Developers’ notes: Windwalker Monk’s Midnight updates primarily focus on removing conditional modifiers and making sure the base damage of spells feels impactful. Critical strikes will be the main way their damage changes values and otherwise each spell will remain largely consistent between in and out of cooldowns. Our goal is that this will reduce the rotational overhead and allow more focus on procs, resource management, and Mastery: Combo Strikes to drive gameplay.

Midnight Changes for Windwalker Monk
Core Changes
At its core, Windwalker Monk's main playstyle remains unchanged. As stated in the Developers' Notes, the focus of these changes is to cut back on the excess of modifiers in order to put more power back into the base abilities. Although Haste was pushed to the forefront in The War Within and Mastery was given a sizeable buff during 11.1, Blizzard has stated that they want Windwalker to focus more on Critical Strike. To facilitate this, many of the talents and extra things that used Haste Rating as the basis for their proc chance, are now using Critical Strike.
The most notable change is the removal of Storm, Earth, and Fire, being replaced with
Weapons of Order and further modified
by the Apex Talent,
Tigereye Brew. This should be a positive change to the health of the spec, as
Storm, Earth, and Fire has long
been riddled with bugs and unintended functions that often caused more problems than benefits.

Systems Changes
While not specific to only Windwalker Monks, the Midnight expansion also features a major item level and stat squish across the board, resulting in greatly reduced numbers on display. For players that had a hard time parsing a hit for millions of damage or a boss with billions of health, rejoice!
Beyond this, there is a fairly substantial shake-up to the talent system as a whole for all players in the coming expansion by introducing new talent points to spend in all three trees! From Levels 81-90, you will gain an additional 4 points each in the Class and Specialization trees, and 3 points in your Hero Talents to automatically acquire the three new talents appearing in them. This will lead to a lot less concern for grabbing utility within the class tree in particular, as a Windwalker already had plenty of wiggle room to get what was needed. Within the specialization tree, though, you will have a much more difficult decision to make.
Apex Talents for Windwalker Monk in Midnight
One of the key new developments for all specializations in Midnight is the introduction of Apex Talents. These are new, isolated talent nodes accessible from the specialization tree as soon as Level 51 (when you can first reach the bottom section), and you can spend up to four points on them to gain a series of effects with increasing strength. However, you must spend all three earlier points if you want the effect of the fourth; it is sequential. Alternatively, you can make use of these four additional points elsewhere in your specialization tree for greater build flexibility. The choice is yours!
The Apex Talent for Windwalker Monks is called Tigereye Brew and is aimed at
providing additional strength to Weapons of Order through a stacking buff that increases
your Critical Strike chance and the damage that your Critical Strikes do. This leans further
into their stated design goal of making Critical Strikes more impactful and meaningful to the spec.
Tigereye Brew — While in combat, you gain Tigereye Brew every 8 seconds, causing your critical strike chance to be increased by 2% during your next
Weapons of Order, stacking up to 20 times. Generates quickly up to 10 stacks while out of combat.
Tigereye Brew — Your critical strike damage is increased by 8/15%.
Tigereye Brew — You have a chance equal to your critical strike to increase the damage of your current
Fists of Fury by 15% each time it deals damage.
Windwalker Monk Gameplay in Midnight
Even with the loss of Storm, Earth, and Fire, the gameplay of Windwalker should remain largely unchanged.
Functionally, Windwalker has lost a lot of the extraneous buff that Windwalkers either tracked or ignored, so
it should feel simpler and easier to manage, even if the way you press your buttons stays mostly the same.
Currently, the biggest change for Windwalker is that the spec is losing much of its burst capabilities.
Although Weapons of Order and
Tigereye Brew provide some damage in cooldown windows, Windwalker
has spent large portions of The War Within providing large bursts of damage, especially on pull and moreso with
Power Infusion. With these changes, there's not currently the same level of damage inside these cooldown
windows, which provides Windwalker with a much more consistent and flat damage profile. This can be a beneficial
damage type, but its flatness may be at odds with many fights where on-pull burst or burst during increased damage
windows are more important.
