1. Tier 21 Set Bonuses

The Tier 21 set bonuses augment our poisons.

These bonuses are quite valuable, even at equal item level to the old Tier 20 bonuses, and should be obtained as soon as posible. If you are using Duskwalker's Footpads Icon Duskwalker's Footpads and Zoldyck Family Training Shackles Icon Zoldyck Family Training Shackles, it is best to aim to use 2-piece Tier 20 and 4-piece Tier 21. Once you have acquired Mantle of the Master Assassin Icon Mantle of the Master Assassin, you should sim your character to determine whether the Tier 20 2-piece bonus is still worth it.

2. Tier 20 Set Bonuses

The Tier 20 set bonuses further empower your Garrote Icon Garrote in several ways.

  • 2-piece bonus: Garrote Icon Garrote's cost is reduced by 25 Energy and cooldown is reduced to 12 seconds.
  • 4-piece bonus: Garrote Icon Garrote deals 60% increased damage.

The Tier 20 Set Bonuses are quite good if you have not yet acquired any Tier 21 gear. If you acquire extremely high titanforged versions of Tier 20, it could be worth using the Tier 20 2-piece bonus with the Tier 21 4-piece bonus at the cost of being unable to use Mantle of the Master Assassin Icon Mantle of the Master Assassin. The best way to check this is simulating your character.

3. Best in Slot List

With the existence of Titanforged and Mythic+ dungeons, there is no such thing as a hard Best in Slot anymore. This is more of a guideline for the best pieces to keep an eye out for in your raid or dungeon (if applicable). Be smart, and if you find higher item level pieces with valuable stat combinations do not hesitate to upgrade to them.

These are the strongest legendaries available.

These legendaries are either situational or above average.

These legendaries should be avoided unless there are no other available options.

4.3. Extra Information

The Zoldyck Family Training Shackles Icon Zoldyck Family Training Shackles cause your poisons and bleeds to deal 30% increased damage to targets below 30% health. Overall one of the strongest legendaries available and used on every encounter in Antorus.

Duskwalker's Footpads Icon Duskwalker's Footpads reduces Vendetta Icon Vendetta's cooldown by 1 second for every 65 Energy spent. This is a strong legendary item overall, and it has incredible synergy with Vigor Icon Vigor and  Icon Master Assassin Relics. This legendary is generally at its best on long encounters, allowing you to get several extra Vendetta Icon Vendetta usages.

Mantle of the Master Assassin Icon Mantle of the Master Assassin grants 100% increased Critical Strike while in Stealth Icon Stealth, and for 6 seconds after breaking Stealth Icon Stealth. Second best overall. This greatly increases your opener damage, making it increasingly valuable the shorter the fight length is.

The Dreadlord's Deceit Icon The Dreadlord's Deceit gives you a stacking damage bonus to your Fan of Knives Icon Fan of Knives. This legendary is only a minor gain for single target but highly useful for Mythic+ and burst AoE.

The Empty Crown Icon The Empty Crown causes Kingsbane Icon Kingsbane to generate 40 Energy over 5 seconds when used. This can help immensely with Energy starvation during Kingsbane Icon Kingsbane usages. Currently this is your best option if you have not obtained one of the top tier legendaries.

Soul of the Shadowblade Icon Soul of the Shadowblade grants the Vigor Icon Vigor talent passively. Overall this is not a particularly valuable legendary when compared with the top performers.

Insignia of Ravenholdt Icon Insignia of Ravenholdt adds shadow cleave to your basic attacks that hits everything in front of you. A flexible legendary for any situation, though only middling in overall value compared with the other available choices.

Kil'jaeden's Burning Wish Icon Kil'jaeden's Burning Wish is an underwhelming legendary, as it takes up a valuable trinket slot and has very low impact for sustained damage. It could be useful if there are a horde of stacked adds, but is otherwise lacklustre in every way.

Cinidaria, the Symbiote Icon Cinidaria, the Symbiote causes your attacks to deal 30% extra physical damage when your targets are above 90% health. This legendary is exceptional in situations where an early damage check is paramount. Unfortunately it does not have much use if damage early in the fight is not important. There are no such fights, currently, limiting its use.
