Augment Runes
to increase your primary stat. Augment Runes are expensive, and disappear on death,
so use them wisely!
You can also buy the permanent
Ethereal Augment Rune once at Renown 18
with the new Season 3 K'aresh Trust faction or use the
Soulgorged Augment Runes
that drop from the new raid and persist through death.
