You should use Saber's Eye of Strength Icon Saber's Eye of Strength in one socket, and Quick Lightsphene Icon Quick Lightsphene (or the cheaper Quick Dawnlight Icon Quick Dawnlight) in all other sockets.

Flask of Ten Thousand Scars Icon Flask of Ten Thousand Scars (better against burst damage) or Flask of the Countless Armies Icon Flask of the Countless Armies (stronger Ignore Pain Icon Ignore Pains) should be used for raids along with Potion of Prolonged Power Icon Potion of Prolonged Power. Unbending Potion Icon Unbending Potion is a good choice as a defensive cooldown, while Potion of the Old War Icon Potion of the Old War does well as burst damage. You should eat Lavish Suramar Feast Icon Lavish Suramar Feast for the Stamina buff if you want survivability, or swap to Arms or Fury before eating to gain the Strength buff if you want more DPS. If you want a cheap but effective Haste buff, Azshari Salad Icon Azshari Salad is a great food buff. Astral Healing Potion Icon Astral Healing Potion can be used in place of Healthstones.

If you can afford it, you should also use augment runes (which work in both raids and Mythic+ dungeons). Defiled Augment Rune Icon Defiled Augment Rune is the cheap rune with a one-time use. Lightforged Augment Rune Icon Lightforged Augment Rune costs 40,000 Gold and requires exalted reputation with the Army of the Light faction.
